Autonomous machines are moving rapidly from science fiction to science fact. The defining feature of this technology is that it can operate independently of human control. Consequently, society must consider how ‘decisions’ are to be made by autonomous machines. The matter is particularly acute in circumstances where harm is inevitable no matter what course of action is taken. This dilemma has been identified in the context of autonomous vehicles driving under the regulation of domestic law and, there, governments seem to be moving towards a utilitarian solution to inevitable harm. This leads one to question whether utilitarianism should be transposed into the context of autonomous weapons which might soon operate on the battlefield under the gaze of humanitarian law. The argument here is that it should because humanitarian law includes the core principle of ‘proportionality’, which is fundamentally a utilitarian concept – requiring that any gain derived from an attack outweighs the harm caused. However, while human soldiers are always able to come to a view on proportionality, albeit subjective, there is much doubt over how an autonomous weapon might determine what is proportionate. There is a very large gap between our embryonic understanding of utilitarianism in relation to autonomous vehicles manoeuvring around a city on one hand; and what would be required for armed robots patrolling a battlespace on the other. Bridging this gap is fraught with difficulty but perhaps the best starting point is to take Bentham’s expression of utilitarian mechanics and build upon them. With conscious effort and, ideally, collaboration, states could use the process of applying his classic theory to this very modern problem to raise the standard of protection offered to those caught up in conflict.

Given the swift technologic development, it may be expected that the availability of the first truly autonomous weapons systems is fast approaching. Once they are deployed, these weapons will use artificial intelligence to select and attack targets without further human intervention. Autonomous weapons systems raise the question of whether they could comply with international humanitarian law. The principle of proportionality is sometimes cited as an important obstacle to the use of autonomous weapons systems in accordance with the law. This article assesses the question whether the rule on proportionality in attacks would preclude the legal use of autonomous weapons. It analyses aspects of the proportionality rule that would militate against the use of autonomous weapons systems and aspects that would appear to benefit the protection of the civilian population if such weapons systems were used. The article concludes that autonomous weapons are unable to make proportionality assessments on an operational or strategic level on their own, and that humans should not be expected to be completely absent from the battlefield in the near future.

AbstractThere are three key deficiencies in the existing body of international humanitarian law (IHL) relating to protection of the environment during armed conflict. First, the definition of impermissible environmental damage is both too restrictive and unclear; second, there are legal uncertainties regarding the protection of elements of the environment as civilian objects; and third, the application of the principle of proportionality where harm to the environment constitutes ‘collateral damage’ is also problematic. These gaps present specific opportunities for clarifying and developing the existing framework. One approach to addressing some of the inadequacies of IHL could be application of international environmental law during armed conflict. The detailed norms, standards, approaches, and mechanisms found in international environmental law might also help to clarify and extend basic principles of IHL to prevent, address, or assess liability for environmental damage incurred during armed conflict.

This research is an attempt to try to define the semiotic elements of film costumes that result with certain final feelings of the viewer. Looking through the semiotic theory of both Roland Barthes and Walter Benjamin and the specifics of (theatre and) film costume as a means of influencing the viewer and his/her thoughts, feelings and overall catharsis, the identity of a certain film has been set through an analysis of various elements. Furthermore, it has been noticed that psychological results by one observing a film can be various and lean more on known philosophical and psychological tendencies i.e. Freud’s theories or the ones of M. Merleau-Ponty or Lacan. To make it less verbatim, the example for the analysis that has been chosen is the 1982 science fiction film Bladerunner directed by Ridley Scott. With surreal messages and multi-layered meanings of its visual and audio presentation, it seemed like a perfect starting point for the research of the subconscious mind of the viewer. Finding a non-invasive approach to viewer’s impression, the costume itself could be observed both independently and in correlation with other film elements. By combining the results of all film levels via a visual psychological test by Robert Plutchik, known as Plutchik’s wheel of emotions, it is plain to see that a final impression still lies in a personal analysis. We find a prevalence of certain thoughts that lead the viewer to change his/her perception and, ultimately, to catharsis.

The rise of human-information systems, cybernetic systems, and increasingly autonomous systems requires the application of epistemic frameworks to machines and human-machine teams. This chapter discusses higher-order design principles to guide the design, evaluation, deployment, and iteration of Lethal Autonomous Weapons Systems (LAWS) based on epistemic models. Epistemology is the study of knowledge. Epistemic models consider the role of accuracy, likelihoods, beliefs, competencies, capabilities, context, and luck in the justification of actions and the attribution of knowledge. The aim is not to provide ethical justification for or against LAWS, but to illustrate how epistemological frameworks can be used in conjunction with moral apparatus to guide the design and deployment of future systems. The models discussed in this chapter aim to make Article 36 reviews of LAWS systematic, expedient, and evaluable. A Bayesian virtue epistemology is proposed to enable justified actions under uncertainty that meet the requirements of the Laws of Armed Conflict and International Humanitarian Law. Epistemic concepts can provide some of the apparatus to meet explainability and transparency requirements in the development, evaluation, deployment, and review of ethical AI.


Object detection (OD) within a video is one of the relevant and critical research areas in the computer vision field. Due to the widespread of Artificial Intelligence, the basic principle in real life nowadays and its exponential growth predicted in the epochs to come, it will transmute the public. Object Detection has been extensively implemented in several areas, including human-machine Interaction, autonomous vehicles, security with video surveillance, and various fields that will be mentioned further. However, this augmentation of OD tackles different challenges such as occlusion, illumination variation, object motion, without ignoring the real-time aspect that can be quite problematic. This paper also includes some methods of application to take into account these issues. These techniques are divided into five subcategories: Point Detection, segmentation, supervised classifier, optical flow, a background modeling. This survey decorticates various methods and techniques used in object detection, as well as application domains and the problems faced. Our study discusses the cruciality of deep learning algorithms and their efficiency on future improvement in object detection topics within video sequences.

New technologies primarily affect the lives of all people, their habits, needs, desires, but also significantly affect the demands placed on various business sectors. Discussions on the increasingly rapid development of technical-technological solutions that can be applied in the postal sector and logistics have a long history. New technologies in all areas bring a constant change in the relationship between companies and their customers, which significantly affect the quality of work and activities. In the years to come, it will be an increasing challenge for postal operators around the world, as well as for other companies, to achieve substantive communication and understanding of their customers through the application of innovative technologies. Understanding and learning about customer issues is key to offering them services that, with their precise targeting of stakeholders, quality, visibility, efficiency, and, perhaps most importantly, flexibility, will be able to meet needs that change so quickly over time. This will be possible with new technologies and innovative solutions. The paper presents a market research on the potential use of autonomous vehicles and drones in the postal sector in Bosnia and Herzegovina. The research is based on a survey questionnaire on the use of drones and autonomous vehicles in the postal sector in the segment of shipment delivery.

The starting point of the research project was the hypothesis that the "principle of proportionality", which is fundamental to law, is related to the "economic principle". The resulting methodological similarities were intended to enable a cross-disciplinary bridge to be built, which would allow the findings of economic analysis to be made fruitful for legal issues. This was practically tested in three study areas in order to be able to better classify the performance of the analytical tools. The foundations for interdisciplinary bridge building are found in the rational-choice paradigm. In both disciplines, this paradigm calls for an examination of the relationship between the purpose-means-relations: among the design options under consideration, the one must be selected that is expected to be as (freedom- or resource-) sparing as possible, in other words, the most "waste-free" solution to the control problem.The results of the economic analysis can thus be "translated" in such a way that, within the framework of "necessity", they support the search for control instruments that are equivalent to the objective but less disruptive. supports. The core of the positive economic analysis is the motivational situation of those actors whose behavior is to be influenced by a changed legal framework. In this context, the classical behavioral model of economics proved to be too limited. It therefore had to be developed further in line with the findings of research in institutional economics into homo oeconomicus institutionalis. This behavioral model takes into account not only the consequentialist, strictly situational utility orientation of the model person, but also other factors influencing behavior, including above all those that are institutionally mediated. If one takes the motivational situation of the actors as the starting point for policy-advising design recommendations, it becomes apparent that an understanding of governance dominated by imperative behavioral specifications leads to less favorable results, both in terms of the degree to which goals are achieved and in terms of the freedom-impairing effects, than a mixed-instrument approach oriented toward the model of "responsive regulation." According to this model, the law can no longer simply assume that those subject to the law will "obediently" execute the legal commands. It must ask itself what other factors determine behavior and under what boundary conditions changes can be expected in the direction of the desired behavior. For this reason, too, it must engage with the cognitive program of the behavioral sciences. This linkage opens up new perspectives for interdisciplinary research on the consequences of laws.
