This article examines three fundamental questions with respect to the place of e-government in graduate education for careers in public service. First, where does e-government fit in the curriculum of graduate programs in public policy and administration? Second, might we expect the answer to this question to vary depending on the institutional home and type of public affairs degree? Third, should we expect programs to offer a required course on e-government or should we aim to integrate material on e-government throughout the curriculum? These questions are approached through standards developed for public affairs education in the United States, but they are examined in the context of international variations in governance, technology and education. The article first traces the development of e-government across the globe, summarizing important issues and consideration that government must answer as they pursue e-government initiatives. It then reviews standards that have been developed for public affairs education in the U.S. and turns to the question of how to incorporate e-government in the curriculum. E-government involves much more than technological and information management questions. Thus, it has implications for the entire public affairs curriculum. It is unlikely that a single course can successfully covers technical, managerial, and policy dimensions of e-government. For most programs, it will be more productive to explore e-government across a range of courses in the existing curriculum. The approach that is taken is likely to be affected by institutional settings, resources, and faculty competencies. It is also likely to be shaped by the broader social, economic, and political environments in which programs operate. Although the stage of e-government development in the country is likely to make a difference, we can also hope that our training will also shape e-government's development.

Rapid social, economic, and political developments on the continent of Africa since 1950 made it almost impossible for general African Studies Programs in the United States to keep up with new knowledge and events. In order to fill the growing need for more sharply defined Programs, Syracuse University, through the Maxwell Graduate School of Citizenship and Public Affairs, established in September 1962 the East African Studies Program with Dr Fred G. Burke as director.

Green Persuasion traces the history and evolution of volunteer-based public lands stewardship in the United States as well as the Advertising Council’s work promoting environmental causes, such as the Smokey Bear fire prevention and the Keep America Beautiful campaigns. The Take Pride in America program, developed during the Reagan administration, was revised, neglected, and readopted by subsequent presidencies. Working with the U.S. Department of the Interior, the Ad Council enlivened the Take Pride initiative with public service announcements featuring celebrity spokespersons Clint Eastwood, Charles Bronson, and Louis Gossett Jr. Green Persuasion offers valuable insights into how and why Americans have expressed care of the nation’s landed inheritance in their collective political choices.

The 22nd annual meeting of the Advisory Committee on Historical Documentation met in Washington on November 3, 1978, with the officers and staff of the Historical Office of the U.S. Department of State, and with other officials in the Bureau of Public Affairs, the Department and the government who are concerned with the release and publication of historical documentation on American foreign relations. The Committee, formerly called the Advisory Committee onForeign Relations of the United States, continues to be concerned chiefly with theForeign Relationsseries as the major form of the Department's historical documentation.The leitmotiv of the meeting—continuing from last year—was the problem of the appropriate adaptation of the series to fiscal constraint. The problem is the more acute because theForeign Relationsseries is now dealing with the 1950s, where it confronts a veritable explosion of documentation involving other agencies of government as well as the Department of State. This expansion of the relevant historical record comes at a time when increases in the budget have barely been able to keep up with the pace of inflation, thus holding practically constant the real resources available for publication.

Using a Cumulative Resilience Screening Index (CRSI) that was developed to represent resilience to natural hazards at multiple scales for the United States, the U.S. coastal counties of the Gulf of Mexico (GOM) region of the United States are compared for resilience for these types of natural hazards. The assessment compares the domains, indicators and metrics of CRSI, addressing environmental, economic and societal aspects of resilience to natural hazards at county scales. The index was applied at the county scale and aggregated to represent states and two regions of the U.S. GOM coastline. Assessments showed county—level resilience in all GOM counties was low, generally below the U.S. average. Comparisons showed higher levels of resilience in the western GOM region while select counties in Louisiana, Mississippi and Alabama exhibited the lowest resilience (<2.0) to natural hazards. Some coastal counties in Florida and Texas represented the highest levels of resilience seen along the GOM coast. Much of this increased resilience appears to be due to higher levels of governance and broader levels of social, economic and ecological services.

Woman suffragists in the United States engaged in a sustained, difficult, and multigenerational struggle: seventy-two years elapsed between the Seneca Falls convention (1848) and the passage of the Nineteenth Amendment (1920). During these years, activists gained confidence, developed skills, mobilized resources, learned to maneuver through the political process, and built a social movement. This essay describes key turning points and addresses internal tensions as well as external obstacles in the U.S. woman suffrage movement. It identifies important strategic, tactical, and rhetorical approaches that supported women’s claims for the vote and influenced public opinion, and shows how the movement was deeply connected to contemporaneous social, economic, and political contexts.

The files describe the structure of information dissemination by the U.S. in Kabul, providing considerable detail about the materials distributed, their varying appeal to local communities and constituencies, and their function in the larger ideological competition with the Soviet Union.

Although normative political theorists have argued that citizens talking with other citizens about public affairs is essential in a democracy, empirically oriented political scientists have tended to ignore political discussions. This paper draws on National Election Studies and General Social Surveys to plumb the extent and breadth of political conversations in the U.S. We also explore who talks about public affairs, with whom they speak, and why some people avoid discussing politics. A logit analysis of pooled National Election Studies from 1984 to 1992 shows that some factors typically thought to affect taking part in politics are not significant predictors of the probability that people will engage in political discussions, but other variables not normally included in participation models do affect talking about politics.
