Plant quarantine system becomes an important pillar in the protection of biological diversities from the threat of plant pests and diseases. The implementation of plant quarantine system currently covers prevention of spread of quarantine pests, food safety, food quality, genetic resources and bio-agents, as well as invasive alien species and genetically modified organism. During 2014 to 2018, a total of 232 frequency intercepted of quarantine pests of viruses, bacteria, fungi, nematodes, insects, and weeds have been detected. These pests associated with plant materials from various countries in Asia, Europe, the United States, Australia and Africa that may potentially threaten biological diversities when dispersed within Indonesian territory. Implementation of risk analysis and appropriate level of protection consideration can be clustered in to pre-border, at-border, and post-border activities in order to mitigate the risk of quarantine pests and biosafety monitoring into Indonesian territory. Utilizing advances in pest detection technology in the industrial era 4.0 could provide benefits in the agricultural sectors. Various detection technologies using drones and bio-sensors have contributed in the field of plant protection, especially as pest detection and monitoring tools in the field. Furthermore, the establishment of proficiency certification agency for plant quarantine systems may contribute efficient and effective operations in the near future.

International plant germplasm resources are an invaluable source of information, and bringing viable plant materials into the United States is a necessity for many researchers. Quarantine regulations vary based on the plant pests and pathogens occurring in the country of origin to prevent the introduction of injurious plant pests and diseases. These regulations also depend on the type of germplasm (such as live plant, cuttings, or seeds), size and age of specimen, and the media grown in. Plants in soil are prohibited, while those in agar, or bare root may be allowed to enter. Procedures to follow for bringing plant germplasm of international origin (including CITES species), forms and permits, ports of entry, delays to expect or avoid along with other information on successfully bringing plant germplasm resources into the United States will be discussed.

AbstractMany medical schools have reconsidered or eliminated clerkship grades and honor society memberships. National testing organizations announced plans to eliminate numerical scoring for the United States Medical Licensing Examination Step 1 in favor of pass/fail results. These changes have led some faculty to wonder: “How will we recognize and reward excellence?” Excellence in undergraduate medical education has long been defined by high grades, top test scores, honor society memberships, and publication records. However, this model of learner excellence is misaligned with how students learn or what society values. This accolade-driven view of excellence is perpetuated by assessments that are based on gestalt impressions influenced by similarity between evaluators and students, and assessments that are often restricted to a limited number of traditional skill domains. To achieve a new model of learner excellence that values the trainee’s achievement, growth, and responsiveness to feedback across multiple domains, we must envision a new model of teacher excellence. Such teachers would have a growth mindset toward assessing competencies and learning new competencies. Actualizing true learner excellence will require teachers to change from evaluators who conduct assessments of learning to coaches who do assessment for learning. Schools will also need to establish policies and structures that foster a culture that supports this change. In this new paradigm, a teacher’s core duty is to develop talent rather than sort it.

Human-computer interaction has a long history of working with marginalized people. We sought to understand how HCI researchers navigate work that engages with marginalized people and considerations researchers might work through to expand benefits and mitigate potential harms. In total, 24 HCI researchers, located primarily in the United States, participated in an interview, survey, or both. Through a reflexive thematic analysis, we identified four tensions—exploitation, membership, disclosure, and allyship. We explore the complexity involved in each, demonstrating that an equitable endpoint may not be possible, but this work is still worth pursuing when researchers make certain considerations. We emphasize that researchers who work with marginalized people should account for each tension in their research approaches to move forward. Finally, we propose an allyship-oriented approach to research that draws inspiration from discourse occurring in tangential fields and activist spaces and pushes the field into a new paradigm of research with marginalized people.

The present study was undertaken to estimate the costs and returns structure of maize cultivation and identifying the prominent production constraints in West Khasi Hills district of Meghalaya. A sample of 60 farmers was randomly drawn from six villages of Mawthadraishan and Nongstoin block of the selected district. The costs and returns per hectare were calculated on the basis of cost concepts and Garett ranking method was used for employed for determination of constraints in maize production. The overall cost of cultivation was found to be ` 37185.22 per ha and the major cost components were manures (48.25%) and human labour (34.73%). The overall net return was evaluated at ` 19038.20 with small, medium and large farmers having similar returns with the exception of marginal farmers gaining a net return of only ` 13889.83 which was 27.04 per cent lower than the average return among the sample farmers. It may be attributed to their heavy dependence on labour and lack of investment on irrigation, plant protection and better-quality seeds. The realised average yield was found to be 23.65 q/ha which was abysmally low compared to other maize producing states of India. A positive trend between the return over cost ratio and the operational holding was observed with an average of 1.51. The prominent constraints as perceived by the farmers were unfavorable weather conditions, the incidence of pests and diseases and costly fertilizers and manures with the Garrett’s score of 64.70, 62.75 and 54.40 respectively

This retrospective assessment argues that despite the arrival in office in 2009 of a president who articulated the case for Palestinian rights more strongly and eloquently than any of his predecessors, U.S. official policy in the Obama years skewed heavily in favor of Israel. While a negotiated two-state resolution of the conflict between Israel and the Palestinians continued to be the formal goal of the United States, Israel's defiant refusal to stop settlement expansion, the administration's determined actions to perpetuate Israeli impunity in international fora, as well as the U.S. taxpayer's hefty subsidy of the Israeli military machine all ensured that no progress could be made on that score. The author predicts that with all hopes of a negotiated two-state solution now shattered, Obama's successor will have to contend with an entirely new paradigm, thanks in no small part to the gathering momentum of the Boycott, Divestment and Sanctions (BDS) movement.

The recent global financial crisis has resulted in a new creative set of economic policies. The justifi- cation for the unconventional policy response was based on the implicit assumption that the departure from the norms of macroeconomic policies would be temporary. This detour has lasted longer than expected. Now that the process of normalization has started in the United States and is likely to be followed (albeit in some delay) in Europe, it would be important for policy makers to emphasize that the unconventional set of economic policies were just a detour from the longstanding convention rather than representing a new paradigm. The experience of the crisis and the post-crises years should be recorded in history as refl ecting a period during which new and important policy chapters were drafted. These chapters should be added to the corpus of knowledge of macroeconomic theory and policy. The new chapters contain important lessons that should definitely not be forgotten once the crisis is over. They should be added to, but not replace, the old textbooks.

Conyza sumatrensis (Asteraceae), an annual or biennial plant, is native to North and South America. It is an invasive, noxious weed that is widespread in southern and southeastern China. It invades farm land and causes great losses to dry land crops, including wheat, corn, and beans. It also reduces biological diversity by crowding out native plants in the infested areas (3,4). During a search for fungal pathogens that could serve as potential biological control agents of C. sumatrensis, a leaf spot disease was observed in 2010 in Chongqing, China. An isolate (SMBC22) of a highly virulent fungus was obtained from diseased leaves. Pathogenicity tests were performed by placing 6-mm-diameter mycelial disks of 7-day-old potato dextrose agar (PDA) cultures of SMBC22 on leaves of 15 healthy greenhouse-grown plants of C. sumatrensis; the same number of control plants was treated with sterile PDA disks. Treated plants were covered with plastic bags for 24 h and maintained in a growth chamber with daily average temperatures of 24 to 26°C, continuous light (3,100 lux), and high relative humidity (>90%). Lesions similar to those observed in the field were first obvious on the SMBC22-inoculated leaves 3 days after inoculation. Symptoms became severe 7 to 9 days after inoculation. Control plants remained healthy. The fungus was reisolated from inoculated and diseased leaves and it was morphologically the same as SMBC22. The pathogenicity test was conducted three times. A survey of 10 southern and southeastern Chinese provinces revealed that the disease was widespread and it attacked leaves and stems of seedlings and mature plants of C. sumatrensis. Lesions on leaves were initially small, circular, and water soaked. The typical lesion was ovoid or fusiform, dark brown, and surrounded by a yellow halo. The spots coalesced to form large lesions and plants were often completely blighted. Fungal colonies of SMBC22 on PDA plates were initially white and turned dark gray. Colonies were circular with smooth edges with obvious rings of pycnidia on the surface. Aerial hyphae were short and dense. Pycnidia, black and immersed or semi-immersed in the medium, were visible after 12 days of incubation. Pycnidia were 72 to 140 μm in diameter. Conidia were produced in the pycnidia and were hyaline, unicellular, ellipsoidal, and 4.4 to 6.1 × 1.6 to 2.2 μm. To confirm identification of the fungus, genomic DNA was extracted from mycelia of a 7-day-old culture on PDA at 25°C (2). The internal transcribed spacer (ITS) gene of rDNA was amplified using primers ITS4/ITS5. The gene sequence was 524 bp long and registered in NCBI GenBank (No. HQ645974). BLAST analysis showed that the current sequence had 99% homology to an isolate of Phoma macrostoma (DQ 404792) from Cirsium arvense (Canada thistle) in Canada and reported to cause chlorotic symptoms on that host plant (1). To our knowledge, this is the first report of P. macrostoma causing disease on C. sumatrensis in China. P. macrostoma, thought of as a biocontrol agent of broadleaf weeds in Canada, has been patented in the United States.
