Owner of one of the most expressive industrial hubs in Latin America, the Manaus Free Trade Zone is inserted in the context of Industry 4.0, initially through the Informatics Law of Western Amazonia and Amapá, which regulates the application of resources in research, development and innovation (RDI) in the region. The Priority Programs as vectors for the development of Industry 4.0, at the Manaus Industrial Hub, are the central objective of this study, as well as their contributions through projects, partnerships, fundraising and investments in thematic areas focused on enabling technologies that are the “backbone” of Industry 4.0. To reach the general objective, information was collected from the coordinating institution of the Priority Program for Industry 4.0 and Industrial Modernization and other coordinating institutions of the Priority Programs that aim to demonstrate trends and reflections on the implementation process and the strengthening of Industry 4.0 in the Manaus Industrial Hub, especially, based on the action of the Priority Programs.

MANAUS FREE TRADE ZONE: a systematic review of impactsZONA FRANCA DE MANAOS: una revisión sistemática de impactosRESUMOEmbora criada há mais de meio século, a Zona Franca de Manaus (ZFM) tem sido objeto de um número relativamente escasso de análises de seus impactos econômicos e sociais. O objetivo deste artigo é apresentar uma revisão sistemática das principais estatísticas e dos principais resultados de trabalhos selecionados sobre o tema. Buscou-se identificar trabalhos que ultrapassam a descrição da evolução das variáveis por meio, por exemplo, do uso de contrafactuais, regressões econométricas ou modelos de equilíbrio geral. A análise é precedida por uma breve revisão da literatura sobre zonas econômicas especiais (ZEE). Os resultados indicam que i) a ZFM tem impactos positivos nos níveis de renda e de bem-estar em Manaus, ainda que essa conclusão não seja unânime; ii) não há evidências conclusivas de que a ZFM contribui para a preservação ambiental da Amazônia; iii) os gastos tributários da União dirigidos à ZFM são estimados em R$ 28,7 bilhões (mais de R$ 380 mil por emprego direto gerado); e iv) embora o foco das ZEE recaia, de modo geral, sobre as exportações, o caso da ZFM é, em grande medida, singular em razão de seu foco no mercado interno. A ZFM é, portanto, do ponto de vista legal e do ponto de vista prático, essencialmente uma política de desenvolvimento regional (e não uma política de incentivo às exportações) e as análises sobre o tema devem amparar-se nessa premissa.Palavras-chave: Zona Franca de Manaus; Zonas Econômicas Especiais; Impactos; Gastos Tributários; Políticas de Desenvolvimento Regional.ABSTRACTAlthough created more than half a century ago, the Manaus Free Trade Zone (MFTZ) has been subject of a relatively reduced number of analysis of its economic and social impacts. The aim of this work is to present a systematic review of the man statistics and of the main results of a number of selected works about this subject. We sought to identify studies that go beyond the description of the evolution of variables through, for example, the use of counterfactuals, econometric regressions or general equilibrium models. The analysis is preceded by a brief review of the literature on special economic zones (SEZ). The results indicate that i) the MFTZ has positive impacts on the levels of income and well-being in Manaus, although this conclusion is not unanimous; ii) there is no conclusive evidence that the ZFM contributes to the environmental preservation of the Amazon; iii) federal tax expenditures directed to the ZFM are estimated in R$ 28.7 billion (more than R$ 380 thousand for direct employment generated); and iv) although the focus of SEZ falls, in general, on exports, the case of MFTZ is largely unique due to its focus on the domestic market. The MFTZ is, therefore, both legally and in practice, essentially a regional development policy (and not an export incentive policy) and the analyzes on the subject must be based on this assumption.Keywords: Manaus Free Trade Zone; Special Economic Zones; Impacts; Tax Expenditures; Regional Development Policies.RESUMENAunque creada hace más de medio siglo, la Zona Franca de Manaos (ZFM) ha sido objeto de relativamente pocos análisis de sus impactos económicos y sociales. El objetivo de este trabajo es presentar una revisión sistemática de las principales estadísticas y de los principales resultados de trabajos seleccionados sobre el tema. Buscamos identificar trabajos que van más allá de la descripción de la evolución de las variables mediante, por ejemplo, el uso de contrafácticos, regresiones econométricas o modelos de equilibrio general. Además, presentamos una breve revisión de la literatura sobre las zonas económicas especiales (ZEE). Los resultados indican que i) la ZFM tiene impactos positivos en los niveles de ingresos y bienestar en Manaos, aunque esta conclusión no es unánime; ii) no hay evidencia concluyente de que la ZFM contribuya a la preservación ambiental de la Amazonía; iii) los gastos federales de impuestos dirigidos a la ZFM se estiman en BRL 28,7 mil millones (más de BRL 380 mil por empleo directo generado); y iv) aunque el enfoque de las ZEE recae, en general, en las exportaciones, el caso de la ZFM es en gran medida único debido a su enfoque en el mercado interno. The status and prospects of development of trade and economic relations between Ukraine and China are considered. It is proved that bilateral cooperation in the trade and economic sphere has made significant progress. In 2012–2017, China was the second largest trading partner of Ukraine after Russia. However, the problem of imbalance in imports and exports between Ukraine and China has not yet been resolved. In addition, the scale and number of projects in which Ukraine attracts Chinese investment is much less than investments from European countries and the United States. It is justified that trade and economic cooperation between Ukraine and China is at a new historical stage. On the one hand, Ukraine signed the Association Agreement with the European Union, and on January 1, 2016, the rules of the free trade zone between Ukraine and the EU entered into force. This helps to accelerate the integration of Ukrainian economy into European one. On the other hand, the global economic downturn requires the introduction of innovations in the model of cooperation. The Chinese initiative “One belt is one way” is one of the variants of the innovation model of cooperation. Its significance is to unite the Asia-Pacific region with the EU in order to join the Eurasian Economic Union, create a new space and opportunities for development and achieve prosperity with the Eurasian countries. All this forms unprecedented opportunities for development of bilateral economic and trade relations. It seems that to fully open the potential of Ukrainian economy and expand bilateral trade and economic cooperation, it is necessary to take into account such proposals as the establishment of the Sino-Ukrainian industrial park, the promotion of cooperation in the field of electronic commerce, the formation of the Sino-Ukrainian free trade zone and enhanced interaction within multilateral mechanisms (for example, the Shanghai Cooperation Organization and the interaction of China and the countries of Central and Eastern Europe in the 16 + 1 format).

Chapter 8 situates Livorno amidst a larger picture of competition in the central Mediterranean. It analyzes the spread of free ports by considering the two axes along which Italian ports liberalized during the early modern period: hospitality toward merchants and openness toward goods. Despite much institutional variation, a maritime free trade zone was in existence by the mid-eighteenth century. The intellectual legacy of free ports such as Livorno was nonetheless ambivalent. Though some Enlightenment thinkers used free ports to formulate general theories of free trade, others believed they promoted the subjection of state policy to foreign merchants.

Since the reform and opening up, the economy of China has rapidly developed. The system, structure, mode, and pattern of the foreign trade in China must be adjusted accordingly to adapt to new economic normality. In this study, the main types of free trade areas worldwide were analyzed, and the necessary conditions for their successful development were examined on the basis of an ecological economic perspective. The Shanghai free trade area is a typical representative of a new type of Trade Zone in China. It introduces the principles of sustainable development, people oriented, green, low-carbon and other eco free trade zones. The planning characteristics of Shanghai free trade zone were studied from the point of view of planning economy and land use. Taking Shanghai Yangshan land free trade zone as an example, the planning research was carried out in terms of functional zoning, environment, transportation and facilities. In summary, this study provided theoretical and technical references for the construction of free trade areas and for the formulation of significant policies.
