In the context of the reorientation of the Russian economy towards an innovative development path, the issue of increasing labor productivity has become an important part of state policy.Currently, the country is implementing a large-scale national project «Labor productivity and employment support». The implementation of the project approach to managing labor productivity for the Russian economy is of strategic priority, since its application helps to increase the efficiency of resource use, realize the goals of modernizing production, and stimulate innovation and export activities of domestic enterprises.The aim of the study is to consider the regional aspect of the implementation of the priority national project «Labor productivity and employment support» on the example of the Perm region. The methodological basis of the study are comparative, statistical and expert methods.The paper analyzes the implementation of the national project «Labor productivity and employment support» in the Perm region; presents the actual results of the project; formulates problems in the implementation of project activities; identifies the prospects of the Perm region in the context of setting higher targets for the regional project «Labor productivity and employment support» in comparison with the figures for Russia as a whole.The materials outlined in this article can deepen knowledge about the specifics of the implementation of the priority national project «Labor productivity and employment support» at the regional level, as well as be used to adjust the course implementation of a regional project aimed at improving productivity in the Perm region.

The article is devoted to the study of the peculiarities of training staff of enterprises participating in the implementation of the national project «Labor Productivity and Employment Support» in the Perm region.The study uses the methodology of system analysis, methods of analysis of statistical information and expert data. The study formed a model of advanced staff training, tested at the enterprises participating in the national project «Labor Productivity and Employment Support» in the Perm region, and identified the problems affecting the effectiveness of the development of new knowledge and competences of workers in the field of productivity improvement.As a result of the study,recommendations are made to supplement the regional project of increasing productivity in the Perm region with measures aimed at introducing an additional module of management training, to improve the level of the coordinating the company’s activities and developing the organizational culture of the staff.The results of the study can be used to develop programs and training plans for staff of enterprises implementing the national project «Labor Productivity and Employment Support» in the regions of the Russian Federation.

The implementation of the Labor Productivity and Employment Support national project for the period from 2019 to 2024 becomes a priority factor in the growth of labor productivity in enterprises of non-primary sectors of the Russian economy. The project provides for large-scale proactive training of staff of domestic enterprises in innovative methods of managing labor productivity. Proactive training is characterized by a wide range of potential effects, which are often not fully manifested in practice due to the prevalence of a fragmented approach to the development of corporate educational programs and the lack of a holistic understanding among managers of enterprises of the content of the staff training process. The aim of the study is to develop an integrative model of staff proactive training focused on the formation of transdisciplinary competencies necessary to solve complex managerial and economic problems in the field of increasing labor productivity. In the research, the authors used the methodology of an integrative approach to staff training, the methodology of critical thinking, the methodology of system analysis, the method of expert data analysis, and the statistical method. The authors conclude that the elaborated integrative model develops a model of staff competencies in the field of labor productivity management and contributes to a more efficient achievement of the goals of the Labor Productivity and Employment Support national project.

According to the author, by actively mastering the three “whales” — management, mentality and business culture — we increase labor productivity, and therefore we have every reason to increase the workers' wages, which are unacceptably low today.

The article examines the main components of the strategy for increasing labor productivity in industrial enterprises, reflected in the materials of the national project "Labor productivity and employment support" and specified in the formulas for calculating productivity for enterprises of various industries. The role of lean production as one of the most important tools for productivity growth in the context of structural reform of enterprises based on the principles of shopless management is shown. Particular attention is paid to the criterion of the number of personnel in ensuring the growth of productivity and the prospects for reducing the number in the conditions of shopless production.
