Currently, in the context of the transition to hybrid education, new network forms of communication and interaction of teachers, students as well as specialists are in demand in the framework of personnel training, research and professional activities. The article reveals the main aspects of the integrated network community for training professionals working with youth in the field of educational and youth social policy. Network community can be viewed as an important resource for the development of both the participants themselves and the specific professional sphere. The purpose of the article is to describe the conceptual framework of a professional network community for training personnel for working with youth in the context of social, educational and youth policy and identify the prerequisites for its creation.In the course of the work, we used such methods as structural and functional analysis, system synthesis, modeling and an online survey. The sample comprised university students, faculty members, and youth workers (n = 147) from six federal districts of Russia.The conceptual framework of the professional network community presented on the basis of systemic-synergetic and constructive methodological approaches enables 1) to formulate its idea as a collaboration for personnel training, scientific research, joint projects implementation and self-development of participants; 2) to identify systemic contradictions, the solution of which is directed by the interaction of community members; 3) to determine the axiological basis, purpose, objectives and stages of deployment; 4) to identify the degree of its relevance, the presence of common interests among all its participants on the basis of the results of empirical research that may be useful in the professional network communities design.

The article is devoted to the peculiarities of training personnel for the internal affairs bodies of Donetsk Region in the second half of the 1960s. The authors highlight the issues of organising the educational process in special departmental educational institutions, namely, the functioning of collegial governing bodies in educational institutions, the specifics of recruiting applicants, practical training, as well as the features of educational work among personnel based on Marxist-Leninist ideology. The article also examines the issues of the implementation of professional training, internships, training courses, discloses the sources and forms of replenishment of militia units in the region.

The article reveals the issues of personnel training for the formation of a system of comprehensive rehabilitation and habilitation of disabled / disabled children, early assistance to children and their parents, accompanied living, social and vocational rehabilitation, psychological rehabilitation, technical means of rehabilitation of disabled people. The purpose and main task of our research is to study the issues of personnel training from the standpoint of regulatory, scientific, methodological and practice-oriented support. The presented materials are relevant and significant at the present time. In the light of the modernization of federal and regional legislative acts, the need to provide quality assistance to persons with disabilities is increasing, which in turn requires the training of highly qualified personnel. The materials of the article use statistical data on the needs of all constituent entities of the Russian Federation in the preparation of their leaders and leading specialists for the implementation of these types of activities. The study analyzes the need for training personnel for the education system, health care, and social protection. The value of the materials presented will make it possible to develop new technologies and approaches to the personnel training system. The areas of work given in the article are of great practical value and indicate that the technologies offered by Saint-Petersburg Postgraduate Institute of Medical experts, employees are effective and can be multiplied on the territory of the Russian Federation. In the process of further research, it is planned to develop professional standards for specialists in the education system, health care and social protection in the field of comprehensive rehabilitation and habilitation of disabled people / disabled children, early assistance to children and their parents, accompanied by living, social and vocational rehabilitation, psychological rehabilitation, technical means of rehabilitation disabled people.

Currently, a modern young specialist is expected to meet the market forming criteria for the selection in the agricultural labor market and have a risk-oriented thinking. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. The implementation of modern goals facing agricultural universities will improve the algorithm for training highly qualified young specialists who would be able to meet all the selection criteria in the agricultural labor market.

Nursing has emerged as one of the main professions with a humanistic sense specialized in health care. The accent on personal development favored by training in humanities allows for questioning whether a training specifically focused on the workplace abilities enhances personal fulfilment at work. A pilot workshop on Ethics and Humanities at Work was offered in tertiary hospital to assess the influence of ethics and humanities in attitude toward work. Nineteen nurses completed the workshop; attitude towards change and attitude towards teamwork increased significantly. In this pilot study we found that the workshop influenced attitude towards change at work and teamwork. Since an attitude is made up of the cognitive, affective, and behavioral components, the change in one of these has the capacity to modify part of the others.

With the continuous demand of material performance, the development of materials is rapid, and the professional curriculum teaching of “new inorganic materials” as well as its teaching methods related to the internet mandate a reform, in order to meet the needs of innovative high-quality personnel training. The update and optimization of the teaching content and methods assisted by the internet meet the needs of modern teaching and research work. More than 90% of students believe that internet teaching is conducive to the understanding of classroom knowledge and the development of innovative projects.

Mechanical engineering as an industry needs modernizing to maintain a sufficient level of competitiveness. The existing education system is not able to fully provide enterprises with qualified staff. This is due to a gap between the level of knowledge obtained in an educational institution and the enterprise real needs. To bridge the gap, more attention should be paid to personnel training and retraining. The article identifies the problems of educating future engineers, proposes an appropriate set of measures providing for a three-level transformation: at the level of government, regions and enterprises; considers a model for training staff of a machine-building enterprise and also suggests building regional training and internship centres. Such centres will make it possible not only to train workers, to conduct internships for students and employees, but also to provide internships for future engineers, to acquaint them with the production specifics. Such internships will ensure young specialists’ consolidation, allow them to interact more effectively with enterprises, and create for them an additional incentive to stay in the region. Furthermore, a favourable image of a machine-building worker, engineer, innovator, and ordinary worker should be formed.
