Conservation and development of minority languages in countries unique in the ethno-linguistic aspect, such as Russia and Kazakhstan, are highly relevant. Wide linguistic diversity, on the one hand, and dominance of the official Russian in Russia and the official Kazakh and Russian languages in the socio-communicative system of society in Kazakhstan, on the other hand, determine the linguistic landscape and peculiarities of multilingualism in these states. Research interest in linguistic contacts of a modern multiethnic society has determined the choice of the processes of linguistic and ethnic identification, related issues of conservation and using the native language and culture by representatives of various ethnic groups living in Russia and Kazakhstan, as well as the specifics of their interaction and mutual influence under new geopolitical conditions as the object of the study

This study draws on ethnographic research conducted in a small village, Baltinava in Latvia, 2.5 kilometres from the border with Russia. The research examines how ethnic Russian women create a specific Latvian Russian identity by contrasting themselves from ethnic Latvians and Russians who live in Russia and identifying with both groups at the same time. To narrate their lives and to make them meaningful, real and/or perceived “attributes” are combined to draw boundaries between “us” and “them.” Thus, the same thing such as language can be used not only both to distinguish themselves from Russians in Russia or Latvians but also to form coherent identities and to emphasize similarities. This study suggests that ethnicities cannot be reduced to a list of set ethnic groups that are very often used in official government statistics. Ethnic identities have to be viewed as fluid and situational. Moreover, this study shows the dialectic nature of ethnicity. On the one hand, external political, historical and social processes create and recreate ethnic categories and definitions. Yet, on the other hand, the women in this study are active agents creating meaningful and symbolic ethnic boundaries.

This paper focuses on the educational system of two states with different cultural backgrounds. On the one hand, this paper examines the current situation of Sami teaching in Finland and on the other hand, it describes the development of Kurdish education in Turkey. Through this paper I point out how education in minority languages can contribute to the maintenance of linguistic diversity in the above mentioned multilingual societies. In the multilingual Sápmi area the existing linguistic relationships are constantly changing, while the concept of linguistic diversity is redefined. In the last half decade, Turkey began taking into account the reality of multilingualism of the linguistically heterogeneous state. Today there are several possibilities to study the Kurdish language as a mother tongue.

Abstract In this paper, I will deal with the diffusion pattern of the progressive periphrases (PROGPER) attested in the minority languages that are present in the areas of Swiss Grisons, Trentino-Alto Adige and Friulian Carnia. I will individualize on the one hand the vectors of diffusion between the standard languages and the minority varieties; on the other hand, I will explain the mechanism of adaptation or re-elaboration of the borrowed structure in the replica language. Finally, I will pinpoint which of this structure replication seems to be the result of an internal development witnessed in the Alpine area.

AbstractThe study deals with linguistic prejudices of citizens of the two main Russian cities, Moscow and St. Petersburg, toward speakers of foreign languages. It aims to reveal possible recent changes in the language ideology dominating Russian society. Monolingual and linguistically normative orientations rooted in the Soviet ideological approach are being challenged nowadays by global processes of migration and cultural diversification, which influence the everyday reality of Russian megalopolises. The research is based on the analysis of two sets of data: (1) meta-discourse on language attitudes derived from interviews with labor migrants and native Russian speakers in St. Petersburg and Moscow, and posts and comments on issues of language, migration, and linguistic landscapes, collected from websites and social media and (2) linguistic landscape data collected in 2016–2019, mainly in St. Petersburg, which reflect recent changes in attitude toward linguistic diversity in public space. These data show, on the one hand, that most city dwellers still relate to monolingual speech norms and try to implement control over public space; on the other hand, that the tolerance toward multilingual communication has been increasing over the years. The study suggests that these “first cracks” in monolinguals facades of Russian cities could eventually lead to the establishing of a less rigid language regime.

Natural entities—plants and animals, on the one hand, society, language, and culture, on the other—emerge through an assiduous diachronic effort, respond to diachronically developed needs, exist and function diachronically. However, through the instruments at his disposal, man can only perceive and grasp the “fragment”, seizing it for a prolonged instant, which explains his objective tendency to segment the spatiotemporal reality according to his own proportions and abilities. Reality itself, however, cannot be subjected to the unnatural segregation of one of its own products and elements, and cannot be fully comprehended in any other way than how it exists: as a whole. At the end of the synchronic road, what offers comprehension and understanding of the ontologically-becoming whole is the path of the diachronic method.

In this paper a normative position will be defended. We will argue that minimal territorial minority language rights formulated in terms of the personality principle referring to traditional minority languages granted in the framework of the European Union (EU) are a benchmark for non-territorial linguistic rights. Although territorial minority languages should be granted collective rights this is in large parts of Europe not the case. Especially in the Central and Eastern European Member States language rights granted to territorial languages are assigned on the basis of personal language rights. Our argumentation will be elaborated on the basis of a comparative approach discussing the status of a traditional territorial language in Romania, more in particular Hungarian spoken in the Szeklerland area with the one of migrant languages in the Netherlands, more in particular Turkish. In accordance with the language hierarchy implying that territorial languages have a higher status than non-territorial languages both in the EUs and Member States’ language regimes nonterritorial linguistic rights will be realized as personal rights in the first place. Hence, the use of non-territorial minority languages is conditioned much as the use of territorial minority languages in the national Member States. So, the best possible scenario for mobile minority languages is to be recognized as a personal right and receive full support from the states where they are spoken. It is true that learning the host language would make inclusion of migrant language speakers into the host society smoother and securing a better position on the labour market. This should however be done without striving for full assimilation of the speakers of migrant languages for this would violate the linguistic rights of migrants to speak and cultivate one’s own heritage language, violate the EUs linguistic diversity policy, and is against the advantages provided by linguistic capital in the sense of BOURDIEU (1991).

This paper examines the linguistic landscape (shop names) of Chinatown in Bangkok, a prosperous minority language (Chinese) community of diverse commercial establishments. Informed by an ethnographic framework, it explores the preservation of Chinese language and culture under the circumstance of language contact with Thai, the majority language, and globalization influence of English. Unsurprisingly, the inherited Chinese language (dialects as Teochew or Cantonese) was lost in the 2nd or 3rd generation of the Chinese descendants in Chinatown. However, the shop names suggest that in part because of its commodifying value and cultural awareness of the current proprietors, the Chinese shop owners are inclined to preserve the Chinese language and culture of the shops through the use of traditional Chinese characters, colors, layout and other marks of the shops. On the other hand, an analysis of the mutual translations of Chinese and Thai indicates that Chinese has more of a symbolic rather than informative function for Thai monolingual customers. Moreover, the ascendancy of English has contributed to the complexity of the multilingual landscape in Bangkok’s Chinatown.

After almost 20 years since the end of the armed conflicts in former Yugoslavia, we are witnesses to the fact that the main causes of the conflicts have not been overcome. Reconciliation between ethnic groups that had been in conflict by means of economic and political cooperation, must have a psychological foundation. This study investigates the relations between Conspiracy Mentality, basic lexical social attitudes, and the factors important for Croatian-Serbian and Kosovo Albanian-Serbian reconciliation, i.e., the Ethos of Conflict and the Readiness for Reconciliation. We hypothesize that Conspiracy Mentality will predict the propensity for reconciliation over and above basic social attitudes, and that will mediate the relations between basic social attitudes and factors contributing (or preventing) reconciliation. With the samples of Serbs from Central Serbia (n = 307) and Northern Kosovo (n = 271), Conspiracy Mentality, Ethos of Conflict, Readiness for Reconciliation and five basic lexical social attitudes (Traditional Religiosity, Unmitigated Self-Interest, Communal Rationalism, Subjective Spirituality, and Inequality-Aversion) were measured. Results showed that Conspiracy Mentality is negatively related to the Readiness for Reconciliation and positively to the Ethos of Conflict. Additionally, Conspiracy Mentality predicts Ethos of Conflict over and above the basic social attitudes. Finally, Conspiracy Mentality mediates the relationships between Traditional Religiosity, Inequality-Aversion and Subjective Spirituality on the one hand, and Ethos of Conflict on the other. The results suggest that Conspiracy Mentality should be taken into consideration when creating policies and programmes focused on reconciliation.

Abstract Think-aloud protocols (TAPs) have often been used to study the cognitive aspect of translation. This paper shows their usefulness for investigating the linguistic aspect of translation. Examples are drawn from material collected in 40 think-aloud sessions over several years. The participants were professional translators or trainee translators. The language pairs involved are French-German and French-Swedish. The translational linguistic problems discussed fall into the following categories: a) grammatical (the interpretation of French participial clauses), b) textual (the use of connectors), c) functional (different realizations of one and the same linguistic function in French on the one hand, and in German and Swedish on the other), and d) sociolinguistic (the rendering of the formal vous into Swedish by the more formal ni or the less formal du).
