The existence of a smooth highway is needed to speed up the process of transporting people, goods and services and shortening the travel time. If the road is damaged, it will result in a decline in the economy in an area. In an effort to improve road performance, it is necessary to know the level of damage and the type of damage to the road. This study will discuss the existing conditions of Durian Anduonohu and Manunggal roads based on visual observations and analyzed using the Pavement Condition Index (PCI) method, specifically for measuring vehicle speed, the moving car observer method is used. The final result of this research is the level of damage and type of road damage on Durian Anduonohu road, quite severe with a PCI value ranging from 30-67 with an average damage of 39% meaning bad conditions, with the equation from the regression analysis the following regression model results are obtained: Y = (1,390)*(0.056) x which means that there is an effect of the level of damage to the road on the speed of the vehicle at each additional PCI value. Analysis of the level of damage and types of damage to the Manunggal road segment with PCI values ranging from 41-55 with an average damage of 42%, which means that the road damage is in moderate condition (Fair), with the equation of the regression analysis the following Regression model results are: Y=(1.356))(0.044) x which means that there is an effect of the level of damage to the road on the speed of the vehicle at each additional PCI value. This research is expected to be a barometer of the Kendari city government or related agencies in trying to overcome or repair the two roads so that the flow of people, goods and services runs smoothly and the economy of the city of Kendari can continue to increase.

Abstract: Abstract:Damage that occurs on some road segment causing huge lossed, especially for road users such as a long travel time, traffic jam, incident, and etc. In general there variety factor that caused of road damage such as age of the road that has been passed, puddle onthe road surface that cannot flow due to the poor drainage, trafic load excessively repetitive (overloaded). Which can cause life time is shorter than planning. Improper planning, poor monitoring and the implementation is not accordance with the existing plan, in addition to the lack of maintenance costs, delays in budget spending and priorities of improper handling also be the cause. It should be noted in order to avoid decreased in the quality of roads due to damage on road surface. The purpose of this study is to determined damage of the road extent/level using PCI method (Pavement Condition Index), determined the effect of road damage to the speed of vehicle using Regression Analysis method. This research take location in the road segment of Blang Bintang Lama road, and Teungku hasan Dibakoi each road is divided into 7 that being reviewed according to the level of damage. Primary data collected by field actual survey in the form of geometric data, extensive damage to the road, and vehicle speed. The results showed that damage of the road is very affected on the vehicle speed as seen on Blang Bintang Lama in V segment the value of PCI is 10 with failed condition and vehicle speed just reached 5.31 Km/h, while in VII segment PCI value is 87 with perfect road condition (excellent) vehicle speed reached to 58.34 Km/h, so that the equation obtained by regression analysis of Y = (3,571)(0,032) ͯ, while for segment in Teungku Hasan Dibakoi road as seen in III Segment PCI value is 4 with failed condition with vehicle speed just 4.95 Km/h, while in the VII segment PCI value is 88 with perfect road condition (excellent) vehicle speed reached to 68.64 Km/h, so the equation obtained by regression analysis of Y is Y= (3,822)(0,035) ͯ. This suggests that higher levels of road damage will affected to slower speed of vehicle, otherwise the lower level of damage road, will make the higher speed of vehicle.

Road is an infrastructure that built to support the movement of the vehicle from one place to another for different purposes. Today, it is often found damage to road infrastructure, both local roads, and arterial roads. Therefore, to keep the pavement condition to remain reliable, in Indonesia has a periodic program by conducting an objective functional inspection of roads regulated by Bina Marga using the International Roughness Index (IRI). However, the IRI examination is not sufficient to represent the actual field condition; it is necessary to perform subjective functional examination by appraising the road one of them is Pavement Condition Index (PCI, ASTM D 6433). This method has been widely applied in some countries because it has many advantages. However, to do this inspection requires considerable cost, then there needs to be a model to get the relationship between these two parameters of the road. The selected case study was arterial road segment in Medan City, that is in Medan inner ring road. Based on the results of the analysis, there is a difference between the functional conditions of PCI and IRI. The equation derived from these two parameters is by exponential regression equation, with equation IRI = 16.07exp-0.26PCI. with R2 of 59% with correlation coefficient value (r) of -0.768. The value of R2 indicates that PCI gives a strong influence on IRI value.

There are two methods of road assessment, ie, visually and using tools. Visual assessment makes use of the PCI (Pavement Condition Index), while assessment with the Roadroid app can be used to obtain the value of IRI (International Roughness Index) with less cost. Functional assessment of roads in the field more use of visual methods. This method is influenced by the subjectivity of surveyors. Therefore, the assessment using the visual method should be correlated with the assessment method using tools, in order to reduce the subjectivity of road assessment. The research location used is Magetan District Road consisting of 5 road segments. The result shows that the r road assessment using the PCI method has a very good condition, and using IRI Roadroid has a Medium condition. There is a negative (r) correlation between PCI and IRI Roadroid, valued at -0.23. The negative correlation shows that both judgments reversed. Comparison of PCI assessment with IRI Roadroid has a low correlation value and with ttest, yields no comparison of correlation. This result is because the PCI and IRI equally assess the pavement, using different methods.

The pavement and pavement structure are structure consisting of one or several layers of processed materials, whose the function is to support the weight of the traffic load without causing significant damage to the construction. Pavement Condition Index (Pavement Condition Index) is the level of pavement surface condition and its size in terms of the power function that refer to the conditions and damage on the pavement surface that occurs. The Pavement Conditions Index or PCI is a numerical index that has values ranging from 0 to 100 with criteria excellent, very good, good, fair, poor, very poor, and failed. The field study of this research is the road section starting from STA 310 + 000 up to 320 + 000. The assessment of road conditions according to the Pavement Condition Index (PCI), where the data was collected through field surveys. The types of damage on the ivory tip of the STA 310 + 000 - 320 + 000 are patches, crocodile cracks, holes, edge cracks, loose grains, waves and elongated cracks. Obtained pavement condition index (PCI) average is 34.6 with an assessment of the condition of road damage is bad (poor). Based on the PCI value the road is included in the periodic maintenance program.

The capabilities of geographical system and their spatial analysis is considered the most appropriate tools to enhance pavement management operations, with features such as graphical display of pavement condition. In Iraq, most of transportation agencies do not have a tool that is used as a database for road deteriorations, so there is a need for road surveying and storing the collected information in GIS to know the condition of every road with details. Furthermore, these data can be used for maintenance process and estimation of prior cost. This research has been carried out to estimate of flexible pavement condition through visual surveys using the Pavement Condition Index (PCI) method; so it can provide an easy way to calculate the PCI based on GIS data with Micro PAVER software 5.2. Al-Amarah Street, which is internal road in Al-Kut city in the eastern part of Iraq, is used as a case study. The average pavement condition index of the selected case study is found to be “64” using Micro PAVER 5.2 software which mean “Fair” pavement condition. Arc Map 9.3 has been applied in this study to make an integrated maintenance system for each road in the region demonstrating the annual road deteriorations and the resulting change in the PCI values which occurs every year. The study provides an easy and simplified way of presentation the details of deteriorations on the satellite or the geographical map of the road in which each type of distress has been symbolized with specific sign and each PCI value has been represented with specific color.

Pavement crack and pothole identification are important tasks in transportation maintenance and road safety. This study offers a novel technique for automatic asphalt pavement crack and pothole detection which is based on image processing. Different types of cracks (transverse, longitudinal, alligator-type, and potholes) can be identified with such techniques. The goal of this research is to evaluate road surface damage by extracting cracks and potholes, categorizing them from images and videos, and comparing the manual and the automated methods. The proposed method was tested on 50 images. The results obtained from image processing showed that the proposed method can detect cracks and potholes and identify their severity levels with a medium validity of 76%. There are two kinds of methods, manual and automated, for distress evaluation that are used to assess pavement condition. A committee of three expert engineers in the maintenance department of the Mayoralty of Baghdad did the manual assessment of a highway in Baghdad city by using a Pavement Condition Index (PCI). The automated method was assessed by processing the videos of the road. By comparing the automated with the manual method, the accuracy percentage for this case study was 88.44%. The suggested method proved to be an encouraging solution for identifying cracks and potholes in asphalt pavements and sorting their severity. This technique can replace manual road damage assessment.

The Alabama Department of Transportation (ALDOT) has used a vendor to perform automated pavement condition surveys for the Alabama pavement network since 1997. In 2002, ALDOT established a quality assurance (QA) program to check the accuracy of the automated pavement condition data. The QA program revealed significant discrepancies between manual and automatically collected data. ALDOT uses a composite pavement condition index called pavement condition rating (PCR) in its pavement management system. The equation for PCR was developed in 1985 for use with manual pavement condition surveys; however, ALDOT continues to use it with data from automated condition surveys. Since the PCR equation was developed for manual surveys, the discrepancies between the manual and automated data led ALDOT to question the continuity between its manual and automated pavement condition survey programs. A regression analysis was completed to look for any systematic error or general trends in the error between automated and manual data. Also, Monte Carlo simulation was used to determine which distress parameters most influence the PCR and whether they require more accuracy. The regression analysis showed the following general trends: automated data overreport outside wheelpath rut depth, under-report alligator severity Level 1 cracking, and overreport alligator severity Level 3 cracking. Through Monte Carlo simulation, it was determined that all severity levels of transverse cracking, block cracking, and alligator cracking data require greater accuracy.
