This paper endeavours to critically examine ethics in South Africa especially after the first democratic elections and later developments. Such an analysis will inevitably overspill to the quality of service delivery and participation. As such there is a need for ethics to be re-examined and investigate how this may be used to improve efficiency and effectiveness in the South African government service. Much has been written on ethics and their relevance to the public sector organisations. Indeed they are critical for service delivery for both sectors namely, private and public sectors. This paper will trace the origins and development of ethics and their relationship with other associated terms such as morals, codes of conduct and relate same to the guidelines emanating from the South African Constitution Act (Act 108 of 1996). Once this objective has been achieved the position of ethics to our daily lives from individual and citizenship perspective will be explored. By such investigation it is envisaged to reposition ethics to our working environment as a vehicle that supports and fuels accelerated quality decision-making and service delivery. In that way it will be possible to locate the area of responsibility and accountability in the public sector. One will also examine the power-authority-responsibility triangle relative to ethics, ethical conduct, codes of conduct, and professionalism and indicate how these can be effectively applied to address issues of violation of human right through fundamental deprivation of critical services and products.

This paper examines how employee empowerment impacted the South African public sector. A qualitative research approach was utilised based on the narratives and stories of seven employees operating in the Eastern Cape Province of South Africa from the Department of Economic Development, Environmental Affair Tourism (DEDEAT) and East London Industrial Development Zone (ELIDZ) gathered through the use of in-depth interviews. It was found that the concept of empowerment has not been fully institutionalised in the Public sector. The research suggests strategies that managers can adopt to assist instutionalise Employee empowerment in the Public sector. This study extends and advances the literature on employee empowerment and more particularly psychological empowerment. The study found employee empowerment to be a vital tool to improve service delivery in the Public sector. However, it was found that more personalised approaches like delegation and mentorship can be institutionalised for psychological empowerment purposes. In general, the findings indicated that Employee empowerment has a positive influence on organisational performance and service delivery.

This purpose of this article is to explore impediments to effective whistleblowing as a strategy for promoting anti-corruption practices within the South African public sector. Corruption, which violates the public service code of conduct; deters foreign investment, increases the cost of public service delivery, undermines the fight against poverty and unnecessarily burdens the criminal justice system. The article addresses the question on whether legislation on whistleblowing is adequate to encourage whistleblowing in the public sector. A review of literature determines that the effective implementation of whistleblowing legislation is largely dependent on addressing the challenges identified in the article. The quantitative research method was employed in the study to ascertain the views of employees in the public sector on whistleblowing. Empirical findings confirm the hypothesis that the protection of whistleblowers through legislation is inadequate to encourage whistleblowing. The article provides a conceptual framework for the effective achievement of the intended outcomes of whistleblowing in the public sector.

The seventh annual report of the South African Renal Registry summarises the 2018 data on kidney replacement therapy (KRT) for patients with kidney failure in South Africa. In December 2018, the number of patients who were being treated with chronic dialysis or transplantation stood at 10 730, a prevalence of 186 per million population (pmp). Most patients are treated with haemodialysis in the private healthcare sector, where the prevalence was 839 pmp. In the public sector, which serves 85% of the South African population, the prevalence of KRT (67 pmp) remained below the level reported for 1994. Limpopo and Mpumalanga remain the most under-served provinces and Blacks the most under-served population group. The Western Cape province had the highest public sector treatment rates by a large margin and was also where most of the country’s public sector kidney transplants were performed.

Purpose Many unanswered questions remain regarding the authors’ understanding of how entrepreneurship can be fostered in the public sector. To fill this knowledge gap, the purpose of this paper is to conduct an empirical investigation to determine the relationship between different organisational factors and entrepreneurial orientation (EO) in the South African public sector. Design/methodology/approach Primary data are sourced from middle-level managers at municipalities in the three largest provinces across South Africa. Hypotheses are statistically tested using regression analyses. Findings Results reveal that the organisational antecedents of structure and culture explain a significant amount of variation in the EO dimensions of innovativeness, risk taking and proactiveness. Additionally, the findings on organisational rewards converge with an emerging stream of research which highlights that while rewards works well to motivate individuals in the private sector, they are negatively correlated with entrepreneurship in the public sector. Research limitations/implications The study implications relate to the efficiency and effectiveness of service delivery of municipalities in South Africa. Due to increases in community protest actions, it is necessary not only to maximise efficiency in the provision of services, but also to innovate and be proactive in order to achieve more with less resources. Originality/value By investigating previously unrelated factors in the public sector, the authors create closer conceptual and empirical links between the role of organisational factors and each of the EO dimensions. Furthermore, the study takes place in a relatively under-researched entrepreneurship and public sector context.

Dubin’s theory of Central Life Interests (CLIs) was used to investigate whether work is a CLI for legal professionals in South Africa. The research also served as a comparative exploration between the public and private sectors based on their work centrality and work orientation. 59 employees from three public sector organisations and 27 employees from various private sector law firms completed questionnaires. Contrary to Dubin’s theory, results indicated that two-thirds of respondents did not have work as a CLI. Also, contrary to previous work on private and public sector employees, some interesting similarities emerged between the two sectors. Opsomming Dubin (1992) se teorie van Sentrale Lewensbelangstellings was gebruik om te ondersoek of werk ’n sentrale lewensbelangstelling is vir individue in die Suid-Afrikaanse regsprofessie. Die navorsing was ook ’n vergelykende ondersoek tussen die publieke en privaat sektore met betrekking tot hul werk sentraliteit en werk orientasie. 59 werknemers van drie publieke organisasies en 27 werknemers van verskeie privaat firmas het vraelyse beantwoord. Teenstellig met Dubin se teorie het resultate gewys dat vir twee-derdes van die deelnemers werk nie ’n sentrale lewensbelangstelling was nie. Daar was ook interessante resultate wat te voorskyn gekom het, wat teenstrydig was met vorige navorsing op werknemers in die privaat en publieke sektore.

S. Grey 3 c 12 is a miscellany of Latin poems in the South African Library, Cape Town. It is one item in a collection of manuscripts, and a much larger number of printed books, given to the library in 1861 by Sir George Grey, governor of the Cape. At the time of the gift, he had relinquished his office for a similar post in New Zealand, where he had been governor also before coming to South Africa. While in New Zealand for the second time, he formed another but smaller collection of manuscripts, now in the Public Library at Auckland. Both collections are the work of an amateur bibliophile, a gentleman of private means, who assembled with intelligence and good taste.

Background: Integrated Financial Management Information Systems (IFMIS) can improve public sector management by providing real-time financial information to managers in order to enhance their decision-making capabilities. The South African Public Service is currently busy with the implementation of an IFMIS. However, the implementation of such a project has proved to be a very demanding undertaking and has not been met with resounding success.Objectives: The research was conducted in order to identify the challenges and risks that are involved in the implementation of the IFMIS in South Africa. After identification of the challenges and risks, solutions or guidelines were developed that may make the implementation more successful.Method: The methodology that was used is that of a literature study where theories were explored and used to solve a research problem. Based on the theoretical research, solutions and guidelines were developed to solve challenges and risks experienced.Results: The results indicated that there are a number of challenges involved with the implementation of an IFMIS. A set of best practice guidelines was developed that may make the implementation more successful.Conclusion: The sheer size and complexity of an IFMIS poses significant challenges and a number of risks to the implementation process. There are, however, critical success factors or best practices that can be used for the project to succeed. It is recommended that these best practices be used by the South African Public Service.

Abstract Background The development of tyrosine kinase inhibitors (TKIs) has improved chronic myeloid leukemia (CML) management and increased CML prevalence due to low mortality rates. CML management is potentially lifelong and expensive and requires pharmacoeconomic approaches and regular review of therapy to ensure that patients obtain cost-effective therapeutic outcomes. Although the introduction of TKIs generics has improved the availability of TKIs, the high-cost implications continue to hinder TKIs accessibility and translate into poor quality of life. To improve the availability and accessibility of TKIs in South Africa, interventional programs have been instrumental. A notable intervention is the collaborative effort of Novartis pharmaceuticals and The Max Foundation which has provided free access to Imatinib to patients in need. In recognition of the needs of CML patients, this study aimed to provide an overview of TKIs regulatory approval, availability, and cost profile in the South African (SA) context for the 2019 period. Methods The researchers searched the South African Health Products Regulatory Authority (SAHPRA) website on 20 August 2019 to identify TKIs, generic and innovator brands, that was duly registered. The costs of the registered TKIs were extracted from the Medicines Price Registry (2019) and the Department of Health awarded tenders for oncology medications (2019). The results were analysed quantitatively using Microsoft Excel and presented as tables. Results Three TKIs were registered in SA: Imatinib, Dasatinib, and Nilotinib. Generics were only available for Imatinib. Despite the numerous Imatinib generics available in the private sector, treatment for CML chronic phase (CP) patients in the private sector was more expensive than in the public sector. Apparent cost inequality was noted where the same TKI (Nilotinib 200 mg) costs substantially less (by 92.4%) in the public sector than in the private sector. Conclusion The study concluded that the accessibility to CML management in the private sector is hindered by the high cost of therapy compared to the public sector. The availability of generic forms of Imatinib eliminated monopoly and improved medicated access compared to Dasatinib and Nilotinib. To improve CML medication access, stakeholders' engagement is required to control cost.

The threatening crisis in the nursing profession, especially in the public sector, led to a national investigation that was directed to the HMAC. A national nursing manpower analysis was undertaken by private consultants by means of a descriptive survey. A registered nurse/population ratio of 1:416 was recommended by the South African Nursing Council and accepted by the HMAC. The demand presently exceeds the supply and an actual annual student output of 4000 is required It was also emphasized that only 65% of the college capacities are being utilised and a potential supply of matriculants amounts to 3300 p.a. Important recommendations include active marketing of the profession, phasing in of a registered nurse/population ratio of 1:416, as well as an appropriate increase of posts for students, tutors and clinical nurses.
