The single television station serving Papua New Guinea transmits between ten and twelve hours a day of programmes that – apart from the new and a musical slot sponsored by Coca Cola – lack and significant national interest. Yet an eight-episode television drama, Warriors in Transit – conceived, written, shot, and performed entirely on location by local artists and talents, and with the potential to develop into a long-running series – has for three years remained unseen, despite several good reviews and sneak previews. The assertion of the Tv executives that Papua New Guineans do not want to watch their own programmes, and the inability of the production, alike bear witness to a problem typical of the develpment of television in the Third World, as traditional national cultures ineluctably give way befor the easy attractions of homogenized imports – a problem that can only be tackled by affirmative action on the part of governments whose best intentions too often conflict with financial constraints. The author, Joseph Chika Anyanwu, teaches in the Facutly of Creative Arts of the University of Papua New Guinea, and first presented the present paper at the 1994 conference of the Australasian Drama Studies Federation.

This article offers some background on a current issue in Pacific regionalism with reference to the problems of the University of the South Pacific (USP). The South Pacific region’s greatest assets are its people. The development of the region depends greatly on the education and training of its people. Training and education are important at all levels (primary, secondary and tertiary), particularly higher education. Higher education in the South Pacific region emerged after the post-World War II and independence movement period. This started with the University of Papua New Guinea being the first official institution of higher learning to be established in the South Pacific region. Its establishment paved the way for the founding of the USP which was designed to cater to the higher education needs of 14 Pacific Island states excluding Papua New Guinea. The formation of the USP meant that the member nations within the sphere of its coverage were not able to develop their own national institutions of higher learning due to the funding model of the USP donors. This was until Samoa went against the grain and established the National University of Samoa which triggered the emergence of national institutions of higher learning throughout the region

ABSTRACT When European colonists arrived in the late 19th century, large villages dotted the coastline of the Gulf of Papua (southern Papua New Guinea). These central places sustained long-distance exchange and decade-spanning ceremonial cycles. Besides ethnohistoric records, little is known of the villages’ antiquity, spatiality, or development. Here we combine oral traditional and 14C chronological evidence to investigate the spatial history of two ancestral village sites in Orokolo Bay: Popo and Mirimua Mapoe. A Bayesian model composed of 35 14C assays from seven excavations, alongside the oral traditional accounts, demonstrates that people lived at Popo from 765–575 cal BP until 220–40 cal BP, at which time they moved southwards to Mirimua Mapoe. The village of Popo spanned ca. 34 ha and was composed of various estates, each occupied by a different tribe. Through time, the inhabitants of Popo transformed (e.g., expanded, contracted, and shifted) the village to manage social and ceremonial priorities, long-distance exchange opportunities and changing marine environments. Ours is a crucial case study of how oral traditional ways of understanding the past interrelate with the information generated by Bayesian 14C analyses. We conclude by reflecting on the limitations, strengths, and uncertainties inherent to these forms of chronological knowledge.

Since the United Nations (UN) approved the Agenda 2030 for Sustainable Development in 2015, higher education institutions have increasingly demonstrated their commitment by supporting several initiatives. Although a great deal of progress has been made, there is still a lack of integrative approaches to truly implement Sustainable Development Goals (SDGs) in higher education. This paper presents a practical case that illustrates how to design and articulate SDGs within an institutional setting adopting a holistic approach: EHUagenda 2030 plan of the University of the Basque Country (UPV/EHU). It is based on empirical inquiry into global and holistic sustainable transformation and a real experience to move towards a verifiable and pragmatic contribution to sustainability. This plan describes the contribution to 12 of the 17 SDGs, along with three sectorial plans (Equality Campus, Inclusion Campus and Planet Campus), as well as the refocus of the UPV/EHU’s Educational Model and the panel of sustainable development indicators, which addresses the technical aspects of monitoring the SDGs. The methodology (mapping; mainstreaming; diagnosis and definition and, finally, estimation) is systematic and replicable in other universities yet to embark upon this integration. This case study makes a contribution towards the understanding of the complexity of the changes in Higher Education and the ways to approach it.
