On April 30 the United States and the World marked the 100th day in office of Donald Trump as President of the United States. The first 100 days are considered as a key indicator of the fortunes for a new President’s program. This article briefly reviews the 2016 campaign and election, the 11 week transition period, his first 100 days, a brief examination of both American-Russian relations and Sino-American relations, and lastly, what the future bodes for each under a Trump Presidency. The 100 Day period has been chaotic, shifting, and at times incoherent. He has made 180 degree shifts toward many major issues, including Russia and China, which has only confused numerous world leaders, including Presidents Putin and Xi. There has been a definite disconnection between what Trump says about Russia, and what his advisors and cabinet officials say. So far Trump has conducted a highly personalized and transactional foreign policy. All is up for negotiation at this a huge turning point in American foreign policy, the greatest one since 1945. Given all the world’s instabilities today, a rapprochement between the United States and Russia is a truly worthwhile objective, and should be strongly pursued.

The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation’s public opinion about the USA.

Fifth century Greeks distinguished between hegemonia (legitimated leadership) and arkhe (control). Thucydides employed this distinction to track the changing nature of the Athenian Empire during the Peloponnesian War, and the ways in which a diminishing concern for balancing self-interest against justice corroded Athenian authority, made survival of the empire increasingly problematic and encouraged the disastrous expedition to Sicily. The Melian Dialogue—often cited by realists to justify a power-based approach to foreign policy—is intended to symbolize this decay. Building on our analysis of Thucydides, we examine the British, Soviet and American experiences with hegemony. A striking feature of the contemporary American situation is the extent to which American leaders claim hegemonia but deny any interest in arkhe. Rightly or wrongly, much of the rest of the world has the reverse perception. This seeming contradiction has important implications for US foreign policy and world politics more generally.

I wish to consider the possibility that a good part of the opposition to the main lines of American foreign policy is based on deep-seated objections to the political and economic systems of the United States. This is not to say that existing policy is necessarily wise or that there may not be good and sufficient reasons for wishing to change it. Indeed, at any time and place, the United States might well be overestimating the threat from the Soviet Union or using too much force. What I wish to suggest is that across-the-board criticism of American policy as inherently aggressive and repressive, regardless of circumstance – a litany of criticism so constant that it does not alert us to the need for explanation – has a structural basis in the rise of a political culture that is opposed to existing authority.To the extent that this criticism is structural, that is, inherent in domestic politics, the problem of fashioning foreign policies that can obtain widespread support is much more difficult than it is commonly perceived to be. For if the objection is to American ways of life and, therefore, “to the government for which it stands,” only a transformation of power relationships at home, together with a vast redistribution of economic resources, would satisfy these critics. If the objection is not only to what we do but, more fundamentally, to who we are, looking to changes in foreign policy to shore up domestic support is radically to confuse the causal connections and, therefore, the order of priorities.

This chapter examines U.S. foreign policy after 9/11 with a view to looking at continuities as well as the disjunctions of Washington’s engagement with the world. It first considers the impact of 9/11 on the United States, particularly its foreign policy, before discussing the influence of neo-conservatism on the making of U.S. foreign policy during the presidency of George W. Bush. It then analyses debates about the nature of U.S. foreign policy over the last few decades and its ability to create antagonisms that can and have returned to haunt the United States both at home and abroad. It also explores how increasing belief in the utility of military power set the parameters of U.S. foreign policy after 9/11, along with the U.S. invasion of Iraq, and concludes with an assessment of Barak Obama’s approach with regards to terrorism and his foreign policy agenda more generally.

The liberal internationalist tradition is credited with America's greatest triumphs as a world power—and also its biggest failures. Beginning in the 1940s, imbued with the spirit of Woodrow Wilson's efforts at the League of Nations to ‘make the world safe for democracy,’ the United States steered a course in world affairs that would eventually win the Cold War. Yet in the 1990s, Wilsonianism turned imperialist, contributing directly to the invasion of Iraq in 2003 and the continued failures of American foreign policy. This book explains how the liberal internationalist community can regain a sense of identity and purpose following the betrayal of Wilson's vision by the brash ‘neo-Wilsonianism’ being pursued today. The book traces how Wilson's thinking about America's role in the world evolved in the years leading up to and during his presidency, and how the Wilsonian tradition went on to influence American foreign policy in the decades that followed. It traces the tradition's evolution from its ‘classic’ era with Wilson, to its ‘hegemonic’ stage during the Cold War, to its ‘imperialist’ phase today. The book calls for an end to reckless forms of U.S. foreign intervention, and a return to the prudence and ‘eternal vigilance’ of Wilson's own time. It renews hope that the United States might again become effectively liberal by returning to the sense of realism that Wilson espoused, one where the promotion of democracy around the world is balanced by the understanding that such efforts are not likely to come quickly and without costs.

Nolan reviews three works describing the influence of ethics on modern international relations, namely Code of Peace: Ethics and Security in the World of the Warlord States (Dorothy V. Jones); The Age of Rights (Louis Henkin); and Morality and American Foreign Policy: The Role of Ethics in International Affairs (Robert W. McElroy). All present timely academic and historical arguments for existing opportunities to bring ethics into world politics. Jones and Henkin concern themselves most with moral principles involved in establishing international law and organizations, while McElroy discusses the same issues from the unique perspective of U.S. foreign policy. Nolan gives full recognition to the traditional role of democratic states, particularly the United States., in shaping the moral norms of the international system in the nineteenth and twentieth centuries through ethics that are Western in origin but certainly not in their inherent content.

Three historic patterns can be discerned in the relations America has established with the outside world. America has offered itself as a model to the world, it has entered the world as a missionary, and it has confronted the world as a crusader. In recent years a fourth pattern has been added: America bestrides the world as an imperial power with global responsibilities. In the Spring of 1965, when I endeavored to define this new pattern of American foreign policy under the heading of “globalism,” a national newspaper refused to print my article with the explanation that there was no such tiling. In the meantime the ideologues of the Johnson Administration, such as Professors Brzezinski and Rostow, have confirmed my view. They have proclaimed “the American decade,” “a decade of opportunity and responsibility for the United States.”
