Ship collisions are one of the most common types of maritime accidents. Assessing the frequency and probability of ship collisions is of great importance as it provides a cost-effective and practical way to mitigate risk. In this paper, we present a review of quantitative ship collision frequency estimation models for waterway risk assessment, accompanied by a classification of the models and a description of their main modelling characteristics. Models addressing the macroscopic perspective in the estimation of ship collision frequency on waterways are reviewed in this paper with a total of 29 models. We extend the existing classification methodology and group the collected models accordingly. Special attention is given to the criteria used to detect potential ship collision candidates, as well as to causation probability and the correlation of models with real ship collision statistics. Limitations of the existing models and future improvement possibilities are discussed. The paper can be used as a guide to understanding current achievements in this field.

Over the past 30 years, both banks of the Strait of Malacca have experienced rapid economic growth and urbanization. Because of the difficulties in obtaining multi-phase urban land information over a large tropical area, spatial-temporal evolution analysis of the urban land areas in this region has been restricted. In this study, we developed an object-oriented retro-updating method for the rapid extraction of multi-phase urban land information to conduct a comprehensive study of the urban land area changes and to investigate the regional differentiation of both banks of the Strait of Malacca from 1990 to 2018, using grid analysis, zoning statistics, and gradient-direction analysis. The results revealed that from 1990 to 2018, the urban land areas on the eastern and western banks of the Strait of Malacca had increased by 1.51 times and 1.76 times, respectively, and in 2018, the urban land areas on the eastern bank were approximately four times greater than those on the western bank. The urban land areas on the eastern bank exhibit clusters centered around large cities and small strips along roads. Furthermore, the development of the urban land on the western bank was slow. As of 2018, the low development intensity areas on the western bank accounted for 98.73% of the total area, with only Medan achieving a higher development intensity. The development speeds of both banks followed the same zonal law (i.e., decreasing with increasing distance from the coastline). In addition, the urban land areas on both banks were mainly distributed within 60 km of the coast. Over the past 30 years, in decreasing order of their expansion scales, the major ports on both banks of the strait are Port Kelang, the Port of Singapore, Malacca Port, Penang Port, Belawan Port, and Dumai Port. In addition to the Port of Singapore and Dumai Port, which are in leapfrog expansion mode, the other ports exhibit edge-expansion patterns. Finally, investigation of the factors influencing the intensity of the urban land development revealed that natural resource conditions, economic and industrial structures, port development, and government policies all have caused the development of the western bank to lag behind that of the eastern bank.

This study aims to evaluate ship collision frequency in port fairways. One case study is created using one month's real-time ship movement data from five major Singapore port fairways. Results show that tankers account for the biggest proportion in the Temasek fairway, whereas the percentage of Roll-on-Roll-Off (RORO) and passenger ships is quite small in the Temasek fairway, Sinki fairway, Jong fairway and Southern fairway. Tankers and container ships are the two major ship types involved in dangerous encounters. The largest number of dangerous head-on and overtaking encounters is located in the Jong fairway. The majority of dangerous crossing encounters have occurred in the West Keppel fairway and Jong fairway. Ship collision frequency at night is found to be significantly higher than during the day in these fairways.

Abstract Every port in Indonesia must have a Port Master Plan that contains an integrated port development plan. This study discusses one important aspect in the preparation of the Port Master Plan, namely the projected movement of goods and passengers, which can be used as a reference in determining the need for facilities at each stage of port development. The case study was conducted at a port located in a district in Maluku Province and aims to evaluate the analysis of projected demand for goods and passengers occurring at the port. The projection method used is time series and econometric projection. The projection results are then compared with the existing data in 2018. The results of this study show that the econometric projection gives adequate results in predicting loading and unloading activities as well as the number of passenger arrival and departure in 2018. This is indicated by the difference in the percentage of projection results towards the existing data, which is smaller than 10%. Whereas for loading and unloading activities, time series projections with logarithmic trends give better results than econometric projections. Keywords: port, port master plan, port development, unloading activities  Abstrak Setiap pelabuhan di Indonesia harus memiliki sebuah Rencana Induk Pelabuhan yang memuat rencana pengem-bangan pelabuhan secara terpadu. Studi ini membahas salah satu aspek penting dalam penyusunan Rencana Induk Pelabuhan, yaitu proyeksi pergerakan barang dan penumpang, yang dapat dipakai sebagai acuan dalam penentuan kebutuhan fasilitas di setiap tahap pengembangan pelabuhan. Studi kasus dilakukan pada sebuah pelabuhan yang terletak di sebuah kabupaten di Provinsi Maluku dan bertujuan untuk melakukan evaluasi ter-hadap analisis proyeksi demand barang dan penumpang yang terjadi di pelabuhan tersebut. Metode proyeksi yang dipakai adalah proyeksi deret waktu dan ekonometrik. Hasil proyeksi selanjutnya dibandingkan dengan data eksisting tahun 2018. Hasil studi ini menunjukkan bahwa proyeksi ekonometrik memberikan hasil yang cukup baik dalam memprediksi aktivitas bongkar barang serta jumlah penumpang naik dan turun di tahun 2018. Hal ini diindikasikan dengan selisih persentase hasil proyeksi terhadap data eksisting yang lebih kecil dari 10%. Sedangkan untuk aktivitas muat barang, proyeksi deret waktu dengan tren logaritmik memberikan hasil yang lebih baik daripada proyeksi ekonometrik. Kata-kata kunci: pelabuhan, rencana induk pelabuhan, pengembangan pelauhan, aktivitas bongkar barang

From an economic and strategic perspective, the Strait of Malacca is one of the most important shipping lanes in the world. It has always been a strategic maritime route that benefitted kingdoms of Tiriwizara, Majapahit, Malakka, Pagan, Hantawaddy and Konbong Kingdoms of Myanmar. Thanks to the long borderland, China and Burma have always engaged in trade and diplomatic relation. Burma, presently called Myanmar, is an important country from the perspective of geo-politics in the region, but never has the situation of 8 million Muslims in this country been worse. Muslims have been living in Myanmar for a long time. The previous Buddhist rulers of the country and the British administration that followed provided rights of citizenship to them without discrimination. In the light of these welcoming circumstances, Muslims were happy to contribute to the nation by joining the army, the police force, government institutions in areas such as health care, education, trade, business, agriculture as well as in politics and as legislators in the parliament of Myanmar. Nevertheless, their unfortunate history began when the military came into power in 1962. All the rights and responsibilities they had enjoyed over the years became restricted. Discrimination policies were applied in every segment of national institutions, thereby threatening their citizenship rights. The discrimination continued to the extent that their racial status as one of the 145 ethnic groups of Myanmar was removed. Consequently, frequent riots, afflictions, and violence against Muslim minorities became the norm, rendering peaceful coexistence between Muslim and Buddhists difficult. The objective of this paper is to research the historical existence and identification of Muslims in Myanmar. Findings of this work will touch upon a theory of peaceful coexistence between Muslims and Buddhists in Myanmar. Keywords Islam, Muslim, identity, rights, discrimination, peace, coexistence. Abstrak Dari perspektif ekonomi dan strategik, Selat Melaka adalah salah satu laluan perkapalan yang paling penting di dunia. Ia sentiasa menjadi laluan maritim strategik yang memberi manfaat kepada kerajaan-kerajaan kerajaan Tiriwizara, Majapahit, Malakka, Pagan, Hantawaddy dan Kerajaan Konbong Myanmar. Disebabkan sempadan yang panjang, China dan Burma sentiasa terlibat dalam perdagangan dan hubungan diplomatik. Burma, yang kini dipanggil Myanmar, adalah negara penting dari perspektif geo-politik di rantau ini, tetapi 8 juta umat Islam di negara ini tidak pernah mengalami keadaan yang buruk. Umat Islam telah tinggal di Myanmar sejak beberapa ribu tahun yang lalu. Para pemimpin Buddha terdahulu dan juga pentadbiran British memberi hak kewarganegaraan kepada umat Islam tanpa diskriminasi. Keadaan ini menyebabkan umat Islam dengan rela hati  tampil memberi sokongan kepada negara dengan menyertai tentera, pasukan polis, terlibat dalam institusi kerajaan dalam bidang kesihatan, pendidikan, perdagangan, perniagaan, pertanian, politik dan penggubal undang-undang dalam parlimen Myanmar. Walau bagaimanapun, sejarah buruk bermula apabila golongan tentera berkuasa pada tahun 1962. Semua hak keistimewaan yang mereka nikmati selama bertahun-tahun menjadi terhad. Dasar diskriminasi telah digunakan pada setiap segmen institusi nasional dan telah mengancam hak kewarganegaraan mereka. Diskriminasi ini berterusan sehingga status mereka sebagai salah satu daripada 145 kaum Myanmar dihapuskan. Akibatnya, kerusuhan, kesengsaraan, dan kekerasan yang sering berlaku terhadap kaum minoriti Muslim menjadi norma dimana tidak mungkin akan wujud kesefahaman antara Islam dan Buddha. Objektif makalah ini adalah untuk menyelidik kewujudan sejarah dan identifikasi umat Islam di Myanmar. Hasil kajian akan menyentuh teori kedamaian antara umat Islam dan Buddha di Myanmar.
