The purpose of the paper is to determine the posi-tion of the Mari El Republic among the EU countries on innovative development. The study analyzes the innovation process in the field of R&D, high-tech sectors and digital society based on comparative analysis. A system of innovative development indi-cators has been developed. It includes three groups of indicators: R&D, innovation and conditions for the digitalization of the economy and society. The rating of innovative development has been built, which includes 28 EU countries, Russia and the Mari El Republic. The linear convolution of indicators is used to construct this rating. The position of the republic in the rating was determined and a compar-ative analysis of the Mari El Republic and the EU countries was carried out in terms of innovative de-velopment indicators. European countries have been identified that are comparable to the Mari El Repub-lic in terms of innovative development. Comparative analysis revealed good performance in R&D, as well as good human capacity and educational level of the population in the republic. There is a significant underfunding of science and innovation in the re-public compared to the European level. The dynam-ics of innovative development in the Mari El Repub-lic is insufficient for the innovation factor to become significant for its socio-economic development.

AbstractExecutive compensations have a strong motivation role in contemporary business organizations. Adequate models of compensation enable attracting and retaining the high-capacity managers. This way, business organization conquers and maintains the competitive position in the context of globalization. It is necessary to align the executive compensation with the business organization’s strategy, which requires careful process of planning, done by the highest levels of management and ownership. The main objective of the paper is to explore and compare the structure and the level of executive compensation in the Republic of Serbia and EU countries. The paper focuses on executive compensation components, primarily long-term and short-term incentives, as well as sallary and benefits. A comparative analysis of executive compensation models was performed to explain the differences in the observed countries.The study found large and disproportionate differences in the executive compensation levels, conditioned mostly by the economic development of the observed economies.

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. In conclusion, recommendations are given for eliminating the imbalance between the existing regions, as well as for accelerating the development of new high-tech industries of the industrial complex

The efficiency of the labor market functioning directly depends on a qualitative analysis of the existing structure of the labor force. The article presents the results of the analysis of the influence of the main trends in economic development on the structure of the labor force. The absolute changes and the share in the structure of the employed are calculated, which characterize the labor force of the EU countries and Russia. A comparative analysis of the existing relationships in the structure of the labor force of Russia and the EU countries is carried out. According to the results of the study, it was concluded that structural changes in the economy, acceleration of technological and social changes lead to a reduction in low-skilled employees, an increase in the group of highly qualified workers.

The purpose of this article is to study the necessity of creation and road maps usage as an effective ‎tool in order to create novel approaches for managing innovative high-tech projects using the author-developed criterion of innovative ‎tension, interpreted as the difference of potentials of participants in the innovation process — the ‎donor-enterprise of innovations and the recipient-enterprise of innovations.‎ The method of comparative analysis of various forms of organization of the innovation process and the corresponding variants of the ‎ratio of innovative potentials of participating enterprises was used. As a result of the conducted research, methodical approaches to evaluate innovation potentials of donors-enterprises of innovations and enterprises-recipients of innovations were developed. A ‎criterion for estimating the innovative potential in the donor-recipient system, so-called innovative stress, is formulated. An attempt to disclose the importance of methodological support of road maps on the example of ‎innovative projects is made.
