This paper mainly analyses Hubei Province’s modern logistics and its logistics information technology development status, and compares Hubei Province’s logistics status with eastern coastal Provinces’ logistics development status. To analyze and research the necessity of building Hubei Province’s logistics and public information sharing platform from the aspects of economy, environment and policy.

Information technology development and implementation have been recognized as forms of organizational change (Doherty & King, 2003; Orlikowski, 2000). Public-sector organizations are interested in this process of change because of the expected benefits of using IT, such as cost savings, improved service quality, increased accountability, and public participation (Gil-Garcia & Helbig, 2006). However, IT fails to deliver the anticipated payback in many projects (Jackson, 1997; Keil, Cule, Lyytinen, & Schmidt, 1998). Some of such failures are the result of our lack of understanding about the relationships among IT components and organizational factors involved in the implementation process, producing mismatches or unintended consequences in the process: “[t]he computer hardware may perform correctly, and the software may satisfy its specification; but the results are not what was intended, and may be disastrous” (Jackson, 1997, p. 5).

The relevance of the article is because in parallel with the processes of introduction of innovations in the field of automation and computerization of the banking system, the number of types of banking risks associated with innovations in the field of on-line customer service and internal Bank reporting, as well as information systems. As a result of this article, we have studied the latest legislative acts of the Central Bank of Russia as a mega-regulator and summarized the practice of both individual credit institutions and the banking sector in the field of information technology development risks in the banking sector. To strengthen the development of new financial technologies in the digital economy, it is necessary to regularly discuss the emergence of new phenomena and innovations; to consider the possibility of further analysis of existing methodological developments to exchange best practices of banks. Building an effective it security risk management system is not a one-time project. Still, a complex process is important, focused on minimizing external and internal threats and taking into account the limitations on resources and time factor

This paper presents a manufacturing systems engineering view of important issues relating to IT research and development. It argues for an approach to the next phase of information technology development which is heavily based on real-world applications with the dominant influences held by educated users and engineers who have added computing skills, rather than information technologists. It argues for ‘consolidation’ with particular attention to total systems integration and an emphasis on the need to professionally engineer the human interface.

In this paper, based on the theory of product hierarchy, the service innovation of the national transport logistics public information sharing platform were analyzed. We divide the development process of LOGINK into three stages, summarize the level of service at each stage of each product, and by analyzing the results, obtain the conclusion that LOGINK service innovation is incremental and not radical.

The article researches on the development model of the National Public Information Sharing Platform for Transportation& Logistics (LOGINK), in which the author introduces the function orientation of the LOGINK. Based on the current development status of the platform, the article predicts the development trend in the future. Then, it analyzed the necessary of the transformation of the LOGINK’s development model. In order to ensure the sustainable development of the platform, this paper proposes that the development model should be changed from “Charity” to “Charity + Appreciation”. Lastly, the article gives a plan about the service model and profit model of the platform in the future.
