The role of central government in strengthening sub-national governments is unquestionably vital. Principally, the central government also determines the degree of decentralization in a country. This paper tries to explore the role of central government in Japan in promoting local development through decentralization. There are some lessons that might adopted to build decentralization in Indonesia effectively. Firstly, central government needs to reinforce its commitment to transfer more powers to local government, and to reduce its intervention over local regulations. Secondly, the new framework of decentralization should oblige central government to provide economical incentive system in order to promote competition among local governments.Keywords: decentralization, role of central government, Japan, Indonesia.Tidak diragukan lagi bahwa peran pemerintah pusat dalam memperkuat pemerintah daerah sangat penting. Tingkat desentralisasi di suatu negara sangat ditentukan terutama oleh Pemerintah Pusat. Tulisan ini mencoba untuk mengeksplorasi peran pemerintah pusat di Jepang dalam mempromosikan pembangunan daerah melalui desentralisasi. Ada beberapa pelajaran yang mungkin dapat diadopsi untuk membangun desentralisasi yang lebih efektif di Indonesia. Pertama, Pemerintah Pusat perlu memperkuat komitmennya untuk mentransfer kewenangan yang lebih besar kepada pemerintah daerah, dan mengurangi intervensi atas peraturan atau regulasi daerah. Kedua, kerangka baru desentralisasi perlu mewajibkan pemerintah pusat untuk memberikan sistem insentif ekonomi dalam rangka mempromosikan kompetisi antar pemerintah daerah.Kata Kunci : desentralisasi, peran pemerintah pusat, Jepang, Indonesia.

This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

This case study was developed to inform subsequent research and analysis of local government leadership and prioritisation of sanitation and hygiene (S&H) in East Africa. Consolidated learning from across the three countries involved can be found in the Sanitation Learning Hub (SLH) Learning Brief: Strengthening sub-national systems for area-wide sanitation and hygiene. From late 2020 to early 2021, the SLH collaborated with local government actors and development partners from three sub-national areas to explore ways of increasing local government leadership and prioritisation of S&H to drive progress towards area-wide S&H. For some time, local government leadership has been recognised as key to ensuring sustainability and scale, it is an important component of the emerging use of systems strengthening approaches in the sanitation sector. It is hoped that this work will provide practical experiences to contribute to this thinking. Three case studies were developed to capture local government and development partners’ experiences supporting sub-national governments increase their leadership and prioritisation of S&H in Siaya County (Kenya), Nyamagabe District (Rwanda), and Moyo District (Uganda), all of which have seen progress in recent years. The development partners involved were UNICEF in Kenya, WaterAid in Rwanda, and WSSCC/ Uganda Sanitation Fund in Uganda. The cases were then analysed through three online workshops facilitated with staff from the local governments, central government ministries and development partners involved to explore them in further detail, review experiences and identify levers and blockages to change. Lessons from the workshops are documented in the SLH learning brief mentioned above. This is the case study developed by Nyamagabe District and WaterAid documenting their experiences and reflections from working together to increase prioritisation of S&H in Nyamagabe District, Rwanda.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Local development, whether construed broadly as community development or more narrowly as local as economic development (LED) is not always associated with local government but rather is the purview of a central government department or agency in Anglophone Caribbean policy systems. However with the emergence of ‘local place - and people-oriented approaches’ to development that offer new propositions about how to respond to risks and opportunities brought by globalization, local government is seen increasingly as an appropriate institutional context in which to pursue short-range objectives, such as creation of market opportunities and redressing the disparities within national economies; as well as the long-range goal of social transformation. A developmental role for local government raises two questions that form the central concerns of this paper: What are the institutional and organisational imperatives of a developmental role for local government? To what extent have these imperatives been addressed in reform? A critical analysis of local government reform policies in Trinidad and Tobago and Jamaica revealed substantive convergence around local development as an outcome of reform but also important divergence in the approach to achieving this goal which suggests the absence of a cohesive model. The paper argues for a new agenda in reform that links local government more consistently with a local development strategy. It asserts that such a strategy must incorporate gender equality, the informal economy and institutional organisational capacity in the process of transformation and as a basis for creating a local context in which all types of resources can be maximized in the process of wealth creation in a locality.

Abstract:Since “intangible cultural heritage” (ICH) became the new focal point in the global heritage discourse, governments and scholars in many countries have begun to promote this new form of “immaterial” culture. The People’s Republic of China has been one of the most active state parties implementing the new scheme and adapting it to domestic discourses and practices. Policies formulated at the national level have become increasingly malleable to the interests of local government-scholar networks. By conducting a comparative case study of two provinces, this article aims to identify the role of local elite networks in the domestic implementation of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, focusing on the incentives of scholars and officials to participate in ICH policy networks. It finds that the implementation of the Convention has not removed the power asymmetry between elite and popular actors but, instead, has fostered an elite-driven policy approach shaped by symbiotic, mutually legitimizing government–scholar networks.
