Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

 ABSTRAKPandemi Covid-19 yang terjadi di Indonesia membuat pemerintah membuat kebijakan-kebijakan sebagai stimulus untuk menjaga kestabilan masyarakat dan perekonomian. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.

This study aimed to assess the strategies that have been implemented by the central and regional governments in handling COVID-19. There are ten regulations related to the research objectives that have been reviewed. The method applied is normative legal research. Second level data is used in this study. The literature reviewed is used to solve researchers' questions. From this study it was revealed that the local government was obliged to decide on the policies that had to be taken in handling COVID-19 with normal basic health service conditions. In the situation of the COVID-19 pandemic, the appropriate regulations were enacted not the Law on Regional Government, but the Law on Health Quarantine. The conclusion of this study, in the condition of public health emergencies there is uncertainty at the local government level, because with the decentralization in the field of health causes basic health service standards vary according to the commitment and fiscal capacity of local governments. Strengthening the role of local government is a major factor in overcoming COVID-19. Health services in the regions must be ensured by the central government to conform to the COVID-19 handling standard. With the current state of public health emergencies, it is hoped that the division of roles of the center and the regions will be expected to ensure the safety of citizens.

This paper will discuss the role of local government in child protection legislation and realize the governance of child rights fulfillment by local government. This has been set out in the revised rule, and explains how the responsibilities and obligations of the Regional Government in protecting the rights of the child. In realizing the governance of the fulfillment of the rights of the child, the Regional Government must really realize and run properly. One is the Children's Worthy Town, which is the dream of every child, because the child will be raised properly and appropriately. Also supported by the establishment of Regional Child Protection Commission (KPAD). In recent years, social media has had a crucial role in promoting governments to act more responsibly. However, few studies have investigated whether social media use actually leads to increased disclosure during environmental incidents, or how social media influences regional governments’ information disclosure, even though delayed and insufficient disclosure on relevant incidents is often widespread in China. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local governments, and examine the role of social media on game participants’ strategy selections in the information disclosure game. The results indicate that social media plays an active role in promoting the regional government to proactively disclose information during environmental incidents through two mechanisms: the top–down intervention mechanism, and the bottom–up reputation mechanism. More specifically, social media can provide efficient information channels for the central government to supervise local officials’ limited disclosure during environmental incidents, essentially sharing the central government’s supervision costs, and thus improving its supervision and intervention efficiency. Social media helps focus the public’s attention on the limited disclosure of local officials in environmental incidents, and actively mobilizes citizens to protest to maintain their interests, placing considerable pressure on the reputation of local governments.

<p>This study aims to explain and show the role and influence of local government policy and political law in protecting and developing Geographical Indications as a regional superior product. This article is the writing of normative law using the legislative approach method. The results of the study indicate that the policy and political law of the local government greatly affect the protection and development of Geographical Indications as a regional superior product, this is clearly seen in two ways, namely: a. The Regional Government of Sleman Regency provided assistance, with assistance from the Regional Government and after being officially requested by the Pondoh Salak Farmers Community of Sleman District, finally the pondoh salak variety succeeded in obtaining a geographical indication certificate in August 2013, b. Protection and development of Muntok White Pepper Geographical Indication products are inseparable from the role of the Regional Government of Bangka Belitung Province. This research is about the role of local governments in distributing funds for the Corporate Social Responsibility (CSR) program to the community, on the grounds that the importance of clarity of authority so that in the future there will be no imbalances in channeling Corporate Social Responsibility funds to the community. The purpose of this study was to determine the role of the Regional Government of North Gorontalo Regency in the CSR programs implemented by investing companies and State-Owned Enterprises (BUMN) that have distributed CSR funds to the people of North Gorontalo and to find out the inhibiting factors. in implementing the CSR program. The results showed that the role of the local government as a facilitator in managing the CSR funds of the SULUTGO Bank was to provide health facilities in the form of a hearse, distribute educational scholarships and renovate buildings for the covid-19 quarantine. The role of the Regional Government as a Regulator is to make decisions about managing CSR Funds to SKPD-SKPD that are related to community needs that are urgent to be followed up in the form of procurement of facilities and infrastructure that are needed by the community. The role of the local government as a catalyst is to increase each year shares as equity participation in the Kwandang Branch of the SULUTGO Bank so that dividends for CSR funds will increase and establish communication with other banks to obtain CSR funds.  Penelitian ini tentang peran Pemerintah Daerah dalam menyalurkan dana program Corporate Social Responsibility (CSR) kepada masyarakat, dengan alasan bahwa pentingnya kejelasan kewenangan agar kedepannya tidak terjadi ketimpangan dalam menyalurkan dana Corporate Social Responsibility kepada masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui peran Pemerintah Daerah Kabupaten Gorontalo Utara terhadap program-program CSR yang telah diimplementasikan oleh perusahaan- perusahaan yang berinvestasi dan Badan Usaha Milik Negara (BUMN) yang sudah menyalurkan dana CSR pada masyarakat Gorontalo Utara dan mengetahui faktor-faktor penghambat dalam pelaksanaan program CSR. Hasil penelitian menunjukan bahwa Peran Pemerintah Daerah sebagai fasilitator dalam pengelolaan dana CSR Bank SULUTGO adalah telah menyerahkan fasilitas kesehatan berupa mobil jenazah, menyalurkan beasiswa pendidikan dan renovasi gedung untuk karantina covid-19. Peran Pemerintah Daerah Sebagai Regulator adalah membuat keputusan pengelolaan Dana CSR ke SKPD-SKPD yang berhubungan dengan kebutuhan masyarakat yang mendesak untuk ditindaklanjuti dalam bentuk pengadaan sarana dan prasarana yang menjadi kebutuhan masyarakat. Peran Pemerintah Daerah Sebagai Katalisator adalah setiap tahunnya menambah saham sebagai penyertaan modal di Bank SULUTGO Cabang Kwandang agar deviden untuk dana CSR semakin bertambah dan menjalin komunikasi dengan Bank-Bank lainnya untuk memperoleh dana CSR.

Implementation of Law Number 28 Year 2009 About Local Taxes and Levies and Qanun of Nagan Raya Regency Number 13 Year 2011 About Land Tax Rural and urban sector buildings have regulated the tax system of rural and urban land building taxes that were originally a central tax now become tax region, this is a form of follow-up of regional autonomy and existing fiscal decentralization. The result of the tax management 100% (one hundred percent) goes to the local treasury so that there is no more tax revenue sharing to the central government. One of the supporting aspects of success is through community participation. This study aims to determine how the role of government in every process of making policy, strategy, communication dispute resolution and role as therapy in society. This research uses qualitative descriptive method, based on the data obtained from the results of this study is described with the sentence according to the category to conclude, the data in the form of observation, interview and documentation.The results of this study indicate that the role of local government to increase the participation of the people paying the rural and urban land tax building is done through efforts such as improving the tax and retribution services through the simplification of administrative systems and procedures, raising public awareness through socialization approach, impose a 2% penalty per month for taxpayers who are late in paying taxes on PBB-P2, improving the quality of employees or tax collectors, improving and structuring the procedures of the financial administration system to prevent errors, leaks or deviations from the use of funds thereby through efforts made by the Regional Government Nagan Raya District is running well. This can be proven through data obtained by researchers through the Regional Finance Management Agency of Nagan Raya District, the increase of the number of taxpayers and the UN-P2 revenue from 2014-2016 in Nagan Raya District.Keywords : The role, local government, public participation, tax land sector buildingrural and urban areas

A perceived need for a wider resource base for territorial governance has initiated a new trend for regionalisation throughout the developed world. Local governments are frequently opposed to such a development. This article presents an institutional analysis of how Finland’s tradition of strong localism has affected the forms, processes, and results of regionalisation. We argue that path dependence in the form of localist influence from the mid-1990s until the mid-2010s led to an incremental development of regional structures. However, circumstances changed in 2015 due to a historical decision by the centre-right government to establish a new tier of elected regional government. This was due to the diminished credibility of localism given the realities of contextual pressures and the government’s attempts to improve efficiency and competitiveness. Eventually, this turn will radically undermine the role of local government as a stronghold of representative localism.
