In this paper we will discuss Outsourcing is the commissioning of a third party (or a number of third parties) to manage a client organization.s IT assets, people and/ or activities to required results. Business process outsourcing (BPO) is a more comprehensive definition of the current situation within the outsourcing domain. BPO has become increasingly interesting as more and more business processes are commoditized and thus easier to be hosted by an external party. Cloud Computing has all the attributes and potential to support a global BPO environment. These attribute are: virtualization, service oriented architecture (SOA), utility based pricing and grid computing. Cloud Computing involves the movement of IT services . application, infrastructure and platform . onto the Internet and deployment models. Because of the high availability, high bandwidth and the increased use of the Internet it has become easier to access a variety of services, traditionally originating from within a company.s data center.

E-Business research and practice can be situated on following multiple levels: applications, technological issues, support and implementation (Ngai and Wat 2002). Here we consider technological components for realizing business processes and discuss their foundation architecture for technological enabling. The article provides an introduction to the terms, techniques and realization issues for eventdriven and service-oriented architectures. We begin with a definition of terms and propose a reference architecture for an event-driven service-oriented architecture (EDSOA). Possible applications in the area of E-Business and solution guidelines are considered in the second part of the article. Service-oriented Architectures (SOA) have gained momentum since their introduction in the last years. Seen as an approach to integrate heterogeneous applications within an enterprise architecture they are also used to design flexible and adaptable business processes. An SOA is designed as a distributed system architecture providing a good integration possibility of already existing application systems. Furthermore, SOA is mostly suitable for complex and large system landscapes.

As companies are utilizing technology to manage their business processes, such a marketplace has emerged that is designed to provide third-party availability of business services delivered via Web services technology, particularly in the context of Cloud Computing. The Web Services Marketplace creates a common trading ground wherein buyers and sellers of business services can come together within a centralized marketplace. However, sellers of business services must provide a mechanism by which knowledge and awareness of the service is created for the buyer and a means by which sellers can effectively compete in the marketplace. The most widely accepted method for accomplishing these tasks is advertising. This study investigates the nascent phenomenon of the advertising of business services within the Web services marketplace, develops a theoretically grounded definition and characteristics of business services offered in the Web Services Marketplace, and develops a model for the effective advertisement of business services offered in the Web Services Marketplace.

The Service-Oriented Architecture promises to be an affordable solution for the integration of heterogeneous systems through the Internet. In the e-Business field, this promise represents a great chance for companies to increase competitiveness and to enable the enactment of new collaborative e-Business processes. In this paper, we present a Virtual Marketplace infrastructure, the VM-Flow, which uses Dynamic Composition of Web Services (Orchestration and Choreography) as a fundamental technique to enable interorganizational business interactions in the context of Dynamic Virtual Enterprises. The VM-Flow platform is workflow-based and also introduces a series of interaction policies to deal with aspects like autonomy and privacy. A platform model is presented together with details on the infrastructure prototype and on an application built over it.

Cloud computing is a promising computing paradigm wherein computational resources such as processors, storage, and software applications are provided as services to the clients over high bandwidth networks. The diverse software services (SaaS) in a Cloud may not exist in isolation; they require interaction with each other in order to accomplish tasks. Service-Oriented Architecture (SOA) enables applications to be designed and developed as a collection of services, each accessible through well-defined interfaces specified for the purpose. Since SOA inherently fosters interoperability, it would enhance the integration and interaction among the Cloud software services. However, hardware and software technologies are constantly evolving at a tremendous pace and technology obsolescence is a major challenge to the software industry. Consequently, a software development approach that could alleviate the undesirable effects of technology shifts is desirable. In this perspective, the Model Driven Architecture (MDA) becomes a preferred methodology for developing software applications. This chapter proposes to integrate the three paradigms, namely Cloud computing, SOA, and MDA, to yield Cloud software services that are robust, flexible, and agile. Convergence of SOA and MDA paradigms in the development of Cloud software services will provide an apt solution to technology obsolescence.

Small-to-medium enterprises (SME) have specific requirements on the software systems (SWS) they use. SME have a limited possibility to design stable business processes as they have limited resources and data to design the processes properly. Moreover, SME must be able to adapt itself dynamically to changing business conditions and must, due to limited resources, reuse legacy systems and third-party products. SME cannot apply the higher levels of CMM and to define precisely its business processes, as SME cannot have enough data and experience. The solution of this issue or weakening of its consequences can be based on the variant of service-oriented architecture (SOA) discussed next. A proper use of modern software systems depends on the skills and knowledge of (end) users of the systems. The extent of a new software-oriented knowledge of the users needed to specify, install, and use the systems depends on the architecture of the system. We further show that a properly used SOA can substantially reduce the need to learn new knowledge at users’ side. The kernel of the solution should be based on the SOA-based generalization of the concept of usability and on a technical turn enabling agility of business processes. The solution can simplify the development of tools enabling the activation of inhibited user knowledge via flexible prototyping supporting agile business processes and learning by doing. The solution further enables new business turns and has many technical advantages. Our solution is especially preferable for small-to-medium enterprises, but it should be applied in very large enterprises for different reasons.

The Internet and the Service-oriented Computing (SOC) paradigm (Papazoglou, Traverso & Dustdar, 2008) made the electronic interchange of services possible. Consequently, the scope of Business Process Management (BPM) (Khalaf, Keller & Leymann, 2006) has broadened from intra-organizational service interchange to interorganizational cooperation. In this new scenario, organizations are concentrating efforts on their main business and subcontracting electronic services (e-services) from partners. Business processes that cross organizational borders are more complex, thus a simple definition of the process is no longer enough to ensure trust. An electronic contract (e-contract) is necessary to define the rights and obligations of each involved party and monitoring of business process execution becomes mandatory.

Intelligent Tutoring Systems are computer programs that aim at providing personalized instruction to students. In recent years, artificial intelligence conversational robots, usually known as chatterbots, have become very popular in the Internet. In this paper we show how chatterbots can be integrated in e-Learning Systems. To perform such an integration the Service Oriented Architecture paradigm is adopted and e-learning standardization initiatives are considered. A middleware is provided to enable the integration and reuse of chatterbots by e-Learning systems enabling a tight control of their operation. Such middleware takes to account several issues such as authorising users, creating instances, transferring data to and from the chatterbot, assigning permissions to users, and subscribing to events. Our approach is applied to the specific case of TQ-Bot, which is use to track and supervise the student progress and to provide answers orienting the student to the more appropriate course contents.

In the paper the advantages of the service-oriented architecture of e-government and its prospects for Ukraine are revealed. Service-oriented e-government is governed by a service-oriented architecture. Service-oriented architecture is the functionality of software as services aiming to establish compatibility in their provision. The model of service-oriented e-government architecture is divided into five layers (levels), arranged from bottom to top: operational level, semantic level, service level, process level, presentation level. The practice of service-oriented e-government in foreign countries is studies: USA, Canada, and Great Britain. These countries implement the so-called Anglo-American model of informatization of the state, which is based on: removal of redundant functions of government, delivery of public services to citizens, meeting the needs of citizens through information technology. This model promotes the development of transactions, payment for services via the Internet. Foreign experience shows that a key feature of government activities is to ensure the success of the implemented actions, as well as to control the quality and scope of services. Therefore, when developing e-government projects, the governments take their efforts to get the corresponding positive consequences in the availability of services: providing quality services to citizens and businesses; increasing revenues; easing the financial burden on federal and local governments, primarily by reducing documents and electronic services on the Internet. The trends of the model implementation in Ukraine are studies. The evolution of the issue included the Program «Electronic Ukraine», the realization of the E-Government Information System. The further steps are analyzed based on the information from the official website of the Ministry of Digital Transformation of Ukraine which provides the cases of service-oriented state (Popular services). The projects of the Ministry on Digital State digitize many services, update their legal framework, streamline the activity of state registers, and provide technical capabilities and data protection. It is concluded that service-oriented architecture of e-government is characterized by the features of its implementation based on such principles as: information-centric approach; the principle of a common platform, which focuses on creating an open information environment and common technological infrastructure for more effective collaboration of all participants and users of e-government; the principle of user orientation (all e-government activities are aimed at meeting the needs of service consumers); the principle of security and confidentiality.
