Organisational aspects of spatial information infrastructure in Poland

Abstract One of the more important elements of spatial information infrastructure is the organisational structure defining the obligations and dependencies between stakeholders that are responsible for the infrastructure. Many SDI practitioners and theoreticians emphasise that its influence on the success or failure of activities undertaken is significantly greater than that of technical aspects. Being aware of the role of the organisational structure in the creating, operating and maintenance of spatial information infrastructure (SII), Polish legislators placed appropriate regulations in the Spatial Information Infrastructure Act, being the transposition of the INSPIRE Directive into Polish Law. The principal spatial information infrastructure stakeholders are discussed in the article and also the scope of cooperation between them. The tasks and relationships between stakeholders are illustrated in UML, in both the use case and the class diagram. Mentioned also are the main problems and obstructions resulting from imprecise legal regulations.

The subject of this study is the characteristics of Polish law enforcement authorities in the fi eld of preventing and combating the crime of traffi cking in human beings. The author points out that, based on existing legal regulations in Poland, the foremost burden related to prevention and prosecution activities of this type of crime lies within the scope of duties of the prosecutor’s offi ce, the Police, and the Border Guard. Thus, the article is devoted to a concise description of the indicated entities in terms of their legal instruments which make it possible to effectively implement the tasks and duties imposed by law and regulations upon the institutions. In the author’s assessment, the key role in the system is played by the prosecutor, who is the only authority sanctioned to make decisions on initiating the investigation and entrusting its conduct in its entirety or the indicated scope to other authorities, primarily the Police or the Border Guard. The prosecutor’s special role also results from the fact of being solely entitled to draw up and support an indictment in court in cases involving traffi cking in human beings. Nevertheless, according to the author, in practice, the main responsibility to carry out procedural and operational activities in this category of cases lies with the Police and Border Guard. The author points out that, at present, the Polish law enforcement system has appropriate instruments, both at the legal and institutional levels, ready for the effective prevention of and combat against crimes of human traffi cking. However, bearing in mind that the phenomenon of human traffi cking has, in principle, a cross-border dimension, the article highlights the aspect of international cooperation between the relevant institutions established to detect and prosecute these crimes.

POSTING OF WORKERS IN THE FRAMEWORK OF THE PROVISION OF SERVICES. THE ROLE OF THE NATIONAL LABOR INSPECTORATE AS „A COMPETENT BODY” IN THE MEANING OF DIRECTIVE 2014/67/WE AND OTHER PIP TASKS IN THE AREA OF POSTING OF WORKERSThe article seeks to familiarize the reader with the phenomenon of the posting of workers in the framework of the provision of services, with particular emphasis placed on the differences between posting and a business trip. Explaining these differences seems to be of paramount importance in the case of workers posted from the territory of Poland to work abroad as implementation of business trip procedures in a situation of actual posting often leads to the circumventing of legal regulations on social security and personal income tax — deliberately and voluntarily or entirely by accident — and, consequently, to a reduction of the inflow of the amounts due to the state budget. This paper also presents an issue which is inseparably linked with posting, i.e. minimum employment conditions in a host country which must be guaranteed — irrespective of the choice of law made by the parties to the legal relationship — by the employer posting a worker outside the territory of the country where he/she usually performs work.The posting of workers in the framework of the provision of services falls within the area of the labour law regulated by the intracommunity standards which have been implemented in the Polish legal system. The article discusses the main EU legal acts pertaining to this matter and how these regulations have been introduced in the Polish law by means of the Act on of 10 June 2016 on the posting of workers in the framework of the provision of services.When analyzing the contents of the above-mentioned Act, a reference has been made to the National Labour Inspectorate’s remit, as per the provisions of the Act, as “a competent body” in the meaning of Directive 2014/67/EU, as well as to other tasks, obligations and rights of this institution resulting from the legal regulations in the area of the posting of workers in the framework of the provision of services.The remarks made in this article, presented in view of the legislation in force, lead to conclusions as regards necessary amendments of legal provisions on the competence and remit of the National Labour Inspectorate as the authority appointed to ensure the rule of law in the area of the posting of workers.

In serial memory for spatial information, some studies showed that recall performance suffers when the distance between successive locations increases relatively to the size of the display in which they are presented (the path length effect; e.g., Parmentier et al., 2005) but not when distance is increased by enlarging the size of the display (e.g., Smyth & Scholey, 1994). In the present study, we examined the effect of varying the absolute and relative distance between to-be-remembered items on memory for spatial information. We manipulated path length using small (15″) and large (64″) screens within the same design. In two experiments, we showed that distance was disruptive mainly when it is varied relatively to a fixed reference frame, though increasing the size of the display also had a small deleterious effect on recall. The insertion of a retention interval did not influence these effects, suggesting that rehearsal plays a minor role in mediating the effects of distance on serial spatial memory. We discuss the potential role of perceptual organization in light of the pattern of results.

Inventory adalah aktiva yang meliputi barang-barang milik perusahaan, instansi, bidang pendidikan dan lain-lain. PT Anugrah Distributor Indonesia merupakan instansi milik perusahaan teknologi informasi yang didalamnya terdapat bagian logistik. Logistik berfungsi untuk mengelola kegiatan transaksi pembelian dan pengeluaran barang. Pengelolaan tersebut masih memanfaatkan Ms Excel. Sistem ini memakan waktu lama dalam proses pengelolaan data dan tingkat keakuratannya belum maksimal. Untuk memperoleh keakuratan data, logistik membutuhkan suatu sistem yang efisien, efektif dan valid dalam mengelola kegiatan transaksi pembelian dan pengeluaran barang. Dengan demikian dalam penelitian ini peneliti melakukan pengembangan sistem logistik yang saling terintegrasi menggunakan Unified Modelling Language (UML) yang digambarkan dengan Use Case Diagram, Activity Diagram, Sequence Diagram dan Class Diagram dan menggunakan bahasa pemprogramman PHP (Hypertext Preprocessor). Hasil akhir dari penelitian ini adalah sistem informasi inventory stok barang yang sesuai dengan kebutuhan dan memudahkan user dalam menginput dan membuat laporan persediaan barang. Sistem ini dibuat agar proses inventory dapat terkendali dengan baik, menjadi efektif dan efisien. Kata kunci: Sistem inventory, UML, PHP, Sistem Informasi

Excimer laser coronary atherectomy (ELCA) is a long-established adjunctive therapy that can be applied during percutaneous coronary intervention (PCI). Technical aspects have evolved and there is an established safety and efficacy record across a number of clinical indications in contemporary interventional practice where complex lesions are routinely encountered. The role of ELCA during PCI for thrombus, non-crossable or non-expandable lesions, chronic occlusions and stent under-expansion are discussed in this review. The key advantage of ELCA over alternative atherectomy interventions is delivery on a standard 0.014-inch guidewire. Additionally, the technique can be mastered by any operator after a short period of training. The major limitation is presence of heavy calcification although when rotational atherectomy (RA) is required but cannot be applied due to inability to deliver the dedicated RotaWire™ (Boston Scientific), ELCA can create an upstream channel to permit RotaWire passage and complete the case with RA – the RASER technique.

The importance of involving experts in the development of strategies for managing areas contaminated as a result of a nuclear accident is now well recognised. Following the Chernobyl accident in 1986, the initial focus, quite understandably, was on the technical aspects of reducing doses to the affected population. Subsequently, work carried out in the UK and elsewhere in Europe looked at the broader impacts of protective actions on agriculture, the environment, and society. From 1997, a group of experts from academia, government, and non-government organisations met regularly in the UK to debate these issues. One of the outputs included the first version of the UK Recovery Handbook for Radiation Incidents in 2005. Based on the success of the UK group, a European network of experts was established, leading to the development of European handbooks in 2009. The UK handbooks are living documents that are updated regularly with substantive input from experts.

The Covid-19 pandemic put a heavy burden on member states in the European Union. To govern the pandemic, having access to reliable geo-information is key for monitoring the spatial distribution of the outbreak over time. This study aims to analyze the role of spatio-temporal information in governing the pandemic in the European Union and its member states. The European Nomenclature of Territorial Units for Statistics (NUTS) system and selected national dashboards from member states were assessed to analyze which spatio-temporal information was used, how the information was visualized and whether this changed over the course of the pandemic. Initially, member states focused on their own jurisdiction by creating national dashboards to monitor the pandemic. Information between member states was not aligned. Producing reliable data and timeliness reporting was problematic, just like selecting indictors to monitor the spatial distribution and intensity of the outbreak. Over the course of the pandemic, with more knowledge about the virus and its characteristics, interventions of member states to govern the outbreak were better aligned at the European level. However, further integration and alignment of public health data, statistical data and spatio-temporal data could provide even better information for governments and actors involved in managing the outbreak, both at national and supra-national level. The Infrastructure for Spatial Information in Europe (INSPIRE) initiative and the NUTS system provide a framework to guide future integration and extension of existing systems.

Badan Pusat Statistik (BPS) adalah Lembaga Pemerintah Non Departemen yang mempunyai fungsi pokok sebagai penyedia data statistik dasar, baik untuk pemerintah, maupun masyarakat umum, secara nasional maupun regional. Dalam pekerjaan yang sifatnya besar, seperti sensus ataupun survei yang membutuhkan energi yang banyak, BPS selalu merekrut petugas yang berasal dari berbagai kalangan, petugas ini kemudian dikenal dengan istilah “Mitra Statistik”. Saat ini, kebutuhan adanya Mitra Statistik sangat diperlukan oleh BPS untuk menunjang keberhasilan dalam mengelola data demi kualitas kinerja yang optimal. Namun, dalam proses rekrutmen dan pengelolaan data dari Mitra Statistik, tentu akan sulit apabila dikelola secara manual menggunakan berkas-berkas, apalagi jika jumlah Mitra Statistik yang direkrut sangat banyak. Dengan pertimbangan tersebut, penelitian ini membangun sebuah aplikasi Sistem Informasi Manajemen Mitra Statistik (SIM-MITRA) menggunakan tahapan dalam metode extreme programming (XP), dimana perancangan alur yang diterapkan dalam sistem berdasarkan dari observasi dan wawancara dengan staff BPS Kota Denpasar. Aplikasi SIM-MITRA ini dibangun dengan berbasis Desktop menggunakan bahasa C#, dan menggunakan MySQL sebagai databasenya. Pengembangan Back-End dari aplikasi SIM-MITRA akan meliputi analisis kebutuhan sistem, rancangan sistem dengan Use Case Diagram, Class Diagram, Activity Diagram, Entity-Relationship Diagram (ERD), dan juga implementasi dari fitur-fitur pada Admin. Dengan adanya aplikasi SIM-MITRA ini, diharapkan dapat membantu proses rekrutmen dan pengelolaan data Mitra Statistik.
