Abstract Since the 1990s, the Czech intergovernmental fiscal relations have been undergoing a transformation. One of the measurements strengthening the autonomy of local authorities was the introduction of the instrument of the local coefficient in 2009 which provided the municipalities with the possibility to raise real estate tax in order to maximize their revenues. The aim of this article is to statistically analyse the impact of this instrument on the quality of life in a sample of Czech municipalities which have changed the local coefficient from 1 up to 5. The empirical analysis consists of two parts - a non-parametrical correlation analysis and paired difference testing. It is carried out in context of population ageing versus population growth, and the availability of basic public services (education, health care, communication, public safety). The analysis proves that there are great differences between the municipalities that have increased the real estate taxes and municipalities that have not. In the second case, the municipalities are more threatened by population ageing as they face the growth of population while the number of working age citizens is declining together with the provision of public services. Meanwhile, the municipalities that have increased the coefficient of real estate taxes have experienced increase in both population and working age population sizes. Such municipalities do not face the problem of shrinking of public services. Also, the policy of raising local coefficient implies a potential for ongoing development of districts.

Ageing and Quality of Life - New Responses from the Real Estate Sector in Portugal (1) In the second half of the 20th century, the history of European demography is associated with a pronounced and widespread process of ageing. The 21st century will have to cater to the needs of an elderly population in transformation. Portugal is also part of this process and in efforts to improve the quality of life of the elderly, a wide range of facilities, services and social responses have been established by a variety of promoters, targeting several social levels. This paper will analyze a specific segment directed at an exclusive niche of the elderly population, the Senior Residential Condominiums. This is a very recent segment of the housing market, with high levels of comfort, quality, sanitation, health, and recreation, essential to full well-being. The paper intends to characterize this real estate market niche so as to identify its distinctive features, the promoting agents and how they can contribute to residents' quality of life.

Recently, parks have been recognized as one of the main contributors in the strategic objectives of urban projects, since they provide job opportunities, place attractiveness, increase the real estate market and property values, tourist development, increase the since of social belonging between the residents, improving the public health and the quality of the residents’ life. The presented research is aiming to investigate the effect of Landscape features on the quality of life (QOL) inside Egyptian parks. This study has been inspired by early theorists like “Maslow” and other theorists who have followed Maslow’s footsteps. They analysed and measured the concept of quality of life (QOL)into two well-known terms “human needs” and “well-being”. The study explores the impact of landscape features towards “human needs and well-being”. Lately, Egypt is suffering from inflation and economic crisis which affect the Egyptians life style. Most of the Egyptian society is living a stressful life; this study will examine whether the Egyptian parks help Egyptians as an escape way where all the negative vibes are going to meet with nature resulting in a positive outcome. This research used qualitative investigation method to measure the impact of implementing landscape features in Egyptian parks on enhancing the quality of the Egyptian life by measuring the (QOL) with regards to “human needs and well-being”. The presented research investigated the impact of landscape elements implemented in Al-Azhar Park and Family Park on “human needs and well-being”. That shall pave the way to investors, policymakers, architecture and civil practitioners to realize the potentials of designing and constructing parks in Egyptian urban environment, as an efficient tool to improve the quality of Egyptian life.

Currently, at a time when the Smart City concept is aimed at improving the quality of life of residents and being implemented in cities, the role of measuring the functioning of offices in relation to the customer is growing. The publication presents the results of research on the quality of service to residents by public administration on the example of municipal offices in Poland. The aim of the research, resulting from the identified research gap, was to examine the level of customer service quality in Polish municipal offices and to determine whether monitoring the quality of life and the quality of public services provided affect the quality of customer service. The research was carried out on a wide sample of 287 cities located around Poland, the sample was selected at random. The sample was good in such a way as to maintain the structure by province. The survey included questions rated on a 5-point Likert scale. The conducted research shows that there are no statistically significant differences in the level of customer service quality by municipal offices between individual provinces of Poland. Based on the research, it was found that: the existence of a quality-of-life department in the city has a positive impact on the quality of customer service in the office; monitoring the quality of life of residents and the quality of public services provided by the municipal office has a positive impact on the quality of customer service in the office, the implementation of the ISO 37120 standard by the municipal office has a positive impact on the quality of customer service in the city. A particularly high correlation occurs in the case of the impact of monitoring the quality of customer service.

Through this reflection we propose to investigate and explore the possibilities offered by the implementation of open government policies in the local dimension, focusing particularly on: 1) the impact generated by open government initiatives in the improvement of processes, delivery of public services and quality of life of citizens; 2) the potential of these tools to advance in opening policies that involve the different branches of the State; 3) the possibilities offered by closeness in local governments to encourage and diversify citizen participation, and to empower the community as a driver of innovation; 4) the lessons and challenges that the implementation of these tools leave in subnational governments.

The urban development covers the consensus of a wide range of activities and is aimed at equivalent coordination of the impact of economic, social and environmental factors on planning. Due to different attitudes and interests planners and scientists find it rather complicated to come to a common and widely acceptable attitude towards urban development patterns through harmonization of forms and development principles. The paper includes the theoretical attitudes, related to future insights, into the urban development conceptions. Moreover, assessing the impact of the economic paradigms on urban visions, the paper analyses the influence of development concepts on the qualities of development forms as well as on the creation of future urban alternative visions, compatibility with the principles of sustainable development and proper quality of life. The price of real estate is addressed as one of the key social indicators and the ones that reflect the quality of life. The theoretical provisions, with the help of expert evaluation, are verified taking the districts of Vilnius as an example and considering qualities and forms, population, jobs, area, noise level and pollution of individual districts on the basis of different components. Conceptual modelling principles are applied to determine critical values of the indicators that characterize the sustainable development. Based on them, a system is created that helps to define features of individual urban districts,potential development alternatives and achievable allowed marginal values of the quality of life. Santrauka Subalansuota miestų plėtra apima įvairių veiklos sričių konsensusą, siekiant lygiavertiškaiderinti ekonominių, socialinių, ekologinių veiksnių įtaką planavimui. Dėl skirtingų požiūrių ir interesų planuotojams bei mokslininkams nelengva rasti bendrą, visiems priimtiną požiūrį į miestų plėtros šablonus, derinant formas ir plėtros principus. Straipsnyje analizuojama plėtros konceptų įtaka plėtros formų savybėms, ateities miesto alternatyvių vizijų kūrimui, atitikčiai darnios plėtros principams ir tinkamai gyvenimo kokybei. Kaip vienas pagrindinių socialinių ir gyvenimo kokybę atspindinčių rodiklių nagrinėjama nekilnojamojo turto kaina. Teorinės nuostatos, pasitelkiant ekspertinį vertinimą, tikrinamos Vilniaus miesto rajonų pavyzdžiu (Lietuvos Respublikos sostinė – 560 tūkst.gyv.), atsižvelgiant į atskirų 40 transportinių rajonų savybes ir formas, gyventojų,darbo vietų skaičių, teritorijos plotą, triukšmo lygį, užterštumą pagal skirtingus komponentus. Darnią plėtrą charakterizuojančių rodiklių kritinėms reikšmėms nustatytitaikomi konceptualaus modeliavimo principai. Jais remiantis sudaroma sistema, padedanti nustatyti atskirų miesto rajonų plėtros savybes, galimas vystymosi alternatyvas, pasiekiamas leistinas ribines gyvenimo kokybės reikšmes.

The article describes the impact, the meaning and the characteristics of the housing estates developed by the real estate companies in Poland after 1989 and presents possible solutions to eliminate the dysfunctions of the inhabited space, which can improve the functionality of inhabited environment. That model of housing is one of the most typical elements of the settlement network in Poland. Unknown under the real socialism when the housing development was based on public and industrial investment and the so-called socialized housing, in the later period supplemented to a greater extent by individual projects. Real estate housing has negative impact on the quality of the urbanized space and the national economy, which results in the creation of a low quality living environment. On the other hand, to some extent they solve the problem of the housing shortage caused by the ine'cient public policy in that field. The study is based on source literature and o'cial statistics on the level of housing production in the analysed period.

Purpose The purpose of this study was to identify levels of self-compassion in adults who do and do not stutter and to determine whether self-compassion predicts the impact of stuttering on quality of life in adults who stutter. Method Participants included 140 adults who do and do not stutter matched for age and gender. All participants completed the Self-Compassion Scale. Adults who stutter also completed the Overall Assessment of the Speaker's Experience of Stuttering. Data were analyzed for self-compassion differences between and within adults who do and do not stutter and to predict self-compassion on quality of life in adults who stutter. Results Adults who do and do not stutter exhibited no significant differences in total self-compassion, regardless of participant gender. A simple linear regression of the total self-compassion score and total Overall Assessment of the Speaker's Experience of Stuttering score showed a significant, negative linear relationship of self-compassion predicting the impact of stuttering on quality of life. Conclusions Data suggest that higher levels of self-kindness, mindfulness, and social connectedness (i.e., self-compassion) are related to reduced negative reactions to stuttering, an increased participation in daily communication situations, and an improved overall quality of life. Future research should replicate current findings and identify moderators of the self-compassion–quality of life relationship.
