Energy Use and Related Risk Management Problems in CEE Countries Nowadays, the efficiency of energy use in the Central and East-European (CEE) countries is insufficient, being much lower than in the "Old Europe". The problem becomes increasingly pressing due to non-stop increasing prices of energy carriers (especially of crude oil). The authors trace the development of research activities in this sphere, classifying the revealed changes in parameters of energy consumption processes in particular time intervals into deterministic, probabilistic, and fuzzy. The paper presents a thorough analysis of decision-making in the energy management at its different levels - normative, strategic, and operative. Particular attention is given to the management under uncertainty conditions - i.e. to the risk management. The most wanted research directions in this area proposed by the energy and environment policy (EEP) Center specially created for CEE countries concern management under risk connected with innovations, international activities, loss of reputation, etc. The authors consider in detail the risk management with insufficient knowledge (non-knowledge) and under chaos. Much consideration is given to the scenario management and the game theory principles as related to the sphere of energy use.

From an average annual growth rate point of view, it might be concluded that the government's efforts in reducing Korea's GHG emission have been making progress; the growth rate of South Korea's GHG emission (4.8%) was less than that of its primary energy consumption (6.2%) during 1990–2000. To cope with a more strict protocol worldwide, South Korea should avoid the usual political rhetoric or declaration of principles and it should launch an effective action. Such a transition from a policy perspective would begin by the analysis of the interrelations among economic activities, energy use, and GHG emissions. The application of an input-output approach, which incorporates a material flow analysis, could be a very useful tool for such an analysis. In this study, four sequential 96 × 96 hybrid units energy IO tables from 1985 to 2000 were generated. Using these four sequential matrices, the energy intensities and the GHG emission intensities, caused by energy use, were estimated for each sector. It was revealed that even though the energy consumption and GHG emissions have increased, the intensities have gradually improved in Korea. The estimated values were compared to national statistics and the differences were found to be acceptable. It was found that the energy input-output analysis can supply useful data for energy and environment policy makers. Some recommendations were made to improve this model.

Nowadays, the Industry 4.0 concept affects every area of the industrial, economic, social and personal sectors. The most significant changings are the automation and the digitalization. This is also true for the material handling processes, where the handling systems use more and more automated machines; planning, operation and optimization of different logistic processes are based on many digital data collected from the material flow process. However, new methods and devices require new solutions which define new research directions. In this paper we describe the state of the art of the material handling researches and draw the role of the UMi-TWINN partner institutes in these fields. As a result of this H2020 EU project, scientific excellence of the University of Miskolc can be increased and new research activities will be started.

In response to the increasing burden of recent health emergencies and disasters, the World Health Organization (WHO) and its partners established the WHO thematic platform for health emergency and disaster risk management research network (health EDRM RN) in 2016, with the purposes of promoting global research collaboration among various stakeholders and enhancing research activities that generate evidence to manage health risks associated with all types of emergencies and disasters. With the strong support and involvement of all WHO regional offices, the health EDRM RN now works with more than 200 global experts and partners to implement its purposes. The 1st and 2nd Core Group Meetings of the health EDRM RN were held on 17–18 October 2019 and 27 November 2020, respectively, to discuss the development of a global research agenda that the health EDRM RN will focus on facilitating, promoting, synthesizing and implementing, taking into account the emergence of the coronavirus disease 2019 (COVID-19) (health EDRM RN research agenda). A focus of the meetings was the establishment of an online platform to share information and knowledge, including the databases that the health EDRM RN accumulates (WHO health EDRM knowledge hub). This paper presents a summary of the discussion results of the meetings.

Device-to-device (D2D) communication is a promising paradigm for the fifth generation (5G) and beyond 5G (B5G) networks. Although D2D communication provides several benefits, including limited interference, energy efficiency, reduced delay, and network overhead, it faces a lot of technical challenges such as network architecture, and neighbor discovery, etc. The complexity of configuring D2D links and managing their interference, especially when using millimeter-wave (mmWave), inspire researchers to leverage different machine-learning (ML) techniques to address these problems towards boosting the performance of D2D networks. In this paper, a comprehensive survey about recent research activities on D2D networks will be explored with putting more emphasis on utilizing mmWave and ML methods. After exploring existing D2D research directions accompanied with their existing conventional solutions, we will show how different ML techniques can be applied to enhance the D2D networks performance over using conventional ways. Then, still open research directions in ML applications on D2D networks will be investigated including their essential needs. A case study of applying multi-armed bandit (MAB) as an efficient online ML tool to enhance the performance of neighbor discovery and selection (NDS) in mmWave D2D networks will be presented. This case study will put emphasis on the high potency of using ML solutions over using the conventional non-ML based methods for highly improving the average throughput performance of mmWave NDS.

As part of a coordinated programme of knowledge improvement tasks, Highways England commissioned Mott MacDonald to research, develop and implement a series of maps to communicate clearly the threat posed by ground-related hazards to the Strategic Road Network (SRN) of England. Events associated with a number of hazards have occurred in the recent past. Understanding the presence, and relative likelihood of occurrence, of these hazards over the 7000 km of the SRN is an essential risk management activity. The maps draw on readily available data sources held on the Geotechnical Data Management System of Highways England (HAGDMS) and have been deliberately created to be open and simple, to convey the hazards to users who may not be specialists in engineering geology. Temperature is an important factor in the production of agricultural commodities. For this reason, goverments needs to protect farmers in order to continue their farming. Climate-based agricultural insurance is an alternative to climate-related risk management. Insurance premium is given when the temperature index lower than the pre determined trigger index. The purpose of this study is to determine the stages and assumptions in determining the value of agricultural insurance premiums based on surface temperature index on cocoa commodities using the method of burn analysis. The temperature index was determined using the burn analysis method with the temperature as the climate parameter. Trigger values ??are determined based on long run times. In this paper, the result is that when the temperature index lower than the determined trigger value, trigger payments as much as Rp.10.931.960,40 / Ha based on trigger index as many 26.145 ° C, so amount of premium payment equals Rp 215.776.
