Nilai penting adalah satu-satunya alasan yang mendasari pelestarian cagar budaya. Terbukti bahwa tidak ada masyarakat yang berupaya melestarikan aset bersejarah yang tidak mengandung nilai. Sejak penerbitan Burra Charter pada tahun 1979, banyak negara mengakui pentingnya mengidentifikasi makna atau nilai penting objek warisan budaya untuk mengembangkan kebijakan dan perencanaan dalam pengelolaannya. Saat ini, asesmen nilai penting objek warisan budaya adalah bagian dari proses penetapan aset sejarah menjadi cagar budaya. Meskipun wacana konservasi cagar budaya di Kota Medan telah berkembang sejak 1980-an, tetapi asesmen nilai penting budaya masih merupakan konsep baru untuk komunitas cagar budaya Indonesia karena tidak terdapat uraian yang jelas dalam Undang-Undang Cagar Budaya No. 11 tahun 2010. Berdasarkan permasalahan tersebut, perlu seperangkat kriteria yang mengandung prinsip, karakteristik, kategori, dan panduan untuk membantu menetapkan apakah aset bersejarah mengandung nilai warisan budaya atau tidak dan untuk menghasilkan penilaian yang lebih akuntabel, transparan, dan konsisten. Menetapkan daftar kriteria selayaknya menjadi wilayah para akademisi dan para ahli yang dikoordinasikan oleh pihak berwenang di daerah setempat. Namun, hasil penelitian ini menunjukkan bahwa penetapan kriteria untuk penilaian signifikansi dapat dilakukan dengan melibatkan 33 orang masyarakat lokal melalui tiga fase pengumpulan data dan analisis antara lain survei lapangan; wawancara mendalam; pertemuan kelompok; dan kuesioner kepada 33 peserta. Akhirnya, penelitian ini menghasilkan enam kriteria untuk penilaian penetapan cagar budaya di Kota Medan yang berasal dari lima nilai: sejarah, desain atau arsitektur fisik, budaya dan spiritual, ilmiah, dan sosial.Value is the sole reason underlying heritage conservation. It is self-evident that no society makes an effort to conserve a historic asset what it does not value. Since the publication of the Burra Charter in 1979, many countries recognized the importance of identifying the cultural heritage significance or values to develop the policy and planning in heritage management. Today, the cultural significance assessment is part of the listing process of a historical asset as heritage. Although the discourse of cultural heritage conservation in Medan had evolved since the 1980s, cultural significance assessment is still a new concept for Indonesia heritage community with the absence of its description within the Indonesian Heritage Act No. 11 of 2010. For that reason, we need a set of criteria which contain principles, characteristics, categories, and guidance to help decide whether a historic asset has heritage value or not and to make the assessment results more accountable, transparent, and consistent as well. Establishing criteria for listing have traditionally been the territory of academics and experts coordinated by the authorities of the region. However, this study has shown that establishing criteria for significance assessment could be done by involving 33 local people through three phases of data collections and analyses such as field survey; in-depth interview; group meeting; and questionnaire to the 33 participants. Finally, the research revealed six criteria for the significance assessment of cultural heritage in Medan derived from five values: history, physical design or architecture, cultural and spiritual, scientific, and social.

The documentation of Cultural Heritage asset is the basis for all the interventions and policies on Cultural heritage conservation and management. The documentation is mainly based on historic knowledge and metric survey. As far as historic knowledge is concerned many information are still recorded and preserved inside written documents that are usually not easy to reach and correctly understandable by all the experts that have specific responsibilities on Cultural Heritage. <br><br> The digitalization of documents (hardly faced in the last years) is not sufficient to guarantee the effective access to the historical information useful inside a documentation process. The documentation always needs an historical interpretation based on a critical reading produced by linking heterogeneous materials. Iconography also is an important source when it is correctly interpreted and linked to other sources. IT development and digital technology diffusion allowed offering new way to record, organize and share historical information: GIS and 3D modeling can be used as standard approaches to transfer the historical knowledge in a proper way to specialists involved in Cultural Heritage conservation and management. They have been generally used as tool to represent information for different targets, the ones mostly for specialized users, the others for edutainment. GIS are largely diffused yet in the Cultural Heritage management, and 3D modeling is wide spread used in museums communication. Nevertheless, both of them have more potential. They could be integrated in order to manage different data set related with the same matter. They could be used to make new research by surveying and improving interpretation in a way ready to transmit the outcomes. To produce a new generation of affordable digital historical products is necessary that the GIS and 3D modeling design and realization would be developed in a multidisciplinary approach that must be explained and demonstrated to the people that in the future will offer to the community this expertise. <br><br> The paper describes a teaching and research training experience started two years ago at the Politecnico di Torino in the master course on Architecture (Conservation).

PurposeThe purpose of this study is to assess the perceptions of Imam Abdulrahman Bin Faisal University's students and their household members about cultural heritage conservation in selected cities of Saudi Arabia. Cultural heritage conservation is increasingly important for sustainable tourism management, especially in Saudi Arabia that sets out to promote international tourism. However, a lack of awareness of heritage values among the local community could hinder the conservation efforts.Design/methodology/approachA structured questionnaire (n = 168) was employed for data collection and analyzed using descriptive and inferential statistics.FindingsThe finding of the t-test analysis indicates significant statistical relationship between occupation and community involvement (P (T ≤ t) one-tail = 0.0047 and two-tail = 0.0093, p < 0.05), and between educational level and community involvement (P (T ≤ t) one-tail = 0.0047 and two-tail = 0.0093, p < 0.05). The findings reveal that although almost more than half (54.2%) of the participants were students, 56.0% and 54.9% did not believe in participating and considering heritage conservation a national duty, respectively, while 57.1% of the public employees, 57.6% of the private employees, and 66.7% of the housewives indicate that they can personally participate in cultural heritage conservation and believed it to be a national duty.Originality/valueThe study concludes that cultural heritage courses should be offered as a core courses for college students in order to instill the importance of cultural heritage conservation in their minds.

AbstractThe application of digital technologies has greatly improved the efficiency of cultural heritage documentation and the diversity of heritage information. Yet the adequate incorporation of cultural, intangible, sensory or experimental elements of local heritage in the process of digital documentation, and the deepening of local community engagement, remain important issues in cultural heritage research. This paper examines the heritage landscape of tunpu people within the context of digital conservation efforts in China and the emergence of emotions studies as an evaluative tool. Using a range of data from the Ming-era village of Baojiatun in Guizhou Province, this paper tests an exploratory emotions-based approach and methodology, revealing shifting interpersonal relationships, experiential and praxiological engagement with the landscape, and emotional registers within tunpu culture and heritage management. The analysis articulates distinctive asset of emotional value at various scales and suggests that such approaches, applied within digital documentation contexts, can help researchers to identify multi-level heritage landscape values and their carriers. This methodology can provide more complete and dynamic inventories to guide digital survey and representation; and the emotions-based approach also supports the integration of disparate heritage aspects in a holistic understanding of the living landscape. Finally, the incorporation of community participation in the process of digital survey breaks down boundaries between experts and communities and leads to more culturally appropriate heritage records and representations.

This paper is an attempt to explain problems of cultural heritage conservation and management in Thailand due to the neglect of the State and the weakness of the society in understanding and protecting their cultural heritage especially the “folk culture” against globalization. The paper also points out that the impending Thailand Charter for cultural heritage conservation and management is the key solution to counterbalance today’s threats. Non-government organizations should take the lead in drafting the Charter with full public participation. Meanwhile local cultural heritage organizations which are at risk should immediately respond, with all stakeholders involved, before it is too late.

Los arquitectos históricamente hemos estado vinculados a los procesos de conservación del Patrimonio Cultural. Con motivo de la realización de la Tesis Doctoral, sobre la Difusión del Patrimonio y debido al reconocido prestigio internacional del modelo de gestión Vila Museu en Mértola (Portugal), como ejemplo de buenas prácticas en la puesta en valor, fue seleccionado como uno de los casos de estudio. Este caso es el que se incluye en la presente publicación.El proyecto Vila Museu, surge en los años 80, fruto de una iniciativa del Campo Arqueológico de Mértola, en colaboración con su Asociación en Defensa del Patrimonio y apoyado por la Câmara Municipal. Un proyecto con origen en la investigación arqueológica, que pretendía desarrollar cultural y económicamente una de las regiones más deprimidas de Portugal. Nuestro objetivo era crear un sistema analítico y de evaluación de las acciones de difusión existentes, así como del modelo de gestión desarrollado. Se propusieron una serie de indicadores clasificados en tres fases, según aspectos relacionados con su gestión, con sus contenidos difundidos, y/o con parámetros relacionados con temporalidad y accesibilidad. Abstract:Historically, architects have been related to the processes of Cultural Heritage conservation. Because of the Doctoral Thesis execution about Heritage Dissemination, and due to the recognized international prestige of the management model Vila Museu in Mértola (Portugal), was selected as one of the case studies as an example of good practice in the enhancement. This case will be covered in this edition.The Vila Museu project arose in the 80s, as result of an initiative of the Campo Arqueológico de Mértola, in collaboration with the Asociación en defensa del Patrimonio and helped by Câmara Municipal. A project originating in archaeological research that was aimed to develop culturally and economically one of the most depressed regions of Portugal. The objective was to create an analytical and evaluative system for existing dissemination actions, as well as the management model developed. A series of indicators classified in three phases were proposed, according to aspects related to their management, their disseminated contents, and / or parameters related to temporality and accessibility.
