В статье представлено авторское видение эколого-экономической ситуации в рамках формирования территорий опережающего развития в Хабаровском крае с позиции современной модели «зелёной экономики». Проведённый анализ показал, что выбранное направление развития демонстрирует усиление сырьевой направленности, однако в южных регионах есть и положительные тенденции в сторону приоритетных отраслей «зеленой экономики». В пределах Хабаровского края более 70% проектов соответствуют приоритетным отраслям, но даже в проектах связанных с экологоориентированными отраслями без внимания оставлены вопросы «озеленения» экономики. Territories of advanced development are special industrial zones with special legal regime for attracting investments. It is one of the modern facilitating instruments of the Russian Far East policy. The main objective of the article is to determine how this modern policy corresponds to the global trends in the field of the green economy. Green economy is an economic paradigm which promotes low carbon growth, efficient utilization of natural resources and assets. Far East region needs a sustainable economic growth that does not result in the natural resources depletion and environment damaging. The principal trends within the northern territories of advanced development are stated to be raw industries, mainly branches of oil and gas chemistry. However, in the southern regions of the Far East there are also positive trends towards the priority of green economy industries. In Khabarovsk Krai more than 70% of the projects relate to the priority industries of the green economy and only 2% of the projects are aimed at mining. Unfortunately, even in the projects connected with the ecofriendly industries issues of using green economy principles are disregarded. Under the present circumstances, eco-technology and innovations will be critical in providing opportunities for the ecological balance recovery, resulting in a more eco-friendly, sustainable and diversified regional economy. In the context of green economy special attention should be paid to such industries as waste recycling, tourism, power, agriculture, forestry, fishing and high-tech industries. It has been found that to achieve high social, economic and environmental efficiency it is expedient to expand territories of advanced development according to the green standards.

Modern trends in the development of the oil and gas infrastructure of the Russian Far East are considered. The main threats in the operation of oil and gas pipelines are described. The technology of complex protection of pipeline surfaces is proposed. Protection of the inner surface is achieved through the use of silicate enamel coatings, protection of the external surface – through the use of foam glass. On the basis of local silicate raw materials the technology of the described materials is developed, and their main properties are determined. Recommendations on the application of the developed technology for the protection of pipelines are given.

The article considers the environmental problems of the trans-border regions of Siberia and the Far East in the conditions of the Eurasian integration. The environmental consequences of functioning of the economies of the near-border East Asian countries for the Russian trans-border regions are shown. Russian trans-border Siberian and Far Eastern regions perform economic cooperation with the countries of the Asia-Pacific region in various sectors of the economy: mining and manufacturing, agriculture and forestry, nuclear energy, transport and other industries. At the same time, the environmental risks of such cooperation are not always evaluated. This is evidenced by the deteriorating environmental situation in the regions under consideration. The article proposes measures to improve the state environmental regulation of the Eurasian integration process: the development of low-carbon energy and energy-efficient technologies, the use of modern agricultural technologies, focus on the formation of a green economy, coordination of environmental legislation of the cooperating Eurasian states.

Subject. This article deals with the issues of growth of socio-economic indices and attracting investments for the implementation of important projects of the priority development areas of the Far Eastern Federal District subjects. Objectives. The article aims to test the original methodology for assessing the investment attractiveness of the priority development areas, as well as identify factors affecting the formation of potential and conditions of the external investment environment. Methods. For the study, I used my own method of assessing investment attractiveness, which includes indicators grouped into three blocks, namely investment potential, investment environment, and investment risk. Results. The article defines priority development areas in the Far East of Russia that are the most attractive for investors. Conclusions. The article concludes that it is necessary to develop measures to stimulate the investment activity of residents of the priority development areas.

The transition of the economic growth model towards a green and sustainableone is a process that requires a reasonable and efficient combination of growth factors. The Vietnam’s economic growth in the period of 2001-2013 created an impression of the economic growth in the economic transition period. The economic growth in the last decade has been mainly in breadth and relied on investment capital and labor expansions. The growth has also relied on natural resources which exacerbated the environmental pollution. This requires Vietnam to change the economic growth model towards a green and sustainable ones. Green growth and green economic development are towards a low-carbon economy, enriching natural resources, reducing emission and increasing greenhouse gases absorption which are an inevitable tendency in the socio-economic development. The green economy enhances the living quality, social equality and significantly reduces the environmental risks and ecological scarcity. This is a new economic model which has a low emission level, uses natural resources efficiently and towards a social equality.

The article presents an analysis of new forms of spatial organization of regions, the prerequisites for the formation of regional clusters in connection with the implementation of a megaproject for the development of oil and gas resources in Eastern Siberia and the Republic of Sakha (Yakutia) - a megaproject of ESOGC. The spatial organization of the productive forces of the megaproject of ESOGC is carried out according to the principle of cluster activation of the development of a full range of industries and the implementation of key projects of transport, energy, and innovative infrastructure. As a result of the megaproject implementation, regional clusters are created as a set of high-tech enterprises in closely related industries that play the role of growth points for regional economies. It is shown that cluster activation of the development of the base companies and related industries of the mega-project of ESOGC is a prerequisite for innovative modernization of the economy of the regions of Eastern Siberia and the Far East. The specific features and socio-economic effects of regional clusters of Eastern Siberia and the Republic of Sakha (Yakutia) are revealed.

Modern trends in the development of Russian oil and gas infrastructure are examined. The important role of the Far East in the transportation and export of oil is revealed. The main threats in the operation of pipelines are described. The integrated protection technology of pipeline surfaces is proposed. The structure and properties of local silicate raw material – diatomite – are studied. The technology of obtaining glass enamel coating is designed to protect the internal surface of the pipe. The phase composition, microstructure and properties of the coating are compared with analogues. The technology of foam glass production is designed to protect the external surface of the pipe. The foaming processes are studied; the properties and structure of the material are examined. The optimum ratio of raw materials is revealed. Recommendations on the application of the developed technology for integrated pipeline protection are given.
