Subject. We focus on activation of activities at the regional economy level to transform the linear model of production and consumption waste management into the most rational and environmentally sustainable cyclical model. Objectives. The aim is to develop a cyclical model for the rational organization of activities in the field of production and consumption waste management to reduce the volume of disposal to zero in the foreseeable future. Methods. The study employs methods of economic and statistical analysis and methods of project management theory. Results. The study presents a methodological approach to the organization and financing of rational and environmentally sustainable activities at the level of the Federal subject in the field of waste management, based on a cyclical model. To build the model, the following principles are used: consistency, complexity of basic elements, cyclical actions of progressive and recurrent nature, industry characteristics, constructive interaction of the State, business, banks and the population to reduce the impact on the environment. Conclusions. The implementation of the "Management of Production and Consumption Waste Based on the Principles of a Cyclical Model" regional project will enable to solve the problem of environmental pollution of territories, including the solid municipal waste. The project success is determined by the extent, to which the waste management sector of the regional economy is knowledge-intensive, technologically advanced, and financially secure to reduce the environmental impact in terms of adherence to the carbon neutrality policy.

This paper aims to create an image of progress towards circular economy registered by European Union countries through specific indicators. In this way, this paper is based on the study and analysis of the 13 indicators, grouped on 4 pillars: Production and consumption, Waste management, Secondary raw materials, Competitiveness and innovation. After the presentation of the methodology, the paper develops an analysis in time and space of the selected indicators, then an analysis of the countries with their grouping on clusters, creating a map of them and highlighting the current situation of circular economy in the European Union. Moreover, the paper also presents the evolution of the countries regarding circular economy, which has a big importance taking into account that in the European Union the preoccupations for this concept is higher from one period to another. Among the most interesting results are: (1) a massive concentration of countries with problems for Waste management pillar; (2) Europe is one of the regions with the largest contribution in terms of circular economy, but the concept is developing differently from one country to another; (3) The scoreboard evolution is particularly useful in revealing the continuous actions adopted by countries in order to facilitate the conversion to circular economy. Finally, the paper presents possible limits of the research, but also future directions of its development.

The implementation of cost intensive construction projects is determined by the availability of natural resources and the environmental capacity of areas. The objective of the research consists in the development of a methodological approach to the assessment of the siting of construction facilities in the territories, characterized by ecological limitations and the substantiation of siting acceptability criteria. The authors analyzed the potential risks caused by the siting of construction facilities on the basis of (1) the impact produced by the facilities, used for economic activities, on the environment, and (2) the assessment of ecological and socioeconomic consequences of this impact. The core method of research consists in the integral ranking of territories, based on the environmental capacity of the natural environment's components and the anthropogenic impact, while their reconciliation represents one of the most relevant objectives of environmentally sustainable development of territories. The analytical results, generated by the co-authors, serve as the starting point for the research-based substantiation of the siting of construction facilities, because the following condition serves as the basic criterion: the anthropogenic impact, produced on territories, must not exceed the self-recovery potential of the local natural system.

The article discusses the issue of an effective management system in the field of production and consumption waste in the Tyumen region. The priorities of the state policy in the field of waste management are reflected. The ways of optimization of logistics and development of infrastructure in this area are described. The options for achieving an integrated strategy are considered. Methods of preventing the harmful effects of production and consumption waste on human health and the environment, as well as options for minimizing the amount of generated waste and using waste as a source of raw materials are outlined. The implementation and effectiveness of the measures taken is under the control of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing for the Tyumen region. Events in the Tyumen region are implemented in close interdepartmental cooperation with executive authorities and local government bodies. The Tyumen model of the municipal waste management system is recognized as one of the most successful in the Russian Federation.

The study of methods and technologies for waste management of production and consumption allows students studying in the direction 20.03.02 nature management and water use to become highly qualified specialists in the field of rational use of natural resources and engineering protection of the environment from generated waste. Recently, legislative and executive initiatives in the field of waste management are aimed at increasing the volume of utilization of secondary material resources from production and consumption waste. But mainly these initiatives are aimed at utilization of highly liquid waste, mainly in the form of a limited range of secondary material resources, which, on average, make up no more than one third of the use of all waste. Textile waste has received little attention in the large-scale processing industry, although the textile and clothing industry is one of the largest and fastest growing sectors in the global industry, driven by an increase in population, increased consumption, a variety of textile uses and greater productivity in mass production processes. Also, the textile industry is both the largest consumer of natural resources and the generator of production and consumption waste, which is practically not utilized, but goes to disposal facilities. This article presents the main directions for the involvement of textile waste in the general domestic system of production and consumption waste management.

The article considers the solutions related to the formation and use of production and consumption wastes at the enterprises of the mineral resources complex. Particular attention is paid to production waste in the form of solid mineral waste (man-made mineral deposits), which, on the one hand, represents a secondary mineral resource base, on the other hand - has a significant negative impact on various elements of the environment. The research aim is to form a logistics system of waste management at the enterprises of the mineral resources complex. The scientific novelty lies in the application of logistic principles, approaches and methods to the sphere of production and consumer waste management during the formation of a large amount of production waste. The article substantiates the importance of the formation and functioning of a logistics system of waste management at enterprises of the mineral resources complex. This logistic system can increase the level of organizational security and economic efficiency of managing production and consumption waste and thereby mitigate the environmental and economic problems of these enterprises.
