Quality has increasingly become an important success determiner for higher education institutions. The education quality highly depends on the quality of all management systems run by the higher education institutions. This research aims at explaining the factual model and identifying the main factors influencing the implementation and development of quality assurance system of private higher education institutions in West Kalimantan Province, Indonesia. Research and Development (R&D) method was used as the research methodology to develop the model. Data collection processes start by interviewing the stakeholders of internal quality assurance system at higher education institutions and then distributing questionnaires related to the implementation of internal quality assurance system at each higher education institution. The collected data was then analyzed and synthesized into the factual model. The obtained factual model consisted of three steps: planning, implementing, and evaluating the internal quality assurance. From this factual model, it is revealed that the implementation of internal quality assurance system of private higher education institutions in West Kalimantan Province, Indonesia has not completely become a part of higher education institution accountability orienting on the higher education quality assurance, but more on the temporary purposes, such as higher education institution accreditation purposes.

Quality is a determining indicator of the existence of Islamic higher education institutions in the future. Higher education with quality will be in demand by the community. Therefore, quality must be a priority indicator in the implementation of Islamic-based higher education. In order for the quality to continue to increase, universities should implement the concept of Total Quality Management (TQM) in all areas of university administration. Quality assurance in higher education has become an endeavor of global proportions. With the increasing necessity of quality assurance system, the efforts have been initiated within the higher education sector in Mongolia to seek a feasible internal quality assurance system that is in line with the international standards. The main objective of this article is to identify the problems encountered Mongolian higher education system specifically to the implementation of internal quality assurance in HEIs and explore factors that are influential to the implementation of internal quality assurance system of Mongolia. Thus, this article is expected to give recommendations at institutional level by pinpointing the facts that should be taken into account in developing and implementing a workable and effective internal quality assurance system for Mongolian higher education institutions. This article reviewed literatures on the quality assurance systems in higher education area, and determined the current situation and challenges encountered in quality assurance of Mongolian higher education institutions. The findings of the article indicate that the four main issues — the factors influential to the establishment of effective IQA system, quality assurance structure, lack of understanding towards IQA activities and implementation as the view of preparing only for self-evaluation report, and the lack of transparent information system. The article finds that the participation of both external and internal stakeholders in quality assurance process and activities is the key to the development and implementation of an effective internal quality assurance system.

Lancang Kuning University Mapping and Implementation of the Internal Quality Assurance System (SPMI) was implemented from 2008 with the establishment of the Quality Assurance Agency (BPM) and Quality Assurance Unit (UPM) at the Faculty level with the aim of creating a quality culture in the Lancang Kuning University Academic Community, in the process of implementing the internal quality assurance system at the quality assurance agency, it has also carried out Monitoring and Evaluation (Monev) once a year to guarantee the quality culture that has been implemented, but in the implementation of Monitoring and Evaluation the Quality Assurance Agency always experiences obstacles such as technical, technical and recording data during activities and also in document archiving because there is no media that can be utilized in managing monitoring and evaluation while the application of information technology and resources already exists. With the use of information technology in the application of computerized based applications for filing and presenting data needs, it is expected to help the academics more quickly and precisely in processing data monitoring and evaluation as well as a means of implementing accreditation by the National Accreditation Board of Higher Education (BAN-PT). It is expected that with the development of applications in the management of monitoring and evaluation by completing the System Development Lyfe Cycle (SDLC) method in the problem analysis phase, the application that is built can improve the quality of monitoring and evaluation in data processing that is well integrated and can be utilized at any time by Lancang Kuning University academic community.

Of the 4,680 universities in Indonesia, there are still many accredited universities with a C rank of 1283, A rank is still low, namely 96 and 2421 not accredited. Higher education has difficulty and is very burdened with the accreditation process because the entire process is done manually and problems in quantitative forms are very often encountered. In line with the current problems faced by universities in Indonesia, the concept of an artificial intelligence-based internal quality assurance system is proposed. The results of digital data recordings from the internal quality assurance system and the information system center are carried out by a clustering process using the K-Means algorithm and calculating the weight of each criterion using template matching for the process of matching the weighting results to the target. With this system, all academic and non-academic elements in higher education can be improved, evaluated periodically
