Assessment or internal quality assurance (IQA) processes have often been driven by external stakeholders such as accreditation and governmental agencies of higher education, which are focused on accountability rather than quality improvement. This research examined how private and non-profit Doctoral and Research institutions with less public financial dependence and accountability requirements adopted the Excellence in Assessment (EIA) rubric to improve their IQA models that supports improvement. A survey based on National Institute of Learning Outcomes Assessment (NILOA) EIA rubric was sent to the ASSESS Listserv to learn if there was a difference in EIA scores related to source of funding and Carnegie characteristics. A two-way MANOVA analysis of the survey responses showed that there was no difference in IQA practice followed EIA rubric between source of funding (public and non-profit private institutions) and Carnegie classification (Research and Comprehensive). Recommendations are made regarding the reliability of the EIA rubric. The EIA designation can serve as a framework for U.S. and non-U.S. higher education institutions to benchmark and improve the current IQA processes.

To achieve the objectives of the Internal Quality Assurance System, the Quality Standard document must be socialized to each work unit, and the existence of information technology will greatly assist in the distribution and socialization of these documents. This study aims to design and build a data model for storage and management of SPMI documents, especially Standard documents, which are generally in the form of files in print or digital format with a complete structure as a collection of text. With the data model designed, the Standard document is stored in a divided state into a number of entities that represent sub-sections of the document and are structured. This research produces a data model design with a relational system, so that it will produce optimal performance when create, retrieve, update and delete operations are carried out on Standard Documents, and still produce complete information about standard documents, as well as one aspect or context. in Standard documents and their linkages, through application programs and information systems. Testing was carried out by the black-box method of the SPMI document information system prototype which indicated that the data model was successfully implemented and worked well in its application.

Higher education plays a significant role in shaping the future national competitiveness. In Indonesia, its governance drives a massive transformation and is more focused on the internal quality assurance over the external one. There are several changes from aspects related to the implementation of internal quality assurance system, especially on the transformation of higher education which faces internal challenges that consider the managerial-based work as a highly complex and heavy-duty work and is less relevant to individual achievement. Further, the biggest challenge in implementing a quality management is the lack of stakeholder management. It gets worse with the top-down policy being implemented to improve the quality of higher education. This present study gives an overview of the internal quality assurance of higher education institutions experiencing challenges in stakeholder management and their top-down-policy-based initiatives. There was a total of 67 private universities in Central Java, Indonesia involved in this study. The data was collected in April – July 2019 using questionnaire and focus group discussion (FGD). The FGD involving the executives of the quality board of each university discussed the implementation of new quality assurance regulations. The results show a consistency of the respondents who apparently had incomplete documents of internal quality assurance, followed by skepticism about the future of institution which simultaneously affected the policy in the future.
