With the use of information technology in the application of computerized based applications for filing and presenting data needs, it is expected to help the academics more quickly and precisely in processing data monitoring and evaluation as well as a means of implementing accreditation by the National Accreditation Board of Higher Education (BAN-PT). It is expected that with the development of applications in the management of monitoring and evaluation by completing the System Development Lyfe Cycle (SDLC) method in the problem analysis phase, the application that is built can improve the quality of monitoring and evaluation in data processing that is well integrated and can be utilized at any time by Lancang Kuning University academic community.

Managing the enactment of an internal quality assurance system requires the proper implementation of internal quality assurance to ensure the quality of Higher Education. The global challenges and dynamics of the development of information technology make Indonesian universities somewhat under pressure. higher education institutions are required to be able to handle changes, both internally and externally, to further strengthen the quality of the learning process. For this reason internal quality assurance plays an intense role in education services. The quality policy of the internal quality assurance system describes an explanation of how a university understands, designs and implements their internal quality assurance system in the provision of higher education services to build, manage and maintain a quality culture. In these documents there is an explanation of backgrounds, objectives, and strategies, to improve the quality in every done task. In the global era, the nature of day-to-day operations tends to get more sophisticated and complex, therefore the internal quality assurance system must be supported by an integrated system in internal processes using information technology such as Document Management Control. Create quality holistic cycles that work best with the uniqueness of the institution itself. This will then result in a "Competitive Advantage" for the institution.   Keyword: Internal Quality Assurance System, Information Technology, Integrated System and Competitive Advantage

The quality assurance system at STMIK DCI Tasikmalaya is now started with the determination of policies, standards, manuals, and form documents. Only in the implementation is not supported by information systems, so the process of socialization of policies, standards, manuals, and is not effective and may result in limited access for the parties in need. In addition, in the implementation of monitoring and evaluation (Monev) the standard documents of education and teaching also became less efficient and can hamper the implementation of internal quality assurance system. To that end, then created a prototype web-based quality assurance information system for STMIK DCI Tasikmalaya and modeled it using UML. With the prototype of quality assurance information system is expected to assist the implementation of quality assurance system for the STI Tasikmalaya DCI to improve the quality of the institution.
