The purpose of this study is to find; planning, implementation, evaluation, follow-up, characteristics and impacts of quality standards on the application of integrated quality management in Pondok Pesantren Darussalam Blokagung and Pondok Pesantren Modern Al-Kautsar Banyuwangi. This study uses a qualitative approach to the data collection techniques used that are: observation, interviews and documentation. The data analysis technique uses interactive three models that are: data reduction, data presentation, conclusion drawing. The results of this research: first, the pattern of MMT application in pesantren is influenced by the typology of the education system used, but substantially has the same pattern of organizing, planning, implementing, monitoring and innovation. The pattern formed a cycle that repeated itself in the implementation of quality activities with the control of the person responsible for quality in collaboration with all stakeholders in the Islamic boarding school, especially the organizers of the managed educational activities; second, characteristics of MMT in pesantren that is focus on customers in providing satisfaction, total stakeholder involvement both internal and external in organizing quality activities, quality standards that are in line with customer desires, commitment of pesantren education service providers in supporting the improvement of quality culture, continuous improvement through improving quality standards in line with increasing customer expectations and innovation values ​​of the quality of the pesantren so that the public is increasingly in demand,  prospective students and users, the integration of education and dual graduation is now increasingly in demand by the community; third the impact of implementing integrated quality management in pesantren is improvement of quality culture that triggers public appeal, to register their children in Islamic boarding schools and increasing number of students in pesantren, the increasing recognition of the quality (education) of pesantren in the community.

Internal quality assurance is an important management tool in higher education. World-class universities have established and developed their internal quality assurance system together with buiding and developing the institutional quality culture. Research and practice from many universities worldwide showed that there are good connections between quality culture and internal quality assurance. This paper aims to analyse and evaluate the relationship between internal quality assurance and quality culture in the international higher education context. Consequently, the outcomes of the study are recommendations for the establishment and development of the quality culture together with the development of the internal quality assurance system for Vietnamese higher education institutions.

ABSTRAKBudaya mutu merupakan seperangkat nilai, norma serta keyakinan yang termanifestasi dalam aktivitas, perilaku, dan simbol di sekolah agar mencapai keunggulan yang diinginkan dan diharapkan sehingga tercapai akuntabilitas sekolah. Berbagai terobosan baru harus terus dilakukan sebagai upaya meningkatkan pemahaman dasar tentang budaya mutu sehingga pelayanan di bidang pendidikan dapat dilakukan secara terorganisir dan professional di lingkungan sekolah. Dalam rangka membangun budaya mutu pada level kelembagaan sangat membutuhkan keseriusan dari semua elemen sekolah. Salah satu caranya adalah dengan mengikuti pelatihan yang berkaitan dengan budaya mutu. Sehubungan dengan itu maka tim pengabdian masyarakat dari Program Studi PGSD FKIP Universitas Mataram melakukan pelatihan implementasi budaya mutu berbasis kearifan lokal di SDN Gugus I Pemenang. Tujuannya adalah setelah mengikuti kegiatan ini, guru dan kepala sekolah dapat membangun budaya mutu di lingkungan sekolah masing-masing agar dapat lebih baik dari sebelumnya.  Kegiatan pengabdian kepada masyarakat ini terdiri dari tiga tahapan yaitu tahap persiapan, tahap pelaksanaan, dan tahap evaluasi. Kegiatan ini diikuti oleh perwakilan guru dan kepala sekolah dari Gugus 1 Pemenang yang berjumlah 20 peserta. Pelaksanaan kegiatan pelatihan dilakukan secara offline yaitu di Sekolah SDN 3 Pemenang. Kegiatan dilakukan dengan mengikuti anjuran protokol kesehatan covid 19. Kegiatan berjalan dengan sangat lancar. Respons peserta terhadap pelaksanaan kegiatan sangat baik. Kata kunci: pengabdian masyarakat; budaya mutu; kearifan lokal. ABSTRACTQuality culture is a set of values, norms, and beliefs that are manifested in activities, behaviors, and symbols in schools to achieve the desired and expected excellence so that school accountability is achieved. Various breakthroughs must continue to be made as an effort to improve the basic understanding of a quality culture so that services in the field of education can be carried out in an organized and professional manner in the school environment. Building a quality culture at the institutional level really requires seriousness from all elements of the school. One way is to take part in training related to quality culture. In this regard, the community service team from the PGSD FKIP Study Program at the University of Mataram conducted training on the implementation of a quality culture based on local wisdom at SDN Cluster I Pemenang. The goal is that after participating in this activity, teachers and principals can build a quality culture in their respective schools so that they can be better than before. This community service activity consists of three stages, namely the preparation stage, the implementation stage, and evaluation stage. This activity was attended by representatives of teachers and school principals from Cluster 1 Pemenang, totaling 20 participants. The implementation of training activities is carried out offline, namely at SDN 3 Pemenang School. The activity was carried out by following the recommendations for the Covid 19 health protocol. The activity went very smoothly. The response of the participants to the implementation of the activity was very good. Keywords: community dedication; quality culture; local wisdom.

This study aims to identify the effectiveness of application of total quality standards on the sustainability of the franchise contract and to identify the difference in the conception of sample about the effectiveness of application of total quality standards. For achieving the objectives, the researcher designed a questionnaire which included the main information and upon the hypotheses, data have been collected and analyzed by using graphs, then, the study concluded the following results; the study pointed out that the application of quality standards has an effective role on the sustainability of the franchise contract, as well as, the study concluded that the application of total quality culture, if applicable, between the parties of the contract raises the percentage of sustainability of the franchise contract. Many results support that the total quality standards have a real relationship with the sustainability of the franchise contract. Many recommendations have been proposed at the end of the article.

The paper is reviewing an array of recent literature sources arguing that the Neoliberalism and the New Public Management are the driving forces behind the observable increase in numbers of terminated employments in several countries in recent decades. The further focus of the literature review is on recent researches suggesting that the non-tenured staff members tend to have less pedagogical skills and are excluded from the internal quality culture. The synthesized findings of the both review sections suggest that the inclusion of the non-tenured staff into the institutional quality culture can augment the quality of higher education. This constitutes the core motivation for the authors to further research within this article whether the tendencies of increasing share of non-tenured staff members can be identified in Latvia as well. The empirical section of this article is based on statistical analysis of data from different reliable sources. The study suggests that due to shrinking higher education market and necessity to handle the impact of 2008-2012 Economic crisis, the share of academic faculty staff is being consolidated around the core elected faculty staff. Nevertheless, it is important to consider a timely inclusion of the non-tenured staff into the institutional quality culture. However, in view of recent higher education reforms and new academic career model being introduced, it is hard to predict the further dynamics of the non-tenured positions in higher education of Latvia. This paper is an effort to start filling the existing research gap in the emerging but under-researched subject of non-tenured staff in Latvia.

This research was conducted to determine the characteristics and management patterns of the quality development of madrasa culture in Madrasah Aliyah Ma'arif NU 1 Sirau  Kemranjen Banyumas Indonesia. This study uses a mixed approach (qualitative-quantitative), but is categorized as a case study because it cannot be generalized. The object of the research is the madrasa culture at Madrasah Aliyah Ma'arif NU 1 Sirau  Kemranjen Banyumas holistically covering all madrasa residents and their interactions. The research data were collected by means of observation, questionnaires and documentation. The results show that, first,  the characteristics of the madrasa culture consist of a madrasa atmosphere, a culture of cooperation, a culture of discipline, a culture of reading, a clean culture, physically and mentally healthy, a culture of religious, polite and civilized behavior in a positive condition. Second, Madrasah development management is carried out in such a way as to produce better character changes. Keywords: Madrasa culture, management, characteristics.

Abstract : The aims of this article aims to analyze the teaching factory learning program as an effort to improve the quality of students who try to be integrated using the Six Sigma method as one of the development of Total Quality Management (TQM) in SMK 3 Malang. The method used in writing this article is by elaborating the results of interviews and observations and related literature studies. The results of the analysis show that while the school context does not explain that it has applied the concept of TQM. From the stages of implementing the six sigma method it can be said that this school has implemented the six sigma method in planning activities until its implementation. With the integration of the six sigma method into school programs, schools can be said to have a quality culture for creating quality schools. Keywords: Teaching Factory, improving the quality of students, the concept of TQM, Six Sigma Abstrak: Penulisan artikel ini bertujuan untuk menganalisis program pembelajaran teaching factory sebagai salah satu upaya peningkatan mutu peserta didik yang mencoba diintegrasikan dengan menggunakan metode Six Sigma sebagai salah satu pengembangan dari Total Quality Management (TQM). Metode yang digunakan dalam penulisan artikel ini adalah dengan penjabaran hasil wawancara dan observasi dan kajian literatur terkait. Hasil dari analisis menunjukan bahwa seara konteks sekolah tidak menjelaskan bahwa telah menerapkan konsep dari TQM. Dari tahapan pelaksanaan metode six sigma dapat dikatakan sekolah ini sudah menerapkan metode six sigma dalam kegiatan perencanaan hingga implementasinya. Dengan adanya integrasi metode six sigma ke dalam program sekolah, maka sekolah dapat dikatakan memiliki budaya mutu untuk menciptakan sekolah yang bermutu. The purpose of this study was to determine the effect of the effectiveness of the application of teaching factory learning and Internal Quality Assurance System on motivation of quality culture. This was a quantitative research which is analyzed using multiple regression. The sample used in this study were 79 teachers who were taken by purposive sampling. The instrument used to obtain data using a questionnaire. The results showed that the regression line equation  with the significance test of the F test= 60.414 with a significance level of 0.00, meaning that the equation is able to predict changes in the culture of teacher quality caused by changes in variants of teaching factory and Internal Quality Assurance System. The effect of teaching factory and Internal Quality Assurance System on motivation of quality culture stated the value of R2 is 0.530. In this regard, it can be concluded that there is an influence between teaching factory and Internal Quality Assurance System on motivation of quality culture.
