Safety is a major factor every flight. National aviation safety oversight is one of the functions that are the responsibility of coaching the Derectorate General of Civil Aviation to encure compliance with the standards, procedures and regulations, in order to see the fulfillment of the terms and condition in general aviation safety standards and safe operation of airports in particular that carried out by the organizers airports and other stakeholders. The method of analisys used to determine the operational supervision airport is gap analysis between the observation and collection of primary data from airport managers with operational safety performance indicator airport contained in KM, 24 2009 on Civil Aviation Safety Regulation Part 139 on the airport (aerodrome) issued by the Directorate General of Civil Aviation. The analysis showed that the safety oversight of the airport operation in airport Sultan Mahmud Badaruddin II Palembang in the surveillance system consists of four systems which are airport management system, air side system control, the airport environment systems, inspection systems and reporting systems and safety management system has been appropriate and meets CASR 139.Pengawasan keselamatan penerbangan nasional merupakan salah satu fungsi pembinaan yang menjadi tanggung jawab Direktorat Jenderal Perhubungan Udara memastikan kesesuaian standar, prosedur dan peraturan terkait, guna melihat pemenuhan peraturan dan ketentuan standar dan keselamatan penerbangan pada umumnya dan keselamatan operasi bandar udara pada khususnya yang dilaksanakan oleh penyelenggara bandar udara dan pemangku kepentingan lainnya. Metode analisis yang digunakan untuk mengetahui pelaksanaan pengawasan operasional bandar udara adalah metode analisis kesenjangan (gap analysis)antara hasil observasi dan pengumpulan data primer dari pengelola bandar udara dengan performance indicator keselamatan operasional bandar udara yang terdapat dalam KM. 24 Tahun 2001 tentang Peraturan Keselamatan Penerbangan Sipil Bagian 139 (Civil Aviation Safety Regulation Part 139) tentang Bandar Udara (Aerodrome). Hasil analisis menunjukkan bahwa pengawasan keselamatan operasi Bandar udara di Bandar udara Sultan Mahmud Badaruddin II Palembang dalam sistem pengawasan terdiri dari 4 sistem yaitu sistem manajemen bandar udara, sistem control sisi udara, sistem lingkungan bandar udara, sistem pemeriksaan dan sistem pelaporan dan sistem Manajemen keselamatan sudah sesuai dan sudah memenuhi referensi CASR 139.

<p><strong></strong>The article aims to show selected issues related to safety management system with particular reference to its legal aspects. It is composed of seven parts. The first one outlines the general overview on the problem of aviation safety. In the following passage, substance of safety management in civil aviation is presented. Third part describes key factors determining safety in aviation. In the fourth subtitle, selected issues regarding international regulations concerning safety management systems are discussed with reference to Chicago Convention and Annex 19 which established detailed arrangements for safety management. Subsequently, the author describes the EU legislation related to subject matter as well as major institution in charge of ensuring safety like European Aviation Safety Agency. The las but one subtitle refers to some legal aspects of safety management in civil aviation in Polish law. The summary contains conclusions drawn from the analysis of the both international and polish regulations.</p><p><strong>Purpose</strong> - The paper’s main purpose is to present legal framework of aviation safety management at the level of international, European and polish law. The author also investigates the role of legal regulations in the process of keeping aviation safe with reference to other factors which have a negative influence on aviation safety. </p><p><strong>Design/Methodology/Approach </strong>- A comprehensive analysis of legislation was conducted along with literature review including international publications focused both on the area of management and law. The reference list was selected in such way to show an objective and impartial approach to the subject matter.</p><p><strong>Findings </strong>- The laws regarding safety management in aviation are subject to harmonization but we can observe that the regulations are becoming more and more technical and complex.</p><p><strong>Research limitations/implications </strong>- The limitations of this paper lie in the lack of review of the studies of practical part of the safety management system regulations.</p><p><strong>Practical implications</strong>-The review shows a profound review of legislation which may be used by both managers and lawyer from aviation industry. Moreover, some statistical data is provided in order to emphasize the importance of safety management in the current world.</p><p><strong>Originality/Value</strong>-The article presents analysis carried at three levels of legal regulations, i.e. international, European and local (Polish) which is the best way to show similarities and point out differences. </p><br />

Aviation Safety Management System (SMS) dilaksanakan wajib oleh 5 (Llima) operator penerbangan, salah satunya adalah Bandar Udara sesuai amanat International Civil Aviation Organization (ICAO Doc 9859, 2019). Politeknik Penerbangan Palembang sebagai unit kerja yang bertugas memberikan pelatihan bidang aviasi yang melalui kegiatan pengabdian masyarakat melaksanakan Pelatihan Safety Management System kepada 25 peserta dengan berlatar belakang pekerjaan berbeda dari UPBU Gusti Syamsir Alam yang berlokasi di Kabupaten Kotabaru Provinsi Kalimantan Selatan. Pelatihan ini diberikan dengan metode ceramah, project-based learning, dan presentasi kelompok. Pelatihan memberikan peningkatan pemahaman di bidang Safety Management System dengan hasil perolehan ujian komprehensif dengan 84.96 sebagai nilai rata-rata. 36% peserta berhasil lulus dengan predikat memuaskan, dan 64 % dengan predikat Baik.

The article considers the role of integration processes of the quality management system in the field of civil aviation. The process of effective implementation of IMS in the corporate environment is taken into consideration and substantiated. The analysis of ICAO-9859 Document is carried out and the need for the implementation of an integrated corporate management system in organizations operating in civil aviation is substantiated. The advantages of using integrated systems are substantiated. General and specific principles of the Safety Management System (SMS) and Quality Management System (QMS) are highlighted. The created system for the effective implementation of the IMS is considered using a specific example of applying the requirements of the “Safety Management Manual”.

The development of the audit method has included the identification of possible performance indicators at each level of the sociotechnical pyramid for a range of areas of work in which accidents have been shown to occur most frequently. The measurementof performance indicators is part of a feedback loop which causes safety improvements. Integration of performance indicators into the audit system has been tested at three operating chemical industries in Terengganu and Selangor in Malaysia. A summary of the weaknesses of the similar elements identified in the three audited plants is presented. Analysis on the approach used enables the identification of deficiencies in safety management aspects. Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001: 2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.
