Based on the analysis of official documents of the European Union, and, in particular, introducing the content of the supranational initiative “Creative Europe” for 2021–2027, the article examines the latest trends in the organization of management of Old World culture. It is shown that in the era of formation of the information society, digitalization is becoming a basic tool not only for preserving cultural heritage, but also for promoting modern culture in the region. At the same time, it is established that this digital paradigm is now inseparable not only from the EU's innovation and technology strategies, but also seeks to develop in line with the classical postulates of European values. It is shown that in the modern European information society, digitalization is gradually becoming the main means of broadcasting culture. Thus, it is connected with the cultural system by feedback links, since it is generated by the information society and its determinants, and then it begins to exert almost a determining influence on the nature and pace of cultural dynamics. The study revealed that the digitalization of creativity, accessible to all, is now as fundamental a change as the industrial revolution in the industrial era, and the current Framework programs (including in the field of culture) are aimed at continuing these traditions in the post-industrial era. Most of these initiatives are at least partially implemented in a digital format, when it comes to informing potential participants about them, the application procedure, their subsequent examination and further promotion of the project within the EU and beyond. The author emphasizes that in the current environment, digitalization has a huge impact on how cultural products and processes are created, managed, distributed, consumed and commercialized, changing the values that prevailed in the analog era. It is established that specialists in this field must transform from “analog” to “digital” in order to compete with the culture and creativity available in the networks and at the same time offer digital versions of traditional audiovisual products. The author comes to the conclusion that the formation and expansion of the potential audience of creative industries and cultural heritage is now impossible without innovative formats. And of course, digitalization plays a leading role in them, allowing us to realize the needs primarily in various types of remote cooperation and communication. It is emphasized that this evolution is contradictory: in digital technologies, flexibility is initially programmed. EU directives declaring digitalization, however, are repeatedly agreed at all levels of government, which means that they are objectively late in meeting the needs of time and the aspirations of professionals and consumers in the cultural and creative sphere. However, this contradiction is the key to the progress of modern Creative Europe as a combination of real and virtual activities of Europeans in this area, as well as EU megaproject.

In the era of the information society and postmodern culture, the concept of cultural heritage has changed, the discourse on the meaning and prospects of the museum has been updated. The relevance of addressing the study of the fundamental cultural foundations of the museum phenomenon is associated with crisis phenomena in culture; modern global problems of mankind stimulate the formation of new cultural universals. Despite the large number of museological literature, from a philosophical point of view, the problem of the museum was rarely considered. The sociocultural significance of the museum is obvious, but the question of its essence remains open - the abundance of museological and cultural definitions of the museum does not add clarity. The work raises the question of the possibility of analyzing the phenomenon of the museum through the problems of universals, worldview universals.

The article covers the occupation of Turkestan by the government of the Russian Empire and the looting of rare manuscripts and archival documents of the Uzbek people. In addition, it has been scientifically shown that many Oriental manuscripts, archives of the Khiva and Kokand khanates were confiscated from the libraries of princes’ palaces, madrasahs and mosques in Turkestan and taken to Russian scientific centers. The article analyzes the results of Russia's largest scientific and practical event dedicated to music education: the seventh session of the Scientific Council on the problems of the history of music education, held in Vologda on April 23-26, 2019. The program of the session included the international scientific conference “Preparing of a music teacher: Historical Experience, Problems, Prospects”, the Russian Scientific Seminar and the All-Russian Symposium. The results of the session, which brought together more than 70 leading researchers in the history of music education in Russia and the near abroad, are summarized in key areas. A retrospective analysis of the activities of music and pedagogical faculties of pedagogical universities, operating in the country since 1959 and practically eliminated at present, is considered as the leading theme. The results in other areas of the session are also generalized: the development of the history of music education as a field of historical, pedagogical and musicological knowledge; history of vocational and school music education. Crisis phenomena in music-pedagogical education are marked.

В статье проанализированы практики сохранения и трансляции историко-культурного наследия космонавтики в Краснодарском крае в период с 1960-х гг. до настоящего времени, определена роль данной деятельности в формировании культурной памяти. Основными источниками исследования послужили документы краевого общественного движения «Кубань и космонавтика», краснодарской региональной общественной организации «Федерация космонавтики Кубани», материалы музеев, периодики, интернет-сайтов, изданий, запечатлевших память об освоении космоса, памятники и памятные места, данные топонимики. Авторы рассматривают основные этапы, содержание и тенденции развития «космической» коммеморации, классифицируют «места памяти» и региональные коммеморативные практики, прослеживают преемственность советских и современных подходов. Сделаны выводы о многообразии форм сохранения памяти, об истории покорения космоса и его региональном «измерении», роли коммеморации в формировании региональной идентичности. The article analyzes the practices of preserving and transmitting the historical and cultural heritage of cosmonautics in Krasnodar Krai in the period from the 1960s to the present, and determines the significance of these activities in the formation of cultural memory. Kuban has a rich “space” heritage: scientists, test pilots, and cosmonauts lived and worked here, and dozens of Soviet and Russian cosmonauts, including Yuri Gagarin, visited the region in different years. The main sources of the research were documents of the regional public movement Kuban and Cosmonautics, and the Krasnodar Regional Public Organization Kuban Cosmonautics Federation; materials of museums, periodicals, Internet sites, publications that captured the memory of space exploration, monuments and memorable places, toponymic data, works of fine art. Among the research methods are comparative-historical, typological, retrospective, as well as the method of included observation, due to the long-term activity of one of the authors in Kuban Cosmonautics Federation. New facts about the Kuban cosmonauts and scientists of the space industry are presented. The authors classify “places of memory”. The memorial complexes of cosmonautics in Kuban villages (to Yu.V. Kondratyuk in Oktyabrskaya, to N.G. Chernyshev in Kazan, to G.Ya. Bakhchivandzhi in Brinkovskaya); monuments and busts, commemorative plaques to the figures of cosmonautics (Yu.A. Gagarin, D.I. Kozlov, V.V. Gorbatko, V.I. Sevastyanov, N.G. Chernyshev); museums, including specialized ones (the Museum of Cosmonautics in village Arkhipo-Osipovka, the memorial museum of Yu.V. Kondratyuk, and others); planetariums and observatories; natural objects (memorial trees, alleys). The article describes the activities of Kuban’s public organizations created for the popularization of the legacy of cosmonautics. The influence of space exploration on regional toponyms and names of institutions is noted. The main actors, stages, content and trends in the development of “space” commemoration, its all-Union (all-Russian) and regional components, the continuity of Soviet and modern approaches are considered. The authors conclude the “space” heritage is transmitted through the interaction of public organizations, government agencies, museum and educational institutions, representatives of scientific and artistic intelligentsia. The popularization of the space heritage is essential for patriotic education, for the formation in society of a sense of pride of Russian scientific and technological achievements, and for the dissemination of knowledge about the contribution of the natives of Kuban to space exploration.
