Purpose. Carry out a landscape analysis of nature reserves and objects of Skoliv Beskids, as well as establish the features of the current state of nature reserves of the study area based on the calculation of a number of indicators. Methods. Field landscape research, cartographic, analysis. Results. Having conducted a detailed analysis of the nature reserve fund of the Skoliv Beskids, the total area of which is 1,149.5 km2, we have found that as of today 21 NPF objects have been registered, they together occupy 33.6% (386.5 km2) of the studied physical and geographical area. We also calculated a number of key indicators that characterize the state of nature reserves of the study area, in particular: the percentage of nature reserves (Szag = 33.6%); index of strict nature reserves (SS.z - 4.5%); density index of NPF objects (Н = 1,8 rpm / 100 km²); insularization coefficient (It = 0.002; IN = 0.3; I = 0.2). A map was drawn up showing the distribution of nature reserves and objects in the mountain landscapes of the Skoliv Beskids, which allowed to establish the nature reserve of each of these landscapes. A number of recommendations for optimizing the structure and functioning of existing nature protection facilities in Skole Beskydy are offered, as well as unique and interesting, from the point of view of environmental protection, areas that should be included in the NFP of the district in the future. Conclusions. To improve the ecological situation in the Skole Beskids, it is important to develop a network of nature protection facilities. The existing network of nature protection facilities cannot fully ensure the preservation of the landscape and biological diversity of the Skole Beskids. We propose to increase the number of PZF facilities by creating new ones and including Polonyn PTC in the Skolivski Beskydy National Park.

The article brings light to the study of the nature reserve fund (NRF) of Zakarpatska oblast as a component of the national heritage of the country. Representativeness is considered to be one of the main principles of spatial formation of the NRF object network. Therefore, to determine the current state and ensure further effective development of the region’s nature reserve fund, it is necessary to analyze its territorial and internal structural indicators. The purpose of the study is to analyze the current status of the region’s nature reserve fund with the reference to the possibility of introduction of the further new management practices. The article is based on information and statistical materials, the provisions of regional programs for the formation of the ecological network and environmental legislation of Ukraine. To solve the assigned tasks, there has been done a comprehensive analysis of statistical reporting data and materials of the NRF Register in Zakarpatska oblast of the Department of Ecology of Natural Resources of Zakarpattia Regional State Administration within the period of 2019, and reporting documents of environmental institutions for the same period. The considered indicator is the territorial distribution of nature reserve areas and region areas by administrative districts (before the formation and implementation of changes to the administrative-territorial structure of the Zakarpatska oblast), which is presented in the form of the division into four groups. The spatial distribution of the territory and the NFR objects do not sufficiently meet the criteria of local representativeness, so their spatial structure needs significant improvement, be specific – the creation of nature reserves, especially in the lowlands of the region. The average density of nature protection objects in the region (36 units / 1000 km2) is almost three times higher than the corresponding indicator in the neighboring Lviv region. The average value of the reserve factor in the region makes 14.17 %. It has been found that the reserve ratio demonstrates geographically the largest disproportion in Zakarpatska oblast. It is the highest indicator in turns of administrative entities in the districts of Mizhhiria, Velyky Bereznyi and Rakhiv. The lowest one is in Svaliava and Berehove districts, respectively. In addition, the reserve ratio compared to the national average indicator and in other European countries has been carried out. The quality of the nature reserve network is determined by the insularity coefficient, which indicates the size of the NRF objects and their stability. Further expansion of the network of nature protection objects in Zakarpatska oblast is possible due to the creation of Latorytsa, Shaian and Uzhok landscape parks. A big assumption can be made that by 2020 it will be possible to create new and expand existing areas of NRF in the region up to 100–120 thousand hectares, which will increase the protected area up to 20–22 %. The key issues of nature reserves to be developed in Zakarpatska oblast are primarily related to the imperfection of the management system. To handle this problem, there is an urgent need to develop a strategy, which will envisage the perception of the NRF as a holistic anthropogenic and natural unit in order to put into practice the environmental, scientific, educational and recreational functions.


Purpose. To investigate the state of the Nature Reserve Fund (NRF) in Khmelnytskyi region in the context of the Emerald Network development. Methods. We have used the data of the Register of the Nature Reserve Fund of Khmelnytskyi region, the literature, the cartographic materials and the state documentations as the materials for our investigation. Based on the criteria created by Yu. M. Gryshchenko the state of the NRF of Khmelnytskyi region has been assessed. Results. 536 objects of the Nature Reserve Fund of Khmelnytskyi region on 328,663.98 ha have been created (January 1, 2021): 42 national objects and 494 local objects. The Nature Reserve Fund of this region includes all categories of protected areas except for the nature and biosphere reserves. About 80% of the area of the NRF is occupied by the Podilsky Tovtry National Nature Park. The NRF is characterized by high percentages of the nature reserves, high density of NRF objects and high landscape representativeness and low insularization index. Despite the expansion of the NRF over 2000–2020, the percentage of the nature reserves is 44% less than set out in the Regional Development Strategy (January 1, 2020). Eight NRF objects of this region are included in the Emerald Network of Europe. All emerald objects are characterized by high representativeness indices and the uniqueness of the flora and fauna. The objects of the Emerald Network are provided the preserving of the unique ecosystems of Podillya. These are the value of Khmelnytskyi region and Europe. The public environmental initiative “Emerald – Natura 2000 in Ukraine” has included two NRF objects to the “shadow list” in the Khmelnytskyi region: the Dnister and Ushytsia Reserves. Despite the positive dynamics of the formation of the NRF of this region, there are a lot of the problems and gaps. There are such problems as a difficult approval procedure for the creation of new protected areas; the insufficient funding of the NRF at the local and state levels. Also the system of the monitoring of the existing Nature Reserved Objects and the information about the current state of the biodiversity in this territory are absent. The non-compliance with the regime of the protected areas, the insufficient environmental awareness and the ignorance of the citizens about the need to preserve the environment are great problems. Conclusions. The NRF of Khmelnytskyi region is characterized by high qualitative and quantitative characteristics (a large number of the Nature Reserved Objects, high percentages of the nature reserves, high density of the NRF objects, high landscape representativeness and low insularization index). Eight NRF objects of this region are included in the Emerald Network of Europe. However, despite the expansion of the NRF of Khmelnytskyi region and its quality indices, a number of the problems of the nature protection have remained. These problems have to be solved in the local and national levels.

Topicality. Market transformations in the country's economy caused the need to revise the labor relations institute from the economic development point of view. Particular importance was the theoretical reassessment labor relations institutional: the old labor law institutes, which corresponded to the administrative command system, must transform to new ones, that contain market needs. One of such labor relations institutes are contractual relations between the employer and the employee, which allow to personalize the labor relations as much as possible, consider the economic interest of both parties, and protect as far as possible the mutual interests and rights. Aim and tasks. The aim of the article is represented the main tendencies and realities of using an employment contract in Ukraine's companies, which is signed in the standard form. The current legislation gaps of the contract using are considered as a special employment contract form with the companies leaders and other employees categories, depending on the specifics enterprise's activity or belonging to the management sphere. The preconditions for the special legislation implementation are determined during the labor contracts conclusion with the Ukrainian's nature reserve fund enterprises heads. The personal responsibility for environmental protection legislation and violation conditions are considered. Proactive and experienced specialists are established an extensive system of allowances and one-time incentives. Research results. In this article we have reviewed the implementation preconditions during the labor contracts' conclusion with the enterprises' heads of the Ukrainian nature reserve fund. We have considered the responsibility personalization conditions for environmental legislation violations with the definition of socio-economic components. For example, the contract may also stipulate social and living conditions, such as the garden plot allocation, a car, living conditions improvement, the share sale at par value, the social pensions surcharges establishment, protection against inflation processes and so on. Also it may be envisaged an employee to move another area. Conclusions. A contract can give the chance to more people to realize their work abilities on the most favorable conditions, to build the civil society foundations and the legal capitalist state. Contract's application can detail the labor relations, the system of economic incentives and encouragement, protects the rights of both employee and employer, and also provides an opportunity to assess the mutual responsibility's degree.

Economic and environmental measures related to the formation of nature reserves as key elements of the ecological network of Ukraine are considered. It is shown that in conditions of prevailing private ownership of land, a significant role is played by the forced alienation of land plots promising for conservation, as well as the establishment of environmental restrictions in land use. At the same time, the needs of the economy in land resources should be balanced with the requirements of environmental protection and biodiversity conservation. The additional benefits of creating conservation areas for the local population, which are associated with the creation of healthier living conditions and improving the quality of life, preventing the degradation of natural resources and reducing their pollution, are emphasized. The essence of spatial organization of the conditions of conservation of biological diversity in Ukraine through the formation of land-use areas of nature reserve fund is determined. An approach to improving the ecological and economic bases of the formation of land use areas of nature reserve fund, in particular, in the ecological network in Ukraine is given.

The development of the nature reserve fund of Ternopil region over the last 30 years has been analyzed and the current situation has been assessed. A significant increase in the number (by 236 units) of protected areas and an insignificant increase of area of the nature reserve fund (by 21.34 kha) have been showed. There are 643 objects in the nature reserve fund of Ternopil region (January 1, 2020). The nature reserve fund of this region includes all categories of protected areas except for biosphere reserves. The nature reserve fund of Ternopil region is able to ensure rational and effective reproduction and preservation of landscapes, unique natural objects, valuable and rare species of flora and fauna. The problems in the formation of the nature reserve fund of this region have been identified. There are such problems as low percentages of nature reserves and strict nature reserves; high insularization index, low degree of landscape representativeness; unregulated and unauthorized anthropogenic activities. The measures of effective functioning of the protected areas network has been suggested. The action points include such measures as an increase of the area of the nature reserve fund of Ternopil region to the average level in Europe (15 %); increasing the area of ecologically unstable areas to 50 ha; creating the conditions necessary for the preservation, restoration and balanced use of protected areas; reducing the anthropogenic load on protected objects; raising public awareness of tourist and educational services provided by protected areas.

Abstract We are delighted about the success of our International scientific Conference “Regions of New Development: the current state of natural complexes and their protection”, which took place on October 5-7, 2021 in the Institute of Water and Ecology Problems of the Far Eastern Branch of the Russian Academy of Sciences (FEB RAS) - a separate subdivision of the Khabarovsk Federal Research Center FEB RAS. For the participants from Khabarovsk, the conference was held in fulltime format, for nonresident and foreign participants, in order to prevent coronavirus infection, it was conducted virtually. In addition to Russian participants, scientists from China, Japan and Mongolia took part in the conference. The conference “Regions of new development: the current state of natural complexes and their protection” highlights five main areas: 1. Biological diversity of terrestrial and aquatic ecosystems. 2. Water resources and ecosystems: status and usage. 3. Diversity and sustainability issues of landscapes. 4. The article deals with the issues of nature use in protected areas, the exploitation of objects of the nature reserve fund for recreational and tourist purposes.It is emphasized that ecotourism, which includes, first of all, orientation of tourists to the consumption of ecological resources – recreational aspect, preservation of the environment – nature protection, is an important direction of recreation within the territories of the nature reserve fund, support of the traditional way of life of the local population – social aspect. The purpose of the work is to find out the features of the present state, to determine the problems and perspectives of the organization of recreation within the natural reserve areas of the state level in the Odessa region. Recreational and tourist attraction of the region for visitors are not only a wonderful climate and water resources but also available on territory of the region objects of the nature reserve fund,among which there are 16 objects of national importance. According to the recommendation of the International Union of Conservation of Nature and Ukrainian legislation, most of the categories of objects of the nature reserve fund provide for tourist and recreational activities within their territories in specially designated areas. Thus, the Danube Biosphere Reserve and two national natural parks, «Nizhnednistrovsky» and «Tuzlovsky Limany», joined the tourists for both short–term and long–term recreation. With the purpose of ecological education, the abovementioned objects of the nature reserve fund of national importance are used to create ecological trails and organize tourist routes. Thus, the most popular water tours in the Danube Delta to the mouth of the river with a visit to the symbolic «0 km» of the Danube, as well as tours for the observation of birds. On the river Dniester are popular sport fishing trips, as well as landscape tours. On the relatively untouched coast of the Black Sea, including the territory of the national park «Tuzlovsky Limany» lies one of the most interesting and cognitive routes of the Odessa region, which includes elements of ecological, rural, ethnic and extreme tourism. It is established that at the present time, organizational and recreational activities within the protected areas of Ukraine, as well as the Odessa region are at the stage of formation, the result of which is that its economic efficiency is extremely low.
