Fulfilling the Right to Food for South Africa: Justice, Security, Sovereignty and the Politics of Malnutrition

Despite South Africa’s celebrated constitutional commitments that have expanded and deepened South Africa’s commitment to realise socio-economic rights, limited progress in implementing right to food policies stands to compromise the country’s developmental path. If not a deliberate policy choice, the persistence of hunger, food insecurity and malnutrition in all its forms is a deep policy failure.  Food system transformation in South Africa requires addressing wider issues of who controls the food supply, thus influencing the food chain and the food choices of the individual and communities. This paper examines three global rights-based paradigms – ‘food justice’, ‘food security’ and ‘food sovereignty’ – that inform activism on the right to food globally and their relevance to food system change in South Africa; for both fulfilling the right to food and addressing all forms of malnutrition. We conclude that the emerging concept of food sovereignty has important yet largely unexplored possibilities for democratically managing food systems for better health outcomes.

'Food justice' and 'food sovereignty' have become key words in food movement scholarship and activism. In the case of 'food justice', it seems the word is often substituted for work associated with projects typical of the alternative or local food movement. We argue that it is important for scholars and practitioners to be clear on how food justice differs from other efforts to seek an equitable food system. In the interests of ensuring accountability to socially just research and action, as well as mounting a tenable response to the 'feed the world' paradigm that often sweeps aside concerns with justice as distractions from the 'real' issues, scholars and practitioners need to be more clear on what it means to do food justice. In exploring that question, we identify four nodes around which food justice organizing appears to occur: trauma/inequity, exchange, land, and labor. This article sets the stage for a second one that follows, Notes on the practice of food justice in the U.S., where we discuss attempts to practice food justice. Molly Anderson's argument that irrespective of the US refusal to ratify the International Covenant on Economic, Social and Cultural Rights (ICESCR, 1966) it is time for federal food assistance programs such as SNAP mandated through the Farm Bill to adopt a right to food and nutrition approach is foresighted and significant. As is Anne Bellow's succinct and equally powerful proposal for widening the debate to include a system's-based human rights approach to a National Food Plan. Their timely advocacy is compelling given the few influential US food policy voices speaking from a food justice perspective about the dysfunctional industrial food system and the failure of the Federal Government to ensure access to healthy food and food security for all.

Although evidence continues to indicate an urgent need to transition food systems away from industrialized monocultures and toward agroecological production, there is little sign of significant policy commitment toward food system transformation in global North geographies. The authors, a consortium of researchers studying the land-food nexus in global North geographies, argue that a key lock-in explaining the lack of reform arises from how most food system interventions work through dominant logics of property to achieve their goals of agroecological production. Doing so fails to recognize how land tenure systems, codified by law and performed by society, construct agricultural land use outcomes. In this perspective, the authors argue that achieving food system “resilience” requires urgent attention to the underlying property norms that drive land access regimes, especially where norms of property appear hegemonic. This paper first reviews research from political ecology, critical property law, and human geography to show how entrenched property relations in the global North frustrate the advancement of alternative models like food sovereignty and agroecology, and work to mediate acceptable forms of “sustainable agriculture.” Drawing on emerging cases of land tenure reform from the authors' collective experience working in Scotland, France, Australia, Canada, and Japan, we next observe how contesting dominant logics of property creates space to forge deep and equitable food system transformation. Equally, these cases demonstrate how powerful actors in the food system attempt to leverage legal and cultural norms of property to legitimize their control over the resources that drive agricultural production. Our formulation suggests that visions for food system “resilience” must embrace the reform of property relations as much as it does diversified farming practices. This work calls for a joint cultural and legal reimagination of our relation to land in places where property functions as an epistemic and apex entitlement.

The Routledge Handbook of Food as a Commons proposes a normative view of what food ought to be, in the process highlighting instances where and when that potential has been actualized. Food currently is an object to sell and extract private value rather than social sustenance. This book proposes that food be reconceptualized against its long liberal and recent neoliberal history as property, making a persistent argument about decommodifying food in 24 detailed chapters. It is in re-commoning that the more than two dozen authors of the book--many of them leaders in their field--find better, alternative ideas about the right to food, global public good, food justice, and food sovereignty. They highlight how food as a commodity is currently characterized by its tradable features (appearance, calorie, price, packaging, purchasing power, taste, etc.), thereby denying its non-economic values. It asks two central questions: what would good policies look like if we build on the assumption that food should be the commons, and how do we get there?

The negative impacts of the COVID-19 pandemic have further exposed and exacerbated the structural weaknesses and inequalities embedded in the global industrial agri-food system. While the mainstream narrative continues to emphasise the importance of ensuring the uninterrupted functioning of global supply chains to counter COVID-related disruptions, the pandemic has also highlighted the resilience of small-scale, sustainable family farming and of spatially and socially embedded food systems. Based on a quantitative and qualitative analysis of three surveys, this study examines organic and agroecological farmers’ responses to the first COVID-related lockdown (March–May 2020) in Italy, as well as the responses of grassroots alternative food networks (AFN) in the city region of Rome. The results show how local grassroots action played a significant role in ensuring food access, provisioning, and distribution, often in the face of delayed or insufficient action of mainstream food system actors and institutions. These grassroots responses identify opportunities and barriers for agri-food system transformation away from neoliberal, market-based interventions and towards policies that support food sovereignty and democracy in the context of localised, agroecology-based and more resilient agri-food systems.

Abstract Food systems must become more sustainable and equitable, a transformation which requires the transdisciplinary co-production of knowledge. We present a framework of food sustainability that was co-created by academic and non-academic actors and comprises five dimensions: food security, right to food, environmental performance, poverty and inequality, and social-ecological resilience. For each dimension, an interdisciplinary research team—together with actors from different food systems—defined key indicators and empirically applied them to six case studies in Kenya and Bolivia. Food sustainability scores were analysed for the food systems as a whole, for the five dimensions, and for food system activities. We then identified the indicators with the greatest influence on sustainability scores. While all food systems displayed strengths and weaknesses, local and agroecological food systems scored comparatively highly across all dimensions. Agro-industrial food systems scored lowest in environmental performance and food security, while their resilience scores were medium to high. The lowest-scoring dimensions were right to food, poverty and inequality, with particularly low scores obtained for the indicators women’s access to land and credit, agrobiodiversity, local food traditions, social protection, and remedies for violations of the right to food. This qualifies them as key levers for policy interventions towards food sustainability.
