This article focuses on the opposition to the New Zealand Government’s Roads of National Significance programme to examine the individualistic and collective forms of political engagement that underpin contestation of expressway proposals and the challenges involved in forming an anti-expressway campaign that transcends locally based opposition. Utilising Ernesto Laclau’s notion of populism, it is argued that, in a post-political planning context, a reliance on an individualistic or institutionalist political strategy can restrain collective action and the development of effective supra-local or national campaigns. The populist and institutionalist logics underpinning the campaigns against the Kāpiti expressway proposal reveal the shared interests between activists and local opposition groups and the potential for progressive forms of populist action on environmental issues and transport policy.

AbstractAs social, economic and environmental issues have become more prominent in the 21st century, there has been increased critical scrutiny into the ways that outdoor learning interacts with sustainability issues and concepts. As a result, a number of discourses have emerged which interrogate human/nature relationships in traditional outdoor education and propose greater engagement with place-responsive or sustainable approaches. Drawing on research with teachers in Aotearoa New Zealand, this article explores possible intersections between sustainability education outdoor learning. Accordingly, this article focuses on two key ideas: First, the nexus of experience and place offers significant promise for educational endeavours that seek to educate for a sustainable future. Second, traditional conceptions of wilderness as a pedagogical site, can be problematic for outdoor education programs which seek to claim the ground of sustainability. While there is much that can be gained from journeys in remote pristine environments, not all of these experiences necessarily lead to the development of attitudes, understandings, skills, and motivation to live more sustainably. Furthermore, approaches to outdoor learning that seek to develop connection to and care for remote, pristine places, at the same time ignoring more local or impacted places, could present a dichotomous view of ‘nature’ to students, thereby disrupting efforts to educate for sustainability.

<p>The complex range of challenges facing the environment has prompted the conservation movement to evolve and incorporate new concepts, attitudes and strategies. A prominent approach that has attracted scholarly attention is the appeal for broader societal involvement and an increased human-focus for the conservation movement. This new approach is particularly notable for the inclusion of private business in conservation strategies. Subsequently, these strategies have prompted criticism of their links to neoliberal ideology and the encouragement of consumption-based measures.  Conservation in Aotearoa New Zealand has followed this strategy of business involvement, represented by the Department of Conservation’s (DOC) commercial partnerships. The deliberate use of large businesses is used to access external resources and expertise alongside exposure to their respective customer bases. However, the criticisms of neoliberal ideology, matched by the national significance of the conservation estate and its relationship with the New Zealand public has created numerous challenges and considerations for DOC to navigate.  To acknowledge the different attitudes and relationships that people have to the environment and conservation, a constructivist approach was used to examine the implementation of DOC’s partnership strategy. A case study consisting of seven interviews with representatives from DOC, environmental NGOs and the businesses involved in the partnerships was carried out. The data revealed three central themes; initially, of the need for a wider approach to conservation, followed by the intrusion and influence of neoliberal ideology into the domain, and the presentation of win-win strategies. This research provides a critical analysis of DOC’s recent shift in strategy and the implications of it on future strategies.</p>

This article is based upon a month-long survey of the reportage of New Zealand environmental news in the country's metropolitan daily and Sunday newspapers. The study examines topics such as the coverage of different environmental issues, the frequency and distribution of different types of sources accessed for the news stories, the distribution of environmental news across different sections of the newspapers, and the ratio of news stories to opinion articles. The article concludes that ‘the environment’ is often interpreted through an economic and business framework in newspaper reportage. This is reflected in the prominence of particular kinds of environmental issues in the survey, such as climate change and electricity/energy production and consumption, and the dominance of bureaucratic and corporate/industry group sources in environmental news. The increasingly problematic nature of ‘the environment’, and the growing importance of the impact of environmental change on economic life, particularly in a national economy that remains heavily reliant on agriculture, is evident in a high proportion of ‘op-ed’ articles in the survey and a high proportion of environmental news stories in the business sections of the newspapers.

For this edition on environmental activism and the law, we examined how contemporary green political parties construe their role and relevance when many environmentalists including the Extinction Rebellion (XR) movement are bypassing parliamentary processes by taking to the streets as well as by proposing alternate forms of political engagement such as convening national citizens’ assemblies. This report features interviews conducted in early 2020 with Paul Manly (MP, House of Commons, Green Party of Canada); Chlöe Swarbrick (MP, New Zealand Parliament, Green Party of Aotearoa New Zealand); and Jonathan Bartley (Co-leader of the Green Party of England and Wales, and councillor on Lambeth Council, London). Each interviewee responded to the same questions, which are detailed below. The interviews were conducted by Emma Thomas, XR Vancouver (interviewed Paul Manly); Trevor Daya-Winterbottom, FRGS, Associate Professor in Law, University of Waikato, and Deputy Chair of the IUCN Academy of Environmental Law (interviewed Chlöe Swarbrick); and Benjamin J Richardson, Professor of Environmental Law, University of Tasmania (interviewed Jonathan Bartley).

During the Covid-19 crisis, stereotypical images of young people as selfish troublemakers or passive victims appeared in the media and scholarly publications. These persistent views disregard many young people's authentic experiences and civic contributions. In this article, we challenge these perceptions by highlighting young people's acts of citizenship during the pandemic lockdowns that took place during 2020 in Aotearoa New Zealand. Despite being internationally praised for its compliant Covid-19 response, citizens were prepared to challenges the pandemic restrictions in order to have their voices heard. Young people were often at the forefront of these protests, wanting to actively participate in matters that concerned them by joining Black Lives Matter marches or campaigning to lower the voting age. At the same time, young people engaged in more personal and invisible acts of citizenship within their families and school communities. In this article, we share evidence from our empirical study into young people's social and political engagement during the Covid-19 lockdowns in Aotearoa New Zealand. Implications of this study for citizenship education are discussed.

<p>This thesis explores narratives of property and ownership in natural resources, particularly common property resources such as the foreshore and seabed. Using the Ōhiwa Harbour as a case study, I investigate property relations between Māori, Pākehā and official agencies in respect to the natural environment in an evolving ‘third space’ in Aotearoa New Zealand. In this space, conflicting narratives on the ‘ownership’ of common property resources hold centre stage. This research addresses a gap in the literature concerning everyday Māori-Pākehā relations in owning and governing natural common goods, taking both the community and local government levels into account. Its principal questions are: How do property relations inform people’s capacity to act collectively across cultural meanings? How might intercultural communities utilise legal pluralism to facilitate decolonisation in natural resource governance? Can nature be given the agency it is sometimes declared to have? Overarching these and other research questions is an investigation of how far commoning has progressed in the case-study area and whether this might form the basis for new developments for the concept of the commons.  Informed by theories relating to both the commons and institutions which embody collective action, I employ a three-layered approach to property that distinguishes cultural ideologies, legal-institutional frameworks of rights, and actual social relationships and practices. I show that this mixed theoretical and empirical approach can be usefully tested through in-depth ethnographic fieldwork. In particular, my participation in everyday interactions of kaitiaki, care groups and the Ōhiwa Harbour Strategy partnership has revealed important nuances, synergies and differences between the different layers of property relations.  I propose separate institutions for collective action are emerging at the community level that have started to borrow cultural concepts from each other, although their practices remain largely disconnected. At the local government level, too, the Ōhiwa Harbour Strategy partnership embodies common and intercultural ownership and offers an important stage for iwi and hapū representation. There are rich ‘commoning’ opportunities at both the community and the local government levels for the exercise of transformative power regarding the local normative order. The self- and multi-level governance of common properties such as the Ōhiwa Harbour could be fostered if ideas of the commons would be embraced more broadly, including at a national governmental level. The sense of shared ownership in the landscape that tāngata whenua and Pākehā express provides, moreover, opportunities to move beyond the formal Crown-Māori reconciliation processes that have largely excluded Pākehā.  For these reasons alone, future research into the knowledge commons is crucial. The thesis contends that commons research in Aotearoa New Zealand needs to critically engage with concepts such as rangatiratanga, kaitiakitanga and stewardship, both per se and because their realisation appears to be a quest not only for Māori but for a growing number of Pākehā who question ongoing marketization and seek alternatives to public and private ownership. The thesis findings also point to other areas of research which could benefit from a commons approach, such as Pākehā and Māori memory of the transformation of landscapes, and issues related to farming, forestry and particularly freshwater.  Based on an in-depth study of both the current imaginary of the commons, and practical progress on institutionalising collective action at Ōhiwa Harbour, this thesis contributes to and opens the way for future thinking on shared, socially and ecologically sustainable landscapes.</p>
