<p>This project looks at how destroyed architecture, although physically lost, fundamentally continues to exist within human memories as a non-physical entity. The site chosen is Avonside Girls’ High School in Christchurch, New Zealand, a school heavily damaged during the February 22nd earthquake in 2011. The project focuses on the Main Block, a 1930s masonry building which had always been a symbol for the school and its alumni.  The key theories relevant to this are studies on non-material architecture and memory as these subjects investigate the relationship between conceptual idea and the triggering of it. This research aims to study how to fortify a thought-based architecture against neglect, similar to the retrofitting of physical structures.  In doing so, the importance of the emotive realm of architecture and the idea behind a building (as opposed to the built component itself) is further validated, promoting more broadminded stances regarding the significance of the idea over the object. A new method for disaster recovery and addressing trauma from lost architecture is also acquired. Factors regarding advanced structural systems and programmes are not covered within the scope of this research because the project instead explores issues regarding the boundaries between the immaterial and material.  The project methodology involves communicating a narrative derived from the memories alumni and staff members have of the old school block. The approach for portraying the narrative is based on a list of strategies obtained from case studies.  The final product of the research is a new design for the high school, conveyed through a set of atmospheric drawings that cross-examines the boundaries between the physical and non-physical realms by representing the version of the school that exists solely within memories.</p>

‘Disaster tourism’ is usually conflated with ‘dark tourism’ and also is often linked with disaster recovery. This article contributes to discussion on these relationships by examining the post-disaster narratives which have played out through tourism in the central Canterbury city of Christchurch, New Zealand, following the major earthquakes of September 2010 and February 2011. Through an analysis of regional and national media and tourism promotion material related to the earthquakes, the post-disaster narratives which developed in relation to tourism were observed. The article thereby highlights how disasters become framed through tourism, showing how post-quake tourism narratives can transition from narratives of destruction and loss to narratives of renewal and hope. The notion of ‘transition’, having become a powerful tourism product in itself, sheds new light on the relationship between ‘disaster tourism’ and ‘dark tourism’ and also between tourism and disaster recovery.

<p>Recent years have seen a series of natural disasters place significant social and fiscal strain on a number of economies. Determining the appropriate tax response to natural disasters involves multiple complex policy decisions, which often need to be made under significant time pressure with limited information. While natural disasters are predicted to become more frequent and costly, there has been little focus on the links between tax policy development and responses to natural disasters. In particular, no research has systematically compared international tax policy responses to natural disasters.  This thesis outlines the tax responses in the pre-disaster, disaster response, and post-disaster recovery stages of the 2010/11 Canterbury earthquakes in New Zealand and the 2010/11 Queensland floods in Australia. By summarising the responses in this way, a useful resource for future tax policy makers has been created. These tax responses are evaluated against the standard economic principles of good tax policy, and an investigation is made into the relationship between the responses and the strength of the existing tax policy system, as measured by OECD, World Bank and other expert reviews. As part of that investigation, individual case studies are presented that dissect 44 semi-structured interviews with tax policy makers from Australia and New Zealand, selected to represent the views of government officials, tax practitioners and tax academics. A large number of legislative documents, policy reports, formal reports, technical guidance, submissions, academic literature and media items prepared by these policy makers are also analysed.  The analysis shows that both countries had a range of pre-existing rules for dealing with natural disasters but there were gaps and a lack of consistency, which were more pronounced in New Zealand. The immediate response in both countries involved significant administrative effort, and in New Zealand there were a large number of legislative changes which reflected the comparative lack of pre-disaster tax settings. New Zealand also made a large number of changes to support post-disaster recovery. Such changes were not required following the Queensland floods, because timing issues for revenue expenditure and the timing or taxation of capital expenditure had previously been addressed by earlier generic tax changes and Australia’s comprehensive capital gains tax (CGT). While both countries were forced to consider funding options for recovery, pressure was mitigated in New Zealand by high levels of public and private insurance, allowing the New Zealand government to rely on existing taxes and increased debt. The Australian government, which did not have a disaster fund or insurance scheme, implemented a one-year flood levy. New Zealand also supported reconstruction through tax incentives. In contrast, no such measures were proposed or enacted in Australia, due to existing rules, Australia’s comprehensive CGT, and the extensive range of Australian government disaster recovery grants which reduce pressure for tax incentives to aid recovery.  The empirically-based patterns from the two case studies suggest that countries with stronger existing tax policy systems have tax responses to natural disasters which align more with the standard economic principles of good tax policy, even when they are less prepared for an event. However, any weaknesses will also be reflected in the tax responses made.</p>

Abstract In recent years, humanitarianism has been portrayed as a revolutionary new force in the anti-nuclear movement. This article challenges this progressive understanding of humanitarianism’s role in nuclear affairs by exploring how the language and concept of humanitarianism have been deployed by two states that have been deeply involved in international nuclear law projects over the last 50 years: Australia and New Zealand. It argues that contrary to popular perceptions about the radical potential of humanitarianism in nuclear affairs, the phenomenon’s track record in Australia and New Zealand is chequered. Indeed, in certain key respects, humanitarianism has impeded anti-nuclear agendas in Australia and New Zealand: first, the ambiguity inherent in the language of humanitarianism has allowed it to be deployed to support the maintenance of nuclear weapons; and secondly, humanitarianism has generated outcomes that often support and reinforce the status quo legally and structurally. The article also offers some reflections on the relationship between humanitarianism and international law in the nuclear context. Specifically, it shows how the Australian and New Zealand case studies reveal contradictory approaches to, and understandings of, humanitarianism as law.

The Heritage Hotel (formerly Old Government Buildings) is one of the architectural heritage icons of Christchurch, New Zealand. Seismic retrofitting was undertaken on the structure in 1995 to achieve the earthquake loading provisions of the 1992 standard for design loadings (NZS 4203:1992). This building is a distinguished 1909 unreinforced masonry Italian High Renaissance palazzo building. The retrofit work included the installation of new lateral load-resisting structural systems, refurbishment of individual building elements, and partial building demolition with a total cost of approximately NZ$3.75 million. Detailed observations following the 2010/2011 Canterbury earthquakes showed that the building was subject to only minor damage during the September 2010 earthquake, whereas the February 2011 event caused some damage to exterior stonework and flooding in the basement due to liquefaction. This damage was easily repaired, and the building was fully functional by September 2013. Reported herein are details showcasing the success of the seismic retrofit and post-earthquake performance observations.
