The article illustrated the intervention of government within poverty alleviation through inclusive social protection for People With Disabilities. By studying Special Health Insurance program in the Special Region of Yogyakarta, it assumes that the existence of the program has occurred from a rights-based perspective in inclusive health configuration. It is based on the case study approach that aimed to explain the Special Health Insurance program implementation to extend coverage to all People With Disabilities. The main result provided the Special Health Insurance-integrated scheme program can be more inclusively and accessible for People With Disabilities than former social protection programs in Indonesia. It has finally provided the best practice for the social protection program as a social policy tool focusing on disability.

Law Number 24 Year 2011 on Social Security Administering Institution functions as guidance in the implementation of social insurance. One of the membership requirement mentioned in the act is the workforce (PPU). To obtain the Health Insurance, the Manpower (PPU) is required to pay a contribution of 5% of the Regional Minimum Wage under the terms of 4% of employers and 1% of Labor. Nevertheless the expected health services have not been achieved yet. The needs for evaluating National Health Insurance program were to assess the extent of program effectiveness, service improvement and membership expansion. This research focused on input, process, and output of JKN Program implementation operated by BPJS Health KCU Surabaya. The research used descriptive qualitative method. The results showed that the assessment of the JKN program implementation both in terms of input, process and output has been implemented quite well.Keywords: Policy Evaluation, National Health Insurance Program, BPJS on Health Surabaya, and Manpower

The study aimed to analyze the perceptions of the doctors of Hermina Hospital Bogor on BPJS health service quality and satisfaction level of the national health insurance program and to analyze the effects of service quality on the doctors’ satisfaction. Questionnaires were utilized to obtain the primary data, while literature reviews were conducted to obtain the secondary data. The data were analyzed by using descriptive analysis and multiple regression analysis. The results of this research, in reference to the descriptive analysis of the perceptions of the doctors in Hermina Hospital Bogor on satisfaction and quality service of the National Health Insurance program, indicated that the program is considered unsuitable in its implementation. The results of multiple regression showed that the variables of BPJS service quality have influences on the satisfaction of the doctors of Hermina Hospital Bogor.
