The research  purpose is to describe implementing of MSMEs empowerment in Batu using perspective of Quadruple helix model . This research using descriptive qualitative approach. Government of Batu through Department of Micro Enterprise Cooperatives and Trade of Batu implements MSMEs empowerment by relying on 4 main factors of empowerment: financial capital access, human resource, partnership, and market strengthening.  This government also established Integrated Business Service Centre (IBSC) as one of the commitments in empowering MSMEs and also making Batu as MSMEs centre. The result of analysis using the concept of Quadruple helix model  found that MSMEs empowerment in Batu involves collaboration of different sectors: the government of Batu, private/business institutions, academics, and civil society through communities, groups, and non-governmental organizations. Thus, the government of Batu plays dominant roles in the interaction synergies of different sectors and being responsible in equitable economic development. Private institutions play roles as production developer, academics play roles as knowledge and skill development transferor and civil society plays roles as creative economic agents and product users

The paradigm shift in disaster management places non-governmental organizations (NGOs) as the actors who contribute to the process. However, NGOs still face many challenges both internally and externally. The author tries to find challenges from the role of NGOs and tries to formulate the right strategy. This research is categorized as a post-positivist paradigm and uses a mixed active method. The NGOs analyzed were Yayasan Peta Bencana and MPBI. The results show that there are internal and external challenges. The challenges are the number of volunteers are limited, lack of volunteer knowledge, there is no program evaluation, and financial accountability from NGOs. Meanwhile, external environmental barriers are still low in understanding and role of society and the contribution of the private sector is still low. The authors formulate nine strategies to overcome these problems. A limitation in this study is that researchers only use secondary data to explain the role of either the government or other actors.

One of the efforts made by the government to increase development is by developing the field of investment, because economically investment is the first step in production activities. In this regard, to create a realization of sustainable investment, a conducive investment climate is needed. A conducive investment climate in the economy is a hope for the community, investors, business people and the government. This study aims to analyze and explain the strategies of the Banyuwangi Regency Government as an effort to create a Conducive Investment Climate that is useful for regional development. This research was conducted using qualitative methods with a case study approach. Data collection techniques that will be used in this study include interviews, focus group discussions, documentation and literature studies. The results showed that BanyuwangiRegency implemented regulations on investment by implementing several e-Government applications that had the function of transparency, accountability, and facilitating public services related to investment. E-government leads to good governance because government services are more transparent, effective and efficient so as to form public trust which has an impact on increasing investment interest by investors. The increase in investment was also caused by policies or regulations that favored the creation of a conducive investment climate.

This research aimed to identify supporting and inhibiting factor in the implementation of Village-Owned Enterprise (BUMDes) policy in Sumberejo Village, Batuwarno Sub District, Wonogiri Regency. The approach used in this study was descriptive qualitative research. Data were obtained from the result of interview, documentation, and observation. Interview was conducted with the officials representing Village Community Empowerment Office of Wonogiri Regency and the officials Sumberejo Village. Documentation related to BUMDes of Sumberejo Village. Observation was conducted by seeing situation and condition in Sumberejo Village environment and BUMDes. The result of research showed that the supporting factor in the implementation of BUMDes policy included: communication; disposition; characteristics of the the implementing agencies and economic, social and political conditions. Meanwhile, the inhibiting factor included resources (HR or human resource and budget resource); bureaucratic structure; and policy standard and objectives. Supporting factors can encourage the development of BUMDes and increase the profit, despite some limitations. The factors inhibiting BUMDes policy generates some problems to BUMDes, so that its profit percentage and contribution to PADes (Original Village Income) have not been optimal yet and is fluctuating. Edward III’s, and Van Meter and Van Horn’s implementation model theory used to analyze BUMDes policy in this study evidently are the factors affecting the implementation of BUMDes policy, in the form of supporting and inhibiting factors.

In France, to reach a good career as the high-rank of government officials, people must join the Ecole National d’Administration (ENA). This situation put the ENA graduates (enarques) in the strategic position as the administrative elite but this special privilege gives the word egalité within higher education a hollow sound. This paper wants to know the impact of Ernarques on the merit system recruitments of high-rank civil servants. The method used in this paper writing is a systematic literature review. The results of this study show that it is not compulsory to dissolve ENA but we should treat ENA as an ordinary school for Public Administrator. Then, it is important to create another university that has the same concentration and access as ENA to procreate a fair competition. Finally,  we must invite diverse graduates to join the high-rank position to encourage innovation and competitive nuance in the public organization.

Defending the state is the attitude and actions of citizens based on love for the country, awareness of the nation and state, belief in Pancasila as the ideology of the nation and state, willingness to sacrifice to face threats, challenges, obstacles, and disturbances (ATHG). To achieve national goals, the Astra gatra composing National Resilience requires an integrated implementation system that refers to geopolitical dynamics. This integrated system can be stated in a state defense system that already has a strong legal basis in the 1945 Constitution, as well as Law Number 3 of 2002 concerning State Defense (Law No. 3/2002), Article 9 of Law Number 3 of 2002. Law -The State Defense Law also classifies state defense into three groups, namely the Main Component (TNI), Reserve Component, and Supporting Component. In implementing state defense, a citizen can do it both physically and non-physically. Physical state defense includes struggling to take up arms when there is an attack from a foreign country against national sovereignty. Thus, it is necessary to further study the implementation of existing policies regarding state defense, as an effort to strengthen the state defense system of the Republic of Indonesia. In this writing using qualitative research methods.

E-government has been a global trend in the world. Many countries around the world have implemented E-government since it is believed could give substantial benefits to citizens, businesses, and governments. The aim of e-government is to support the modernization of the public sector, enabling its transparency and effectiveness. With regard to these significant outcomes, e-government could streamline the economic and social development of a nation, including Indonesia. This paper aimed to review the literature on e-government implementation and its future perspective in Indonesia. The inclusion criteria were e-government trends around the world, application of e-government in Indonesia, the factors and the impact of e-government. This study revealed the critical factors that could affect the implementation of e-government in Indonesia. In addition, e-government has a potential to increase transparency, citizen engagement, and gross domestic product (GDP) growth in Indonesia.

Amid the debate of whether community-based organizations created by the government can increase citizen participation in public affairs, by conducting a case study on Village Council formed by the DKI Jakarta Provincial Government, this research aimed to investigate the way this organization works and whether this organization can increase citizen participation. This study used a mixed method to achieve research objectives. The result indicated the minimal role of the Village Council in encouraging citizen participation. The ability of community organization to establish a quality relationship with citizens become a significant determining factor for inviting citizens to participate. However, it is not enough because the context of the existence of community organizations also determines the ability of community organizations to play their roles such as the construction of legal formal and construction of relationships built between a community organization and the arena of policymaking.
