The article is devoted to the 100th anniversary of the birth of Nikolay Prokofyevich Fedorenko, a graduate of M.V. Lomonosov MITHT, a participant of the Great Patriotic War, the head of MITHT department for chemical industry economy (1951-1962), since 1953 to 1958 - the deputy director of MITHT for studies. N.P. Fedorenko is Doctor of Economics, professor, academician of the Academy of Sciences of the USSR, member of the presidium of the Academy of Sciences of the USSR, academician-secretary of the Economy department of the Academy of Sciences of the USSR, one of the main founders and the first director of the Central Economics and Mathematics Institute of the Academy of Sciences of the USSR (1963-1985). N.P. Fedorenko was the most talented organizer of the economic science. He made a large contribution to the chemicalization of the national economy, to the application of modern mathematical methods and computing hardware for economic research, to the planning, management and studying of the theoretical and methodological bases of optimum performance of economy.

Contemporary realia of transformational processes in Ukraine's economy drive the need for implementation of a specific toolkit that seamlessly integrates a range of mathematical methods to solve economic problems. Mathematical economic models are increasingly becoming indispensable tools for modern theoretical and applied economics. However, the self-sufficiency of this research approach has been repeatedly questioned due to a number of organizational and institutional challenges in the economic science and education domains, as well as in the context of functional changes in the economy as a whole. The purpose of this study is to substantiate the concept of the role and significance of mathematical economic modelling within the framework of theoretical and applied economic research, along with providing insights into the role of mathematical economic modelling as a separate area of study and applied economic research viewed as a connecting link in the triad of "economic theory – economic policy – business practice". It is argued that a mathematical economic model has to be legitimized as a separate research subject (to some extent similar to the concept of a legal entity in the economy) that complies with certain requirements of economic theory and economic information. For this purpose the model should entail specific inherent characteristics including the model datasheet which is a unique identifier of a model, contributing to clear differentiation of one model from another. Alongside with the need to enhance the methodology and application of mathematical economic models, an overdue challenge is the demand for inventory of existing model park, the preparation of a comprehensive Handbook on mathematical economic modelling tools providing specific outcomes of their application which is consistent with published scholarly literature and applied studies on modelling methods and models of real objects and systems.

Agricultural producers are currently experiencing difficulties in competitive production. As a result, strategic plans for agricultural development require constant adjustments. To improve the strategic planning in the local agriculture, the region needs an effective system that would ensure a continuous functioning process and competitive production. The research objective was to develop proposals in order to improve the strategic planning of regional agricultural development. The study was based on general scientific methods, i.e. synthesis, analysis, abstract-logical and economic-mathematical methods of economic research, etc. The author obtained materials from the Territorial Department of the Federal State Statistics Service and the Ministry of Agriculture and Food of the Republic of Buryatia for 2018. The article introduces an analysis of the current development of strategic planning in agriculture and socio-economic problems of agricultural development in the Republic of Buryatia. The author developed some recommendations on the process of strategic planning of agricultural development. Competitive agricultural development requires an integrated approach that could ensure effective development of strategic plans and agricultural producers. The proposed strategic planning process will allow farmers to develop effective strategic plans while producing competitive products.

The purpose of the study is to digitalize the business processes of a regional enterprise basing on the elaborated production structure optimization model and taking into account the influence of the enterprise development factors. Statistical and economic, monographic, abstract-logical, computational-constructive and modeling methods of economic research were used in preparation of the article. The current state of the region’s development shows the need and readiness for digitalization of the agricultural enterprises. When using economic and mathematical methods to develop a digital business model in research, the problem of optimizing the production structure to maximize the financial result under given production conditions was solved. The main variables of the model are the area under crops and the number of farm animals. The constraints express the conditions for the use of resources; they are imposed on most variables and are written as inequalities. The solution to the problem was carried out to maximize the financial result from the products sale. The resulting optimal combination of production sectors of the organization will improve the production and financial performance of the enterprise as a whole. As the object of the study the agricultural leader of the region and an exemplary diversified enterprise was chosen - JSC “PZ Meliorator”, Marksovsky district, Saratov region. The digital optimization business model, taking into account the influence of organizational development factors, is not static and can be applied to any economy in the region.


The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and foodstuffs for 2013-2020 primarily aims to ensure the food security of the Russian Federation taking into account the economic and territorial availability of agricultural products, the achievement of which in modern economic conditions is not possible without the technical modernization of rural economy enterprises. However, the state support of agricultural producers in this direction does not lead to achievement of the specified indicators, while the rates of renewal of fixed assets against the background of growing wear continue to slow down. In addition, a low level of quality management in reproduction of fixed assets causes a decrease in the effectiveness of their use in agriculture. In the modern economic environment, the quality of management decisions is largely determined by the use of economic and mathematical methods and methods of economic research. The use of correlation-regression analysis made it possible to obtain a multifactor model for the efficiency of the use of fixed assets by agricultural enterprises in the Ulyanovsk region. Neural network analysis of factorial and resultant indicators conducted by the method of self-organizing Kohonen maps with the help of the software product Deductor revealed regularities of the "clustering" type and formed the rules of clustering. Analysis of the color gamut of the maps and cluster profiles showed that the most significant indicators for the return on assets which is the main indicator of effective management of fixed assets are the degree of renewal of fixed assets, current assets value per 100 rubles of fixed assets, the share of the active part of funds, the degree of depreciation of fixed assets. The analysis revealed that in the conditions of the Ulyanovsk region the effectiveness of fixed assets management is due to a higher degree of the fund renewal and the ratio of the current to fixed asset values, and also due to less wear rate.

The penetration of the mathematical apparatus into the economy created the basis for the development of methods of economic analysis, econometrics, mathematical programming, economic statistics, etc. Today, the interpenetration of different branches of knowledge continues, in particular, the application of mathematical methods in the natural and social sciences and in the economic sphere. Among mathematical methods of data processing are polynomial, linear, quadratic, trigonometric, exponential and combined dependencies, differential and algebraic equations. The statistical processing of data from the evaluation of the structure and dynamics of the phenomenon has gone in the direction of correlation analysis and forecasting. The deep penetration of mathematics into specific sciences and the success achieved through a combination of methods from different branches of knowledge is described by many researchers. The possibilities of applying mathematics are increasingly being explored in areas of knowledge where phenomena are poorly structured and characterized by the high complexity of sociology, political science, management and economics. The article presents a retrospective analysis of the development of scientific and applied research concerning the process of mathematics of science and the possibilities of using mathematical methods in economics in particular. Problems and constraints encountered in applying mathematical methods in economic research have been identified. Measures have been identified to ensure the adequacy of the development of economic and mathematical models from the standpoint of approaches to their construction, the improvement of management processes and the improvement of the training of specialists in economic fields.
