Agricultural producers are currently experiencing difficulties in competitive production. As a result, strategic plans for agricultural development require constant adjustments. To improve the strategic planning in the local agriculture, the region needs an effective system that would ensure a continuous functioning process and competitive production. The research objective was to develop proposals in order to improve the strategic planning of regional agricultural development. The study was based on general scientific methods, i.e. synthesis, analysis, abstract-logical and economic-mathematical methods of economic research, etc. The author obtained materials from the Territorial Department of the Federal State Statistics Service and the Ministry of Agriculture and Food of the Republic of Buryatia for 2018. The article introduces an analysis of the current development of strategic planning in agriculture and socio-economic problems of agricultural development in the Republic of Buryatia. The author developed some recommendations on the process of strategic planning of agricultural development. Competitive agricultural development requires an integrated approach that could ensure effective development of strategic plans and agricultural producers. The proposed strategic planning process will allow farmers to develop effective strategic plans while producing competitive products.

This chapter describes how constituencies of a four-year, private liberal arts and science college perceived the effect of philanthropy on the strategic planning process. Due to their reliance upon tuition revenues and private support, liberal arts and science colleges are particularly susceptible to ebbs and flows in the economy. How these institutions plan for the future and the extent to which philanthropy factors into strategic plans provides crucial information about the future of these higher education institutions (Connell, 2006). Gaining a deep understanding of how philanthropy shapes a strategic planning process and the decision-making model that was used during the process provides insight into how philanthropy, strategic planning, and decision-making models intersect to form a new decision-making model, described as feedback and revenue.

Using an integrated approach to tax reform creates opportunities for achieving the goals and objectives of the country's socio-economic development. The purpose of the study is to evaluate the effectiveness of tax reform, to consider the conformity of the measures taken with the theoretical and methodological foundations, and on this basis to develop recommendations for improving existing tax instruments. The subject of the study is the development of the tax sphere of Uzbekistan in the context of economic liberalization and the strengthening of market mechanisms. Methods of economic research: analysis and systematization of tax factors, system analysis, scientific abstraction, historical and logical method, classification and groupings, etc. The hypothesis of the study is that ongoing tax reforms should take into account the scientific and methodological principles of taxation and prevailing features national economy. Statement of the main material. The main scientific and methodological foundations of taxation and the features of the functioning of the tax sphere in the Republic of Uzbekistan are identified. The originality and practical value of the study lies in the fact that it provides an assessment of tax reforms implemented in Uzbekistan, an examination of their compliance with the scientific and methodological foundations of taxation. The findings of the study are that the reforms in Uzbekistan did not always take into account the scientific basis of taxation and were aimed primarily at liberalizing the country's socio-economic development. Directions for further development of the tax sphere are proposed, in particular, measures to improve the classification of taxes and mandatory payments in order to create favorable conditions for optimizing the tax burden and strengthening their stimulating function, measures to reduce shadow activity in the economy by optimizing taxation

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.


ملخص: هدفت الدراسة التعرف على واقع التخطيط الاستراتيجي من خلال أبعاده التالية (تطوير الرؤية والرسالة والأهداف، تحليل البيئة الداخلية والخارجية، تطوير الاستراتيجيات، تنفيذ الاستراتيجيات، المتابعة والتقييم) في مصلحة مياه بلديات الساحل بمحافظات غزة؛ حيث اعتمدت الدراسة المنهج الوصفي التحليلي، وتم تطبيقها على جميع العاملين في مصلحة مياه بلديات الساحل، والذين درجتهم الوظيفية رئيس قسم فأعلى، ومديري الدوائر المتابعين لعمل مصلحة المياه في سلطة المياه الفلسطينية، ومديري دوائر المياه، والمهندسين المسئولين عن خدمات المياه في بلديات قطاع غزة، والمهندسين المتابعين لعمل مصلحة المياه من المؤسسات الشريكة الداعمة، والمهندسين المتابعين لعمل مصلحة المياه من المكاتب الهندسية الاستشارية. من ناحية أخرى، استخدمت الدراسة أسلوب الحصر الشامل لكل عنقود، وبلغت عينة الدراسة (130) مفردة.وقد أظهرت نتائج الدراسة وجود موافقة مرتفعة من عينة البحث حول مستوى تطبيق التخطيط الاستراتيجي في مصلحة مياه بلديات الساحل، وبينت الدراسة عدم وجود فروق في متوسطات استجابات المبحوثين حول التخطيط الاستراتيجي في المصلحة تُعْزى لمتغيرات (الجنس، العمر، المؤهل العلمي، المسمى الوظيفي)، بينما وجدت فروقًا في متوسطات استجابات المبحوثين حول التخطيط الاستراتيجي في المصلحة تعزى لسنوات الخبرة.وقد خلصت الدراسة إلى عدة توصيات، أهمها تعزيز دور الرسالة في عملية التخطيط الاستراتيجي من خلال إدراك الموظفين لمتضمنات الرسالة أثناء أدائهم لأنشطتهم المختلفة في إطار مصلحة مياه بلديات الساحل. كما توصي الدراسة بأن تُمنح الفرصة للعاملين للمشاركة في عملية التخطيط الاستراتيجي لأنها تحفز العاملين على تنفيذ أهداف المؤسسة. وعلاوة على تطوير نظام حوافز فعال يساهم في تنفيذ الخطط الاستراتيجية من أجل زيادة كفاءة العمل وتحقيق أهداف المؤسسة. الكلمات المفتاحية: التخطيط الاستراتيجي، مصلحة مياه بلديات الساحل، محافظات غزة بفلسطين. Abstract This study aimed at identifying the reality of strategic planning through the following dimensions (vision development, mission and objectives, internal and external environment analysis, development of strategies, implementation strategies, monitoring and evaluation) at Coastal Municipalities Water Utility (CMWU) – Gaza governorates. The study adopted the descriptive and analytical approach to conduct the study, which was applied to a sample of all workers inthe Coastal Municipalities Water Utility; and those who have job positions; head section and higher, directors of departments who are following the CMWU in the Palestinian Water Authority. These include managers of water departments and engineers responsible for water services in the Gaza Strip municipalities, and engineers who follow the work of the CMWU of supporting partner institutions, and engineers who are following the work of CMWU of consulting engineering offices. The study included (130) samples.The results showed the existence of high approval from the research sample on the level of implementation of the strategic planning in the (CMWU). The study also showed no differences in the averages of the respondents responses on strategic planning at CMWU due to (gender, age, educational qualification and job titles), whereas the study found differences in the averages of the respondents responses about strategic planning due to years of experiences.The study concluded with several recommendations, the most important is aimed at strengthening the role of the mission in the strategic planning process, through understanding of the employees to the contents of the mission to be guided while performing their different activities within CMWU. The study also recommends that we give the opportunity for those working in the CMWU to participate in the strategic planning process because it helps to participate in the implementation. Moreover, it is important that an effective incentive system which would contribute to the implementation of strategic plans be developed so as to increase the efficiency of work and the achievement of objectives of the institution.

Purpose of the study: The purpose of the study was to critically evaluate the components of the strategic planning process of construction companies in Oman; to investigate the factors that led to the success of strategic planning in construction companies in Oman; to identify the challenges in the implementation of strategic planning among different construction companies’ categories in Oman and to make recommendations in enhancing the strategic planning process for construction companies in Oman as well as in minimizing challenges. Design/Methodology/Approach: This research adopted a mixed approach, quantitative and qualitative approach where it used the quantitative technique to investigate the companies and identify the problem while the qualitative approach was used to explain the challenges and uncover the best practices followed by the companies. The research used the cross-section time horizon data. Out of 940 companies registered as local companies in the category of construction and maintenance, the study tested90 companies using the survey questionnaire and interviews with senior employees/the owners of the companies. Findings: The study has shown that most of the companies have a clear understanding of the strategic planning components. Companies have realistic strategic plans but improvements need to be done to ensure success during implementation. It was also revealed that the motivation is not at the best level and the lack of creating a sense of urgency to implement the strategic plans which need to be enhanced. Research Implications: Some recommendations are given also to enhance the work environment and the manager’s skills and motivation system in the companies to achieve efficient strategic planning. Some recommendations are regulatory. This is a proposal to the government to do special legislation to regulate and protect private companies from unfair competition. Social Implications: The success of the strategic plans of the construction companies will lead to the socio-economic growth of the country. The recommendation will enhance the work environment and the strict implementation of strategic planning processes in construction companies in Oman. It was suggested that the Government need to amend the legislation curbing the unfair competition created by illegal contractors and small companies. Originality/value: There were no earlier studies discussed more in detail about strategic planning in construction companies in Oman. This study will help the companies’ owners and the decision-makers to adopt more successful strategic plans which will lead to greater success of the construction companies to have huge economic growth. Performance measurement translates organizational goals into objectives and actions. In empirical performance information scores and ranks functional departments and subordinates based on their implementation capacity— such capacity indexes could be linked to strategic planning and its adjustment. Previous research in strategic plans and performance measurement focused on the nature of performance information. This study further detects how it relates to different stakeholders’ interests and capacity. Does various stakeholders’ participation in strategic plans enhance the use of performance information in the planning process? Do external stakeholders generate different effect on the use of performance information if compared to internal stakeholders? The author attempts to answer these questions by examining whether external stakeholders (including interest groups and citizen groups) and internal stakeholders (including Chief Administrative Officers, local government staffs and elected officials’) participation in strategic plans could positively influence the application of performance information in strategic planning. Data are mainly from International City/County Management Association (ICMA) “State of the Profession” survey in 2006. The methods of logistic regression and predicted probability are employed. The statistical results show that the participation of CAOs, local government staffs and elected officials are positively and significantly influence the application of performance information to strategic planning. Based on technical rationality, managerial effectiveness and political accountability, internal stakeholders can generate a more significant effect on the use of performance information than external stakeholders.

Strategic urban planning plays a real and significant role in developing the urban areas worldwide because it helps in mitigating the loss of lands; especially in diversion of urban growth away from the “agricultural lands”. It provides better urban services and utilities; in terms of quality; and enhances local economy, livability, and sustainability. This paper explores the importance of strategic plans and their role in sustainable development, in addition to exploring the importance of the implementation process. A questionnaire with the local authorities for a group of 19 cities was implemented. The case studies for the planning of such cities started more than 4 years ago. It has been found that there are many implementation problems that prevent the conversion process. The aim of this paper is represented in two main points. Firstly, illustrating the concept of the strategic planning process and how Egypt deals with it. Secondly, suggesting a new implementation system which can solve the main implementation problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt towards the preparation and implementation of the strategic plans which includes proposed solutions for a problem treatment as well as the opportunity of community participation.

Purpose Strategic planning (SP) enables enterprises to plan management and operations activities efficiently in the medium and large term. During its implementation, many processes and methods are manually applied and may be time consuming. The purpose of this paper is to introduce an automatic method to define strategic plans by using text mining (TM) algorithms within a generic SP model especially suited for small- and medium-sized enterprises (SMEs). Design/methodology/approach Textual feedbacks were collected through a SWOT matrix during the implementation of a SP model in a company dedicated to the local distribution of food. A four-step TM process (performing acquisition, pre-processing, processing, and validation tasks) is applied via a framework developed under the cloud computer paradigm in order to determine the strategic plans. Findings The use of categorization and clustering algorithms show that unstructured textual information produced during the SP can be efficiently processed and capitalized. Collected evidence reveals the potential to enhance the strategic plans creation with less effort and time, improving the relevance, and producing new technological resources accessible to SMEs. Originality/value An innovative framework especially suited for the SMEs based on the synergy assumption of the coupling between TM and a generic SP model.

The provision of adequate environmental sanitation services to all inhabitants of urban areas in developing countries will not be achieved by the market or “self-help” action alone. There is a need for planning but this planning must be strategic in nature, focusing on the most important issues and allowing for the many uncertainties that are inherent in the current situation. The paper describes the field testing of a strategic planning process in India and subsequent efforts to explore ways of institutionalising the lessons learnt from this experience. It reveals some of the key problems encountered during these activities, in particular the lack of a planning culture among local stakeholders and the consequent tendency to respond to problems in ad hoc ways. Analysis of workshops and training courses suggests that there is a need to develop a more integrated approach to capacity building, with a strong emphasis on the way in which individual activities fit into overall planning and development processes. International development agencies could do more to encourage such an integrated approach to capacity building, planning and implementation. In doing so, they should recognise that, in the absence of a strong planning culture, informed decision making is often constrained by a lack of information. Where this is the case, it is critically important to extend the preparation stage of the project cycle to enable local stakeholders time gather the information required to develop a full understanding of problems and possibilities.

Introduction. The progressive development of peasant farm enterprises requires further improvement of the methods of state financial support to completely fulfil the potential of peasant farm enterprises as the best tool in using budgetary funds allocated to improve the quality of life of the rural population. This article is based on the study conducted and aims to identify the resources of peasant farm enterprises to increase employment and incomes of the population, as well as to develop a system of priority measures for long-term state financial support. Materials and Methods. The study analyzed the official data from the territorial body of the Federal State Statistics Service in the Republic of Mordovia and the Ministry of Agriculture and Food of the Republic of Mordovia. To process the empirical material, economic and mathematical methods were used, as well as the those of comparison, groupings, and absolute differences. The set of methods used made it possible to characterize the dynamics and main trends in the development of peasant farm enterprises in the Republic of Mordovia, to study changes in their structure and specialization in terms of production concentration and efficiency, and also to assess the correlation between the amount of grants received and the volume of additional production. Results. The analysis of the organizational and economic conditions for the functioning of peasant farm enterprises in the Republic of Mordovia made it possible to assess the effectiveness of their grant support. The necessity of broadening state financial support in the form of grants and agro-startups for peasant farm enterprises, contributing to income growth, expanding consumer demand and increasing employment of the rural population, has been substantiated. Discussion and Conclusion. The proposed recommendations for improving state regulation will contribute to increasing the efficiency of the functioning of peasant farm enterprises in the Republic of Mordovia in order to improve the quality of life of the rural population. The results of the study will be useful to regional and municipal authorities when establishing territorial programs for the development of the agrarian sector of the economy.
