The article focuses on the textological analysis of “The song of the creation of the Mother-Earth” manuscript as recorded by K. G. Orosin, with edited variants also taken into consideration. The song is being prepared for the publication in the volume “Yakut Folk Songs” of the academic series “Monuments of Folklore of the Peoples of Siberia and the Far East.” The choice of this song for the analysis is due to the fact that all the stages of the creative process from a manuscript to published texts can be followed. The manuscript is characterized by multiple layers, representing as it does an autograph in the form of fair copy with editor’s alterations. This article is dedicated to reconstructing the original version without editorial changes. For an objective assessment of the text changes within the editing practice, we have made a textological interpretation of various readings in edited versions of the song. The song was published three times and republished once in different sources. Two main publications of the song were selected for the analysis. The first publication of 1912 is considered to be the first attempt to divide the straight text into verses. The second publication of 1947 is different in having the “improvements” of the text as a result of editing with a focus on conformity with literary norms. Thus, the textological comment was made to reconstruct the authentic text “The song of the creation of the Mother-Earth” recorded by K. G. Orosin and identify the alterations in edited and published texts.

Introduction. The article analyzes the experience of creating and functioning zones of preferential economic regimes in the Asia-Pacific region. It is shown that in order to create better conditions for doing business on their territory, attract foreign and domestic investment, introduce innovative technologies, increase production volumes, increase the degree of localization and import substitution, increase exports of products and services, create new jobs. The APR countries are focused on the development and implementation of preferential economic regimes.Materials and methods. The methodological basis for the study of the formation and functioning of zones of preferential regimes are General scientific methods (analysis, synthesis, analogy) and special methods for analyzing the enclave approach, the theory of growth poles and growth triangles. The materials of the Far East development Corporation and the Ministry of the Russian Federation of the Far East and the Arctic development on the analysis of the practice of applying preferential regimes operating in the territory of the Russian Federation and abroad were used.Research result. The creation of preferential economic regimes with developed infrastructure in the last four decades in the Asia-Pacific countries has become a widespread practice that has allowed to expand the sales market, getting closer to the direct consumer, and minimize the costs associated with production and logistics through tax incentives and preferences.Discussion and conclusion. The Russian Far East, which is part of the Asia-Pacific region of the world, is inferior to the economic zones of the Asia- Pacific countries in terms of infrastructure quality and logistics development. It is concluded that additional measures are needed to support preferential regimes, increase investment attractiveness and improve the investment climate to ensure the competitiveness of the Far East in the Asia-Pacific region of the world.

One can consider the development of Siberia and the Far East also called macroregion Siberia as Russia’s comeback to its historic movement towards the East which will give Russia sustained economic growth based on the country’s entry into the global division of labor and its active position in the markets of the Asia Pacific Region. It is the region that has become the center of global economic and technological development in the 21st century. Gaps in the country’s economy should be overcome both between separate sectors of the economy and between regions. The development of Siberia and the Far East has huge potential for the development of Russia as a whole, and it will largely determine its geoeconomic prospects in the 21st century. Such development means the introduction of new approaches to the raw materials sector, the creation of transport and energy infrastructure, as well as the development of deep processing industries, the creation of a dynamic innovation sector, improving the living standards of the population and, in general, the formation of new environment for living and people’s self-actualization. Otherwise, Siberia and the Far East are doomed to be subsidized territories with low returns for the country and its inhabitants. According to the author, the development of mechanical engineering focused on the extractive industry can be one of the main factors ensuring the successful development of the economy of the macroregion Siberia and Russia.

The article presents a study of the social risks of the state in special economic, legal, and organizational regimes using the example of territories with a special economic status in the Russian Far East. An important condition for the creation of special territories for the state is the compensation for the provided preferences in full with benefits in the future. The article contains a content analysis of foreign and domestic literature, based on which the social risks of the state are identified taking into account the specificity of the special territories of the Far East. The authors compile a map of social risks based on the main goals of the creation and development of special territories, and highlight a separate classification feature of the state’s social risks – the non-fulfillment of guarantees for the population. The authors also reveal the problems of justifying indicators for assessing risks. Based on the grouping, analysis and comparison of the official statistical information of Rosstat and the RF Ministry of Economic Development, the authors assess the identified social risks of the state in the Russian Far East territories with a special economic status. The article defines the probability and hazard category of each risk.

The paper studies the life and creative path of the outstanding Russian ethnomusicologist E. E. Alekseev. He was born in 1937 in Yakutsk. He studied at the Moscow State Conservatory, named after P. I. Tchaikovsky. He wrote a large number of scientific papers. To a great extent, he explored the mode-scale and mode-intonation sphere of Yakut folk song and early folklore traditional music. He created models of the mode-intonation basis of archaic singing. He also studied various aspects of the traditional singing of Yakuts: genres and styles, the connections of the word and music of Yakut folk songs, the heterophonic polyphony of the Yakut ritual osuokhai, and the Yakut folk instrument khomus. Together with N. N. Nikolaeva, he published the collection of Yakut folk songs of various styles and genres (“Samples of Yakut song folklore”). He conducted the editorial work on the publication of other researchers’ works. He edited the piano works of G. A. Grigoryan. He participated in the release of the record “Ustin Nokhsorov Sings” and the creation of the documentary “Times of dreams” about shamans of Siberia and the Far East. As a composer, he created romances, choirs, and treatments of folk songs. He composed “Sergelyakhsky sketches” comprising 4 piano pieces. Together with composer G. N. Komrakov, he created the opera “Song of Manchary” on a historical plot. His research work is being developed by Russian and foreign researchers of musical folklore. A lot of statements put forward by E. E. Alekseev have further prospects for study.
