This study explores the efficiency and effectiveness of Regional Development Banks (BPD) based on the results of performance audit conducted by the Audit Board of the Republic of Indonesia (BPK RI). Performance audit produces conclusion and recommendation on economy, efficiency and effectiveness (3E). BPDs are expected to be regional champions in their respective regions. Data envelopment analysis (DEA) is used to calculate the level of production and operational efficiency of the BPDs while the level of effectiveness is assessed based on the results of performance audit conducted by BPK RI. The results show that both efficiency and effectiveness are not always achieved.  This study also identifies BPD that have the highest value of production and operational efficiency and the level of effectiveness. The BPD obtained the highest efficiency and effectiveness values that could be used as a reference for other BPDs to make improvements and become a regional champion in their respective regions.

The purpose of this research is to acknowledge the level of efficiency from Regional Development Bank (Bank Pembangunan Daerah)/BPD) in Indonesia. This research use non - parametric approach which is DEA (Data Envelopment Analysis), to measure the efficiency of input and output of the Regional Development Banks. The input variables include are interest expense, administration and public expenses and salary expenses and the output variables are interest net income and other operasional income. The research concluded shows that the performance of the technical efficiency of banks BPD is not all reach the level of 100% and showed a fluctuation grow from 2008 – 2009. Pursuant to the technical efficiency level showed that there are 4 banks from 26 existing banks are showing a maximum efficiency. While the remaining 21 BPD banks fluctuating during 2008 to 2009. The purpose of this study was to obtain the empirical evidence about the effect of credit risk, liquidity, operational efficiency and the macro-economic level to the the performance of regional development banks. This study population was eight Regional Development Banks in Sumatera Island during 2011-2014. Analysis technique used is multiple linear regression. The results showed simultaneously, all the independent variables affected the dependent variable. Partially, only credit risk and efficiency negatively affected the performance of the bank. Liquidity and macro-economic level did not have positive influence on the bank's performance. Keywords: the performance of banks, credit risk, liquidity, operational efficiency and macro-economic level

With the implementation of new round electricity system reform in China, the provincial electricity grid enterprises (EGEs) of China should focus on improving their operational efficiency to adapt to the increasingly fierce market competition and satisfy the requirements of the electricity industry reform. Therefore, it is essential to conduct operational efficiency evaluation on provincial EGEs. While considering the influences of exterior environmental variables on the operational efficiency of provincial EGEs, a three-stage data envelopment analysis (DEA) methodology is first utilized to accurately assess the real operational efficiency of provincial EGEs excluding the exterior environmental values and statistical noise. The three-stage DEA model takes the amount of employees, the fixed assets investment, the 110 kV and below distribution line length, and the 110 kV and below transformer capacity as input variables and the electricity sales amount, the amount of consumers, and the line loss rate as output variables. The regression results of the stochastic frontier analysis model indicate that the operational efficiencies of provincial EGEs are significantly affected by exterior environmental variables. Results of the three-stage DEA model imply that the exterior environmental values and statistical noise result in the overestimation of operational efficiency of provincial EGEs, and the exclusion of exterior environmental values and statistical noise has provincial-EGE-specific influences. Furthermore, 26 provincial EGEs are divided into four categories to better understand the differences of operational efficiencies before and after the exclusion of exterior environmental values and statistical noise.

Abstract This paper aim to develops knowledge in the field of notarial law and finds out the difference in legal standing between Rural Banks and Commercial Banks included Regional Development Banks as buyers in the auction for the executions of collateral for their collateral. Normative legal research methods is uses for this writing. The result of this study indicates that Rural Banks and Commercial Banks have different positions in the purchase of a collateral execution auction. Only Commercial Banks that stipulated in Article 12 A paragraph (1) of the Banking Act can purchase an auction for the executions of mortgage guarantees, while Rural Banks cannot become buyers in the auction for executions of collateral for their collateral.   Abstrak Tulisan ini bertujuan untuk mengembangkan keilmuan dalam bidang hukum kenotariatan dan untuk mengetahui perbedaan kedudukan hukum antara Bank Perkreditan Rakyat dengan Bank Umum termasuk didalamnya Bank Pembangunan Daerah sebagai pembeli dalam lelang eksekusi hak tanggungan atas jaminannya. Penelitian ini menggunakan metode penelitian hukum normatif. Hasil penelitian ini membuktikan bahwa Bank Perkreditan Rakyat dengan Bank Umum memiliki perbedaan kedudukan dalam pembelian lelang eksekusi hak tanggungan atas jaminannya. Bank yang dapat membeli lelang eksekusi hak tanggungan atas jaminannya hanyalah Bank Umum sebagaimana yang diatur dalam Pasal 12 A ayat (1) Undang-Undang Perbankan, sedangkan Bank Perkreditan Rakyat tidak dapat menjadi pembeli dalam lelang eksekusi hak tanggungan atas jaminannya.
