Objectives: This paper present a thorough understanding of bid evaluation process and assessment of innovation in road construction industry. Methods/Analysis: The research articles reviewed are based on topics of bid evaluation process, evaluation of bids in road construction industry, the indicators and techniques of bids evaluation, process of Bid evaluation in countries, innovation in road industry, and indicators of innovation in the context of road construction industry. Findings: It is widely accepted that projects related to the road construction must be accomplished in an organized manner. Literature indicates that the road constructing demands from customers and competition of assessing and evaluating tenders have been increasing rapidly. Novelty /Improvement: Challenges in developing suitable roads contribute to the inconsistency in the industry and directly demands towards physical work on a road construction project, nevertheless, a failure to accurately assessment of tenders can lead to complications for the whole project and road Construction Company. The selection of a suitable construction contractor’s surges likelihoods of successful achievement of a road construction project. Tender evaluation is the procedure of choosing the best contractor for a particular project from many applicants. Although rational and logical methods can be used for bidding strategies, bid evaluation remains a skill for which an engineer’s verdict is crucial. Contractors commonly witness that tender selection is not an easy job, and the lowest bid does not necessarily win the contract. The tender decision mainly depends on quantifiable measures such as financial costs and paybacks, and qualitative or invisible factors like administrative security accountability, aptitude, and the proficiency of the contractors. Moreover, Bid evaluation is a decision-making procedure that incorporates an extensive criteria range for which the information is not accordingly. Hence, ambiguity linked to such information is not appropriate for this study. This paper aims to evaluate innovation during the bid evaluation process in the road industry. The research results indicate that the private and public sectors in Australia offer innovative products and work methods, given the chance. Therefore, innovation during the bid evaluation process is welcomed and sometimes strongly encouraged. Further, it is important to have strong research in to how to effectively determine value for money in the context of developing suitable and quality roads. The article proposes an algorithm for implementation of lean manufacturing in relation to a company in the road construction industry. The concept of lean manufacturing involves the possibility of using several tools at the same time to solve the problems and losses encountered during construction and installation works. The results of testing a tool such as a 5S system in a road construction company are presented to confirm simplicity and effectiveness of the proposed recommendations.

Based on successful international examples of collusion detection, four indicators of the collusion have been chosen and analysed in this paper. The research was done for the majority of tender procedures in the road construction industry, in Poland that was finished in 2016 with the selection of a general contractor. Based on [1, 2, 3] the following four indicators were chosen: the number of offers placed in the tender procedure, the range of bid prices being offered, exactly the same set of offerors in a few tender procedures, repeating ordering the works execution to the same contractor in a given geographical region.

AbstractThe work contains information on the implementation of surveying works in the road construction process. The aim of the research was to identify geodetic risk factors occurring at the stage of preparation of a construction project, the presence of which can greatly disrupt the undertaking such as the road construction. The research was carried out on the basis of expert knowledge, documentation obtained from various road construction projects and the analysis of disturbances at the initial stage of works.

The existing system of bids evaluation in the construction industry does not bring the clients the certainty if all placed bids comprise real, achievable prices. Especially in the road construction sector, where the earthworks create significant part of the works, comparing e.g. the price of 1 km of roads often gives misleading results. The paper comprises the complete proposal to modify the scope of information provided by offerors in the public procurements (in the construction industry) allowing the clients to determine easily if the contractors have placed the consistent offers i.e. if the bid prices are not too high and if the lowest bid price is not a dumping price. The Conjugated Triangle Method (CTM) of inconsistent bid detection in construction industry is based on the three inter-related parameters: means of production, time of works, on the value of works. Regardless of the offered price it should match the other two parameters.

AbstractOne of the key problems in managing the realization of a construction project is the selection of appropriate working crews and coordinating their activities in a way that ensures the highest degree of implementation of defined goals (minimizing the project duration and/or reducing downtime and related costs). Most of the existing methods of work harmonization used in construction industry allow obtaining the desired results only in relation to the organization of the processes realization in repetitive linear projects. In case of realization of non-linear construction objects or construction units, it is usually necessary to choose between the reduction of the project implementation time and maintaining the continuity of crews work on the units. It was found that there is a lack in the literature of developed method enabling harmonization of crews’ work, while minimizing the downtime at work and the duration of the entire project taking into account additional constraints, e.g. the need to not exceed the deadlines for the realization of the project stages.The article presents the concept of a multi-criteria optimization method of harmonizing the execution of non-linear processes of a multi-unit construction project in deterministic conditions. It will enable the reduction of realization time and downtimes in work, taking into account the preferences of the decision maker regarding the relevance of the optimization criteria. A mathematical model for optimizing the selection of crews and order of completion of units in multi-unit construction projects was also developed. In order to present the possibility of usage of the developed concept, an example of the optimal selection of crews and their work schedule was solved and presented. The proposed method may allow for better use of the existing production potential of construction enterprises and ensure synchronization of the crews employed during the work, especially in the case of difficulties in acquiring qualified staff in construction industry.
