Tender evaluation is the procedure of choosing the best contractor for a particular project from many applicants. Although rational and logical methods can be used for bidding strategies, bid evaluation remains a skill for which an engineer’s verdict is crucial. Contractors commonly witness that tender selection is not an easy job, and the lowest bid does not necessarily win the contract. The tender decision mainly depends on quantifiable measures such as financial costs and paybacks, and qualitative or invisible factors like administrative security accountability, aptitude, and the proficiency of the contractors. Moreover, Bid evaluation is a decision-making procedure that incorporates an extensive criteria range for which the information is not accordingly. Hence, ambiguity linked to such information is not appropriate for this study. This paper aims to evaluate innovation during the bid evaluation process in the road industry. The research results indicate that the private and public sectors in Australia offer innovative products and work methods, given the chance. Therefore, innovation during the bid evaluation process is welcomed and sometimes strongly encouraged. Further, it is important to have strong research in to how to effectively determine value for money in the context of developing suitable and quality roads. Objectives: This paper present a thorough understanding of bid evaluation process and assessment of innovation in road construction industry. Methods/Analysis: The research articles reviewed are based on topics of bid evaluation process, evaluation of bids in road construction industry, the indicators and techniques of bids evaluation, process of Bid evaluation in countries, innovation in road industry, and indicators of innovation in the context of road construction industry. Findings: It is widely accepted that projects related to the road construction must be accomplished in an organized manner. Literature indicates that the road constructing demands from customers and competition of assessing and evaluating tenders have been increasing rapidly. Novelty /Improvement: Challenges in developing suitable roads contribute to the inconsistency in the industry and directly demands towards physical work on a road construction project, nevertheless, a failure to accurately assessment of tenders can lead to complications for the whole project and road Construction Company. Unbalanced bidding is a common practice used in both unit price and lump sum contracts. Contractors may unbalance their bids in different forms for various reasons. The studies in the literature either focus on developing optimization models that assist contractors in winning contracts and maximizing profits of their bids through unbalancing or developing models that assist owners in detecting and/or preventing unbalanced bids during the bid evaluation stage. Unbalanced bidding is one of the most controversial subjects in the construction management literature and practice. Although there is no consensus on whether it is unethical or not, this practice is not usually for the benefit of owners. Therefore, owners have the right to reject the unbalanced bids and create a fair competition environment if they have a mechanism to detect it during the bid evaluation process. The main objective of this study is to propose a model, which consists of five different grading systems and helps owners in detecting unbalanced bids during the tendering process. In the proposed model, owners may either calculate the individual grades of each bidder or calculate the final score of each bidder by assigning different weights to these grading systems according to the project characteristics or their own needs. The final scores and bid prices of the contractors can be simultaneously evaluated. In order to demonstrate the applicability of the proposed model, an illustrative example is presented. It can be concluded that the proposed model can be effectively and easily used by owners for detecting unbalanced bids. This paper is the revised version of the paper that has been published in the proceedings of the Creative Construction Conference 2018 (Polat et al., 2018).

In this paper, four bidding enterprises participated in the tendering of municipal engineering construction are evaluated in the bidding process, tendering process and bid evaluation of a large museum by applying the fuzzy comprehensive evaluation method and referring to features of municipal engineering construction projects, so as to select the best bidder. With this method, there will be few subjective factors influencing the decision makers during the bid evaluation process, which can reflect the strength of each bidder objectively and accurately, and improve the bid evaluation method in comprehensiveness and rationality.

Based on the basic-element expression method and correlation function theory in Extenics, combined with the knowledge of slope engineering, a method for evaluating the stability of complex slope is proposed. The evaluation process includes the selection of suitable evaluation indexes of slope stability, identificationof the classification standard for the slope stability, identificationof the weights of evaluation indexes by using the improved analytic hierarchy process,identificationof the classical domain, node domain and matter-element under evaluation,the calculation of the correlation of each stability class for each evaluation index, normalization of correlation,and so on. The selection rule of the slop stability evaluation indexes and selection of correlation function and optimal points are also discussed, which can provide reference for slope engineering designin construction industry.

Detecting leaks in a liquid pipeline is not the most difficult task for a leak detection system (LDS); detecting leaks without giving false leak alarms is the main challenge. An operator will have trouble identifying a real leak if he has to sift through many false alarms. Therefore pipeline leak trials should test the reliability (number of false alarms) of a leak detection system as well as its ability to detect real leaks. This paper reviews how a number of pipeline operators tested their leak detection systems with simulated leaks, verifying the reliability as well as the sensitivity of their new leak detection systems. These simulated leaks were introduced by removing product from the pipeline by bleeding. The paper also outlines a simple table based on the API 1155 guidelines to evaluate software based leak detection systems that can be used as part of the bid evaluation process to hold the leak detection vendor accountable to deliver the performance promised in his bid proposal. This paper high-lights some of the performance limitations to watch for when selecting and testing an LDS, For example; will a pipeline leak detection system detect the quoted minimum leak if the normal operations include transients? Does the system block leak alarms to reduce frequent false alarms? Are the leak detection times based on the time it takes to declare a “Leak Warning” or on the time it takes to declare a “Leak Alarm”? Finally, the paper discusses how to perform more realistic leak tests.

Centralised information systems that are accessible to all parties in a construction project are powerful tools in the quest to improve efficiency and to enhance the flow of information within the construction industry. This report points out the maturity of the necessary IT technology, the availability and the suitability of existing commercial products.Some of these products have been studied and analysed. An evaluation and selection process based on the functions offered in the products and their utility is presented. A survey of local construction personnel has been used to collect typical weighting data and performance criteria used in the evaluation process.

A comprehensive augmentative and alternative communication (AAC) evaluation is critical to providing a viable means of expressive communication for nonverbal people with complex communication needs. Although a number of diagnostic tools are available to assist AAC practitioners with the assessment process, there is a need to tailor the evaluation process to the specific communication needs of the AAC user. The purpose of this paper is to provide a basis for developing an effective and clinically driven framework for approaching a user-tailored AAC evaluation process.

The purpose of this article is to outline a decision-making process and highlight which portions of the augmentative and alternative communication (AAC) evaluation process deserve special attention when deciding which features are required for a communication system in order to provide optimal benefit for the user. The clinician then will be able to use a feature-match approach as part of the decision-making process to determine whether mobile technology or a dedicated device is the best choice for communication. The term mobile technology will be used to describe off-the-shelf, commercially available, tablet-style devices like an iPhone®, iPod Touch®, iPad®, and Android® or Windows® tablet.

Abstract Many children with dysphonia present with benign vocal fold lesions, including bilateral vocal fold nodules, cysts, vocal fold varices, and scarring. Evaluation and treatment of these children are best undertaken in a thoughtful and coordinated manner involving both the speech-language pathologist and the otolaryngologist. The goals of this article are (a) to describe the team evaluation process based on a “whole system” approach; (b) to discuss etiological factors and diagnosis; and (c) to review current medical, behavioral, and surgical treatments for children with different types of dysphonia.
