The scientific article is devoted to the issues of budgeting system at industrial enterprises. The problem of improving the budgeting system in the enterprises of the corporate sector has always been a key issue for both government and business. In a time of economic turmoil and post-crisis periods, this problem becomes even more relevant. Methodological tools are analytical and economic methods of information processing. The relevance, theoretical and practical significance of the scientific research is determined by the focus on solving an important scientific and practical problem of empirical importance for budgeting within the financial planning system with limited financial resources and optimization of project financing sources.

One of the main characteristics of Turkey which is one of the countries that is becoming urbanized fast is that the majority of population chooses metropolises and accumulates in metropolises rather than medium sized cities. In this sense, there are specific problems such as basic urban services especially in metropolises. Therefore, there is an increasing need for enhancing spatial life quality of urban settlements in turkey, strengthen economic and social structure, restructuring spatial planning system in Turkey. It was projected to prepare “Urban Development Strategy and Action Plan” for this aim. In this sense, “Raising Life Standards of Cities and Enabling Sustainable Development” was determined as the primary policy. Moreover, “Integrated Urban Development Strategy and Action Plan for Sustainable Urban Development” was prepared within scope of Program for Alignment with the EU Acquis. “ Integrated Urban Development Strategy and Action Plan 2010-2023”, with its short name Urban Development Strategy (KENTGES), comprises of settlement and urbanization; space, theme and extents of settlement and spatial planning within the principle of sustainability, make relations between spatial sectors within an integrated approach, enable adaptation with national basic policies. KENTGES is a national document which puts forward principles, strategies and actions for solution of structural problems of urbanization and providing healthy, balanced and habitable urban development; determines their practical principles and conveys them to an action program. In this paper, basic principles and practicability of the mentioned action plan which was prepared in order to enable sustainable urbanization in Turkey will be discussed.

Enterprise Resource Planning, a collective integrated approach for all business solutions, has been broadly accepted across various industries since 1990 as the upcoming generation of Manufacturing Business System and Manufacturing Resource Planning software. ERP can be taken as to be “the cost of entry for running and growing a business” (Kumar and van Hillegersberg, 2000). An ERP is an information system, which seamlessly integrated and configured for planning, execution and managing all the resources and their maximum use in the enterprise, and streamlines and incorporates the business threads within and across the functional or technical boundaries in the enterprises. With the use of such information system, an organization can automate its elementary business requirements by reducing the complexity and cost of the related integrations for its components. Enterprise may also apply business process reengineering for optimum utilization of its ERP system, and finally output as growth in business can be recorded. Thus, ERP Security plays major role in protecting an organization business data and their employee’s and customer information as well. Study of Access Control Model of ERP Security is very important to keep the enterprise IT environment safe and secure. This paper focuses on the Risk of Fraudulent behavior of user roles across in terms of usage of ERP system. The case study used the information and data based on questionnaire and various inputs from industry experts.

Faecal sludge management (FSM) is an organized program that allows regularly to collect, transport, process and utilize faecal sludge as biological waste. A faecal sludge management in settlements in Russian Federation is so bad organized or only partially exist. There are significant gaps as well as general understanding of institutional roles and responsibilities at national, state and city levels. Planning should be done in a temporal and spatial context. Сities, while maintaining short-term stability, will be guided by the goals of a long-term vision of creation. Planning system of faecal sludge management in Russian Federation that involves these blocks: regulatory framework, selection of best available techniques (BAT), financing and planning mechanisms, is analyzed. Integrated approach to the creation and regulation of a faecal waste management are shown. For implementation such approach, a system of evaluation criteria is required in order to determine the end product and, accordingly, determine development direction of this industry in the geographical area where this system will operate.
