Faecal sludge management (FSM) is an organized program that allows regularly to collect, transport, process and utilize faecal sludge as biological waste. A faecal sludge management in settlements in Russian Federation is so bad organized or only partially exist. There are significant gaps as well as general understanding of institutional roles and responsibilities at national, state and city levels. Planning should be done in a temporal and spatial context. Сities, while maintaining short-term stability, will be guided by the goals of a long-term vision of creation. Planning system of faecal sludge management in Russian Federation that involves these blocks: regulatory framework, selection of best available techniques (BAT), financing and planning mechanisms, is analyzed. Integrated approach to the creation and regulation of a faecal waste management are shown. For implementation such approach, a system of evaluation criteria is required in order to determine the end product and, accordingly, determine development direction of this industry in the geographical area where this system will operate.

National security depends mostly on the quality of executive and strategic planning of economy. Evaluation of its effectiveness is possible only with national security system of indicators, which are partially listed in the regulatory documents. But the absence of a complete indicators system makes it impossible to conduct a thorough analysis. This is why empirical research of security evaluation criteria is essential. National Security Strategy of Russian Federation and its evaluation criteria is part of a long-term development strategy till 2020. Analysis of main priorities of the Strategy indicates absence of legal norms, which would bind institutions to activities within national security strategy. There is also lack of planning at the domestic level. A number of criteria indicate low level of national interest security. A significant marker of negative social-economical occurrences is ever-increasing fraction of population with a wage below minimum standard of living. Absence of cycle manufacturing of capital funds leads to low labor efficiency and high dependence on high-quality commodities. One of the issues, which is occasionally brought to discussion and is essential to this study, is determination of the degree to which economy of Russian Federation should be closed. But considering the modern manufacturing resources and the level of education of skilled labor the efficiency of closed economy causes doubt. In author’s opinion, strategically important are such aspects of national security as long-term projection of needs and trends of society, science and technology development, formation of employment policies, which aim at adequacy of public needs and specialists’ qualification profiles as well as recovery of reprocessing cyclicity of capital funds.

Natural populations of crayfish are in depression in Russia and local species are not cultivated. In this situation, experimental cultivation of allochtonous australian crayfish Cherax quadricarinatus is conducted. This species is distinguished by high reproductive abilities and good consumer properties. It has domesticated in Russia spontaneously and produced 9–10 generations in Astrakhan Region. Certain natural selection in the process of domestication provides adaptive ability of this species to local environments and its capabil­ity to reproduce a viable progeny, so there is no doubts in good prospects of its cultivation in industrial conditions.

Development of low-growing varieties is one of the prioritized directions in groups selection. Solution of excessive growth in the selection can be solved in today’s conditions by two means: on a polygenic and on a monogenic level. Up until recently such work was performed by research institutes of horticulture in the U.S.S.R. and Russian Federation only on the polygenic level. The analysis is performed for the data of 17 summer studies on the development of complex donors of monogenic determined dwarfness (gene D), high winter hardiness, group fungal disease resistance (scab, leaf spot and Septoria blight) and bright red coloration of pear fruits (gene C). On the first stage of these studies the issue of the development of population of hybrid dwarf types with high adaptive potential in the conditions of the Central Black Earth region of Russia was solved based on a hybridization of the donors of high winter hardiness and fungal disease resistance with the donors of monogenic determined dwarfness which were the descendants of 4th generation of the NainVert variety. As a result, several complex donors were selected. Its use in long-term pear selection programs would make sorting process possible on earlier stages of the ontogenesis and thanks to that would make it possible to halve the size of hybrid funds. Brief description of the complex donors is given.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

Mixed viral infections are common in plants, and the evolutionary dynamics of viral populations may differ depending on whether the infection is caused by single or multiple viral strains. However, comparative studies of single and mixed infections using viral populations in comparable agricultural and geographical locations are lacking. Here, we monitored the occurrence of pepino mosaic virus (PepMV) in tomato crops in two major tomato-producing areas in Murcia (southeastern Spain), supporting evidence showing that PepMV disease-affected plants had single infections of the Chilean 2 (CH2) strain in one area and the other area exhibited long-term (13 years) coexistence of the CH2 and European (EU) strains. We hypothesized that circulating strains of PepMV might be modulating the differentiation between them and shaping the evolutionary dynamics of PepMV populations. Our phylogenetic analysis of 106 CH2 isolates randomly selected from both areas showed a remarkable divergence between the CH2 isolates, with increased nucleotide variability in the geographical area where both strains cocirculate. Furthermore, the potential virus–virus interaction was studied further by constructing six full-length infectious CH2 clones from both areas, and assessing their viral fitness in the presence and absence of an EU-type isolate. All CH2 clones showed decreased fitness in mixed infections and although complete genome sequencing indicated a nucleotide divergence of those CH2 clones by area, the magnitude of the fitness response was irrespective of the CH2 origin. Overall, these results suggest that although agroecological cropping practices may be particularly important for explaining the evolutionary dynamics of PepMV in tomato crops, the cocirculation of both strains may have implications on the genetic variability of PepMV populations.

Due to irregular and uncontrolled expansion of cities in developing countries, currently operational landfill sites cannot be used in the long-term, as people will be living in proximity to these sites and be exposed to unhygienic circumstances. Hence, this study aims at proposing an integrated approach for determining suitable locations for landfills while considering their physical expansion. The proposed approach utilizes the fuzzy analytical hierarchy process (FAHP) to weigh the sets of identified landfill location criteria. Furthermore, the weighted linear combination (WLC) approach was applied for the elicitation of the proper primary locations. Finally, the support vector machine (SVM) and cellular automation-based Markov chain method were used to predict urban growth. To demonstrate the applicability of the developed approach, it was applied to a case study, namely the city of Mashhad in Iran, where suitable sites for landfills were identified considering the urban growth in different geographical directions for this city by 2048. The proposed approach could be of use for policymakers, urban planners, and other decision-makers to minimize uncertainty arising from long-term resource allocation.

The global COVID-19 pandemic has caused a transformation of virtually all aspects of the world order today. Due to the introduction of the world quarantine, a considerable share of professional communications has been transformed into a format of distance interaction. As a result, the specific weight of traditional components of the investment attractiveness of a region is steadily going down, because modern business can be built without the need for territorial unity. It should be stated that now the criteria according to which investors decide if they are ready to invest in a region are dynamically transforming. The significance of the following characteristics is increasingly growing: the sustainable development of a region, qualities of the social environment, and consistency of the social infrastructure. Thus, the approaches to evaluating the region’s investment attractiveness must be transformed. Moreover, the investment process at the federal level involves the determination of target areas of regional development. Despite the universal significance of innovative development, the region can develop much more dynamically when a complex external environment is formed that complements its development model. Interregional interaction, as well as an integrated approach to innovative development, taking into account not only the momentary effect, but also the qualitative long-term transformation of the region, will significantly increase the return on investment. At the same time, the currently existing methods for assessing the investment attractiveness of the region are usually heuristic in nature and are not universal. The heuristic nature of the existing methods does not allow to completely abstract from the subjectivity of the researcher. Moreover, the existing methods do not take into account the cyclical properties of the innovative development of the region, which lead to the formation of a long-term effect from the transformation of the regional environment. This study is aimed at forming a comprehensive methodology that can be used to evaluate the investment attractiveness of a certain region and conclude about the lines of business that should be developed in it as well as to find ways to increase the region’s investment attractiveness. According to the results of the study, a comprehensive methodology was formed to evaluate the region’s investment attractiveness. It consists of three key indicators, namely, the level of the region’s investment attractiveness, the projected level of the region’s investment attractiveness, and the development vector of the region’s investment attractiveness. This methodology is based on a set of indicators that consider the status of the economic and social environment of the region, as well as the status of the innovative and ecological environment. The methodology can be used to make multi-dimensional conclusions both about the growth areas responsible for increasing the region’s innovative attractiveness and the lines of business that should be developed in the region.
