<p><strong>RESUMEN.</strong></p><p> </p><p>Hace más de dos décadas ha iniciado la polémica en torno a la identificación de la mejor forma de gobierno en América Latina y sus consecuencias para la estabilidad democrática. Esto ha ocasionado que diversos y varios académicos hayan identificado los argumentos que se recogen en la primera parte de este artículo, para considerar más o menos óptimo el régimen presidencial. En la segunda parte, se sintetizan los fundamentos e interpretaciones que se han sostenido alrededor de los fenómenos que acontecen en el presidencialismo, como las caídas presidenciales y el multipartidismo extremo. Para finalizar el artículo, se condensan las principales posturas que han dado respuesta al perpetuo debate de “parlamentarismo versus presidencialismo”.</p><p> </p><p><strong>Palabras clave:</strong> presidencialismo, consolidación democrática, caídas presidenciales, multipartidismo extremo, América Latina.</p><p> </p><p><strong>BRIEF</strong><strong> APPROACH TO PRESIDENTIALISM: LIGHTS AND SHADOWS IN LATIN AMERICAN CONTEXT.</strong></p><p> </p><p><strong>ABSTRACT.</strong></p><p> </p><p>More than two decades ago started the controversy about the identification of the best way of government in Latin America and its consequences for democratic stability. This caused that different and several academicians had identified the arguments collected in the first part of this article, in order to consider the presidential regime as more or less ideal. In the second part, we summarize the foundations and interpretations maintained around presidentialism’s phenomena as presidential interruptions and extreme multipartidism. Na segunda parte, vamos resumir os fundamentos e interpretações que têm sido realizadas em torno dos fenômenos que ocorrem no presidencialismo, como cai um presidencial multipartidária e fim. Resumen A partir de la lectura y el análisis discursivo de obras como Guerrilla en Neltume. Una historia de lucha y resistencia en el sur de Chile (2003) del Comité Memoria Neltume y El último. Sumarísima relación de Samuel Huerta Mardones (2004) de Omar Saavedra Santis, es posible advertir dentro de la literatura chilena el surgimiento de una narrativa que expone la experiencia de resistencia armada en el sur del país durante la dictadura, la cual se enmarca dentro de la tradición literaria de los relatos de guerrilla en América Latina, y cuya importancia radica en que permite e incentiva la reflexión y discusión que aún no se ha hecho en cuanto a la experiencia guerrillera en Chile. Palabras clave: Narrativa post dictadura, narrativa de resistencia, lucha armada, guerrilla. Abstract From the reading and discursive analysis of narrative works such as Guerrilla en Neltume. Una historia de lucha y resistencia en el sur de Chile (2003) by Comité Memoria Neltume and El último. Sumarísima relación de Samuel Huerta Mardones (2004) by Omar Saavedra Santis, it is possible to notice the emergence of a sort of narrative within Chilean literature that displays the experience of armed resistance in the south of Chile during the dictator­ship. This narrative is part of the Latin American literary tradition of guerrilla narratives and encourages a critical reflection and debate on the Chilean experience of guerrilla. Key words: Post-dictatorship narrative, resistance narrative, armed struggle, guerrilla. Resumem A partir da leitura e o análise discursivo de obras como Guerrilha em Neltume. Uma historia de luta e resistência no sul de Chile (2003) do Comité Memoria Neltume e O último. Sumaríssima relação de Samuel Huerta Mardones (2004) de Omar Saavedra Santis, é possível advertir dentro da literatura chilena o surgimento de uma narrativa que expõe a experiência de resistência armada no sul do país durante a ditadura, a qual se enquadra dentro da tradição literária dos relatos de guerrilha em América Latina, e cuja importância radica em que permite e incentiva a reflexão e discussão que ainda não se tem feito em quanto a experiência guerrilheira em Chile. Social revolutions as well as revolutionary movements have recently held great interest for both sociopolitical theorists and scholars of Latin American politics. Before we can proceed with any useful analysis, however, we must distinguish between these two related but not identical phenomena. Adapting Theda Skocpol’s approach, we can define social revolutions as “rapid, basic transformations of a society’s state and class structures; and they are accompanied and in part carried through by” mass-based revolts from below, sometimes in cross-class coalitions (Skocpol 1979: 4; Wickham-Crowley 1991:152). In the absence of such basic sociopolitical transformations, I will not speak of (social) revolution or of a revolutionary outcome, only about revolutionary movements, exertions, projects, and so forth. Studies of the failures and successes of twentieth-century Latin American revolutions have now joined the ongoing theoretical debate as to whether such outcomes occur due to society- or movement-centered processes or instead due to state- or regime-centered events (Wickham-Crowley 1992).

Rodolfo Walsh was a writer of crime novels, a tireless investigative journalist who uncovered real political crimes, an instant historian of a turbulent and violent era in Argentinian and Latin American politics. He was in Cuba in 1960, participating in setting up the first revolutionary press service in Latin America, "Prensa Latina", when a coded telex arrived in their offices by mistake. After sleepless nights and with one cryptography manual, Walsh deciphered the plans for the US invasion of Cuba being planned in Guatemala by the CIA. Walsh was active in the Montonero guerrilla in Argentina, co-ordinating information and intelligence work. In that capacity he made public the existence of ESMA, the Naval Mechanics School which was the main military torture centre. In his own name he wrote an Open Letter to the Military Junta, a year from the coup and a day before his death, denouncing the dirty war. He was gunned down in the streets of Buenos Aires by a military death squad. This is an account of Rudolfo Walsh's life. It includes extended excerpts from his varied writings.

Enrique Dussel is one of the most prominent Latin American thinkers and a founding father of the Philosophy of Liberation. Dussel is known for his long political engagement in Latin American Politics and for his harsh critique of Western hegemony on the global stage – both the political and the philosophical. In this interview with Dussel these themes are discussed as well as some of Dussel’s own notions, such as pluriversality and transmodernity.
