AbstractRecent democratic regressions and crises suggest democracy is at risk across East and Southeast Asia. One of the factors that can determine democratic stability are citizens’ attitudes. While previous research has concentrated on support for democracy-in-principle, this contribution argues that it is political trust, i.e. support for democracy-in-practice, which is crucial for democratic stability. For democracies to be stable, political trust should be high as well as rooted in long-term factors like liberal democratic value orientations or social trust to protect it from short-term fluctuations following economic crises or political scandals. This contribution therefore examines not only the current levels and development of political trust but also whether it is influenced more by long-term factors (liberal democratic value orientations, social trust) or short-term factors (economic performance evaluations, incumbent support). The empirical analysis shows political trust in five East and Southeast Asian democracies (Indonesia, Japan, Mongolia, South Korea, Taiwan) to be mostly mediocre and primarily dependent on economic performance evaluations and incumbent support. Among the five democracies, citizens in Japan appear most resilient to democratic regressions; on the other hand, Taiwanese democracy seems least equipped to master future crises.

Around the world, would-be authoritarian leaders have convinced their supporters to vote away the democracies they claim to cherish. How is this possible? We argue that simply fearing that opposing partisans support democratic backsliding can lead individuals to support it themselves. Would-be authoritarians may then be able to start a self-reinforcing dynamic of democratic backsliding by fostering these fears, which then generate exaggerated fears on the other. Using observational and experimental studies (N=4,400), we present four findings consistent with this account: Republicans and Democrats (1) overestimate opposing partisan willingness to break democratic norms; (2) will support their party breaking democratic norms themselves to the extent that they overestimate willingness by the other side; (3) that experimentally correcting this overestimation reduces support for breaking norms, and (4) increases the likelihood of voting for candidates that uphold democratic norms. Our findings suggest that we can foster democratic stability even in a highly polarized society using interventions that simply correct misperceptions about opposing partisans’ commitment to democratic norms

The study of regionalism has experienced numerous transformations and focal points. Comparative regionalism has emerged as the next wave of scholarship on regional cooperation and integration in international relations. What differentiates comparative regionalism from this earlier scholarship? There are three research themes that characterize the field of comparative regionalism: (a) an empirical focus on regional identity formation as a way of distinguishing between autonomous regions, (b) decentering Europe as the main reference point of comparative regionalism, and (c) defining what is truly “comparative” about comparative regionalism. These research themes emerge in a global context, where regional cooperation and integration are being tested from all sides by events such as Brexit in Europe, elusive global cooperation in the response to the COVID-19 pandemic, and challenges to democratic stability across the globe. While the development of regionalism has primarily been concerned about the defining of regions and the world order context in which regional cooperation emerges and sustains itself, the interrelated themes of regional identity formation and the decentering of Europe in comparative regionalism drive the comparative regionalism agenda, giving substance to the identification and measurement of the “local” and other context-specific mechanisms of regionalism. While these three themes are helpful in discerning the state of the comparative regionalism research agenda, they also have some limitations. While comparative regionalism is progressive in its integration of constructivist ideas of identity formation, its project of withering Eurocentrism, and its methodological flexibility, comparative regionalism research would be well served to incorporate more reflexive and interpretivist research practices and methods, particularly to serve the goal of offering new knowledge and theories of regional cooperation in the Global South that are not tethered to Europe.

Despite being shaken by the Arab Spring, authoritarian structures still exist in the regions of the Middle East and North Africa (MENA). Th is situation highlights the importance of studying the continuity of authoritarian structures more comprehensively. In addition to approaches that reduce authoritarianism to intra-state factors, literature has developed over the last decade emphasizing the importance of international factors. This literature in particular emphasizes the politics, economics, and diplomacy established by the West and that ties are effective in the continuity of authoritarianism in non-Western countries. This study attempts to explain Ben Ali’s period and the continuity of authoritarianism in Tunisia in the context of this developing new literature. Although Tunisia underwent a relatively positive transformation process after the Arab Spring, Ben Ali’s authoritarian rule was supported by the West as a model of an economic miracle and democratic stability; this administration managed to survive for 23 years. The study’s main argument can be expressed as follows: While the economic liberalization process imposed on Tunis by Western actors caused an increase in socio-economic inequalities, the instrumentalization of democracy by the West again served to suppress civil and political freedoms. Instead of focusing on the obstacles and opportunities in front of the transition to democracy in the post-Arab Spring period, examining theinternational factors influencing the continuity of authoritarianism in the Ben Ali period will shed light on how authoritarian structures still survive in MENA.

Defining ideology as a system of functionally inter-connected political attitudes and beliefs, we review evidence concerning (1) the nature and origins of ideology in mass publics and (2) the social and interpersonal nature of the motives underlying ideological coherence. One key conclusion that we draw is that the links between psychological attributes and subsets of ideological attitudes sometimes appear to be organic and functional but other times appear to be conditional on how the relevant attitudes are packaged with other attitudes into socially constructed ideologies. A second key conclusion is that the social motives that induce citizens to pull diverse attitudes into ideological alignment may also, in polarized contexts, induce people to adopt non-political identities and self-perceptions that are congruent with ideological stereotypes. We recommend a focus on the implications of these processes for polarization and democratic stability.

This concluding chapter considers the theoretical, empirical, and normative implications of the book’s argument. The first section discusses its contributions to two classic findings in the party-building literature about the importance of (1) mobilizing structures and (2) polarization and conflict. The second section shows that the authoritarian successor parties discussed in preceding chapters are part of a much larger phenomenon. It highlights the prevalence and diversity of authoritarian successor parties in Latin America in particular, discussing several additional cases not covered in previous chapters and presenting questions for future research. The final section considers the effects of authoritarian successor parties on democracy. It argues that while these parties can be harmful in several ways, they can also contribute to democratic stability by incorporating potential “spoilers” into the new regime—especially when they double as conservative parties.

Where do strong conservative parties come from? While there is a growing scholarly awareness about the importance of such parties for democratic stability, much less is known about their origins. In this groundbreaking book, James Loxton takes up this question by examining new conservative parties formed in Latin America between 1978 and 2010. The most successful cases, he finds, shared a surprising characteristic: they had deep roots in former dictatorships. Through a comparative analysis of failed and successful cases in Argentina, Chile, El Salvador, and Guatemala, Loxton argues that this was not a coincidence. The successes inherited a range of resources from outgoing authoritarian regimes that, paradoxically, gave them an advantage in democratic competition. He also highlights the role of intense counterrevolutionary struggle as a source of party cohesion. In addition to making an empirical contribution to the study of the Latin American right and a theoretical contribution to the study of party-building, Loxton advances our understanding of the worldwide phenomenon of “authoritarian successor parties”—parties that emerge from authoritarian regimes, but that operate after a transition to democracy. A major work, Conservative Party-Building in Latin America will reshape our understanding of politics in contemporary Latin America and the realities of democratic transitions everywhere.

ABSTRACT The public health crisis of COVID-19 has compounded preexisting crises of democratic stability and effective governance, spurring debate about the ability of developed democracies to respond effectively to emergencies confronting their citizens. These crises, much discussed in recent political science, are joined by a further crisis which complicates and reinforces them: A migration crisis. Widespread travel and immigration restrictions instigated the largest and fastest decline in global human mobility in modern history, and COVID-19 may fundamentally change immigration over the longer term. The migration crisis heightens three crucial and preexisting concerns within immigration policy: the role of visa design; the status of undocumented migrants and other migrants without recourse to public funds; and the interaction of immigration and the labor market policy. It could reinforce a rising tide of nationalism and anti-immigrant sentiment, protectionist sentiment within labor-market policy debates, and a K-shaped recovery in migration patterns.

Democratic stability depends on citizens on the losing side accepting election outcomes. Can rhetoric by political leaders undermine this norm? Using a panel survey experiment, we evaluate the effects of exposure to multiple statements from former president Donald Trump attacking the legitimacy of the 2020 US presidential election. Although exposure to these statements does not measurably affect general support for political violence or belief in democracy, it erodes trust and confidence in elections and increases belief that the election is rigged among people who approve of Trump’s job performance. These results suggest that rhetoric from political elites can undermine respect for critical democratic norms among their supporters.

Abstract Theories connecting meritocracy and democratic stability are heavily understudied, and there are few attempts to empirically disentangle the potential mechanisms. This article proposes a novel explanation, emphasizing that bureaucratic impartiality and effectiveness provide separate shields that stabilize democracies. Impartiality protects the opposition from unlawful discrimination, which raises support for democracy among the (potential) losers of elections and reduces the incentives to rebel or stage coups d’état, whereas effectiveness serves incumbent policies, which raises support among the (potential) winners and reduces the likelihood of incumbent takeovers. I find support for these propositions in comparative-historical analyses of a few paradigmatic cases—interwar Finland, Czechoslovakia, and Germany—with similar levels of economic development, imperial-autocratic legacies, and meritocratic types of administration but different regime outcomes. The results show that both impartial and effective bureaucratic behavior rather than meritocratic recruitment norms as such are important stabilizers of democracy. Yet they emphasize the importance of bureaucratic effectiveness in raising the perception that votes count to change outcomes on the ground and thus that democracy makes a difference. I argue that this should have a wider significance for the study of contemporary processes of democratic recession.
