The article is devoted to the study of problematic aspects in the publication of materials in journals indexed in the scientometric databases Scopus and Web of Science by scientific and scientific-pedagogical workers. The Ministry of Education and Science of Ukraine believes that it is not necessary to rely on quantitative indicators (it is even necessary to abandon them), and the place of publication of the article should be unimportant. At the same time, the Ministry of Education and Science establishes norms according to which it is impossible to obtain a scientific title, academic degree and be a member of a specialized scientific council without publications in scientometric databases Web of Science and / or Scopus. In the field of social communications (journalism) the problem is exacerbated by the fact that in Ukraine there are no professional journals that would be included in such scientometric databases. The purpose of the study is to identify and describe the components of the modern problem of approbation of scientific results in scientometric databases Scopus and Web of Science (in the field of «journalism»). To achieve this goal, we set the following tasks: to analyze the regulations, which contain instructions / advice / guidelines / standards for publication in the journals of the database Scopus and Web of Science; to identify the attitude of scientific and scientific-pedagogical workers working in the field of «journalism» to the problem of approbation of scientific results in such journals; identify motives and obstacles to the publication of articles in indexed journals. The main result of the article is to highlight the following problematic aspects: ambiguous position and strategy of the state to measure the quantity and quality of scientific papers; lack of encouragement of scientific and scientific-pedagogical workers to publish in indexed publications with simultaneous compulsion to publish there; high cost of publication and lack of any support from the state in publishing articles; low quality of scientific works submitted to such publications and non-recognition of this problem by the community.

Abstract:Health and medical informatics education has meanwhile gained considerable importance for medicine and for health care. Specialized programs in health/medical informatics have therefore been established within the last decades. This special issue of Methods of Information in Medicine contains papers on health and medical informatics education. It is mainly based on selected papers from the 5th Working Conference on Health/Medical Informatics Education of the International Medical Informatics Association (IMIA), which was held in September 1992 at the University of Heidelberg/Technical School Heilbronn, Germany, as part of the 20 years’ celebration of medical informatics education at Heidelberg/Heilbronn. Some papers were presented on the occasion of the 10th anniversary of the health information science program of the School of Health Information Science at the University of Victoria, British Columbia, Canada. Within this issue, programs in health/medical informatics are presented and analyzed: the medical informatics program at the University of Utah, the medical informatics program of the University of Heidelberg/School of Technology Heilbronn, the health information science program at the University of Victoria, the health informatics program at the University of Minnesota, the health informatics management program at the University of Manchester, and the health information management program at the University of Alabama. They all have in common that they are dedicated curricula in health/medical informatics which are university-based, leading to an academic degree in this field. In addition, views and recommendations for health/medical informatics education are presented. Finally, the question is discussed, whether health and medical informatics can be regarded as a separate discipline with the necessity for specialized curricula in this field. In accordance with the aims of IMIA, the intention of this special issue is to promote the further development of health and medical informatics education in order to contribute to high quality health care and medical research.

The issue of unpayable educational loan that lead to student’s defaults has become a worrying trend all over the world. This research aims to examine the relationship of anxiety, parental influence, media awareness, and religiosity on student’s perception on educational loan repayment. A survey approach has been adopted to investigate student’s perception on educational loan repayment in Universiti Utara Malaysia. The data for this study were collected via structured questionnaires which were completed by 359 undergraduate Muslim’s students who acquire their financial loan from National Higher Education Fund Corporation (NHEFC). The data were then quantitatively analyzed using SPSS program. The findings of Pearson’s correlation showed a positive correlation between student’s perception towards educational loan repayment and religiosity, parental influence, media awareness, and anxiety. Further analysis using a multiple regression indicated that all independent variables explained 32.9 per cent of student’s perception on educational loan repayment. The result again indicated that religiosity and parent’s influence are most influential factors on student’s perception towards educational loan repayment. Whilst, media awareness slightly contributed to student’s perception towards educational loan repayment and anxiety gave no impact. The result implied that the Ministry of Education may design the syllabus in school and university curricular by adding the value of responsibility in loan repayment especially in religious and moral subjects. Besides, the Ministry Education of Malaysia are also urged to use media to disseminate the information regarding the importance for students to make loan repayment to parents as well as students. The collection of student loan then can be used for the next generation in financing their study which could result the prosperity of nation.

Therefore, the aims of study are to investigate the implementation of the standard process, analyze the discrepancy rate and design the solution toward the issue of discrepancy. This research uses the quantitative descriptive approach. There are several aspects investigated; (a) lesson plan, (b) learning process, (c) evaluation of learning result, and (d) headmasters control. To collect the data, the methods of observation, interview, and documentation are used. The result is explained in form of criteria. It is no discrepancy for lesson plans, means that most of the lesson plans are in accord with the Basic Principles issued by Ministry of Education and Culture Number 65 in 2013. The learning process has a quite discrepancy rate, means the standard process is incompletely applied; so does the evaluation which ignores several principles to apply. It is also noted that some headmasters ignore their function as an internal supervisor. To sum up, the discrepancy issue needs further concrete solution.

Technology in education is a primary need for every individual. The learning process in school was not spared from technology. So that teachers and learners need to understand and proficient in using technology, both during the learning process and in everyday life. So far, literacy skills in Indonesia is still very low. This is indicated by PISA data, in 2009 Indonesian students are ranked 57th with a score of 295 (The average score on OECD is 402), while in 2012 Indonesian students are ranked 64th with a score of 396 (The average score on OECD is 496). The Ministry of Education and Culture developed Gerakan Literasi Sekolah to support the need for the above problems. Based on these problems, this study aims to determine the extent of students' technological literacy profiles in the city of Bandung. The method used is giving questionnaires to students. With this research is expected to increase the ability of technology literacy in learning to support the needs of science in the future
