The article is devoted to the study of problematic aspects in the publication of materials in journals indexed in the scientometric databases Scopus and Web of Science by scientific and scientific-pedagogical workers. The Ministry of Education and Science of Ukraine believes that it is not necessary to rely on quantitative indicators (it is even necessary to abandon them), and the place of publication of the article should be unimportant. At the same time, the Ministry of Education and Science establishes norms according to which it is impossible to obtain a scientific title, academic degree and be a member of a specialized scientific council without publications in scientometric databases Web of Science and / or Scopus. In the field of social communications (journalism) the problem is exacerbated by the fact that in Ukraine there are no professional journals that would be included in such scientometric databases. The purpose of the study is to identify and describe the components of the modern problem of approbation of scientific results in scientometric databases Scopus and Web of Science (in the field of «journalism»). To achieve this goal, we set the following tasks: to analyze the regulations, which contain instructions / advice / guidelines / standards for publication in the journals of the database Scopus and Web of Science; to identify the attitude of scientific and scientific-pedagogical workers working in the field of «journalism» to the problem of approbation of scientific results in such journals; identify motives and obstacles to the publication of articles in indexed journals. The main result of the article is to highlight the following problematic aspects: ambiguous position and strategy of the state to measure the quantity and quality of scientific papers; lack of encouragement of scientific and scientific-pedagogical workers to publish in indexed publications with simultaneous compulsion to publish there; high cost of publication and lack of any support from the state in publishing articles; low quality of scientific works submitted to such publications and non-recognition of this problem by the community.

The Master in environment holds annually the Environment Forum of the State of Maranhão. In 2019, the third edition of the event was held with the theme: Water Resources Management in Maranhão - Potentialities and Weaknesses for a Participatory and Decentralized Management, which presented 149 scientific papers divided into two distinct areas 82 works in the area of planning and environmental quality and 67 works in the área of health and environment. Due to the importance that the event has been showing to the State and the high scientific quality of the presented works, it was considered pertinent a wider dissemination, where all the scientific community would have access to the accomplished works, hence the idea of a Special Edition in a renowned Scientific Journal. Thus, to compose the special edition of the III Forum on the Environment, 15 articles were selected, which later underwent an “ad hoc” peer review to ensure quality. The articles have varied themes and range from environmental monitoring using georeferencing technologies, going through proposals of intervention methodology for environment recovery to articles focused on the influence of anthropic and environmental factors on human health.

The article aims to analyze the implications of the COVID-19 Pandemic for the field of education in the region of Tocantins' Amazon, especially for the process of continuing education for teachers in the State Education System. The research is based on historical dialectical materialism, having as reference the bibliographic and documentary research in ordinances, provisional measures, decrees, opinions and other normative mechanisms issued, mainly, by the Ministry of Education, National Council of Education, Government of the State of Tocantins and State Education Council. From a critical perspective, it is assumed that the adoption of public-private partnerships as an educational policy and the expansion of distance education greatly compromises the constitutional principle of democratic management and the quality of education.

Today in Russia the system of the state scientific certification undergoes significant changes: the powers of federal executive authorities are delegated to the educational and scientific organizations. As a result, independence in the choice of mechanisms, orders and procedures of formation of dissertation committees and criteria of awarding academic degrees is allowed. At the same time reinterpretation of axiological bases of dissertation culture through overcoming the problems connected with authenticity and quality of dissertation researches, by increase in reputation responsibility of the organizations and scientists takes place. On May 31, 2019 it will be a year to the moment of transition of the MGIMO University to a new model of the state scientific certification. According to the model developed by the MGIMO University, awarding an academic degree comes by the results of the defense of a thesis at a meeting of the dissertation committee of 5 doctors of science, three of which are employees of the MGIMO University, and two are invited scientists from other organizations. Two of five are experts with publications in the scope of the research combining the role of a member of the dissertation committee and an official opponent. The result of the defense is politically variable: alongside with the possibility of taking the negative decision awarding an academic degree without completions of the text and also under the condition of insignificant and considerable completions of the text of a research is allowed. The lack of such opportunities in the practice of awarding academic degrees existing in the domestic dissertation culture excluding modification of the manuscript submitted to defence after holding a meeting of dissertation committees, as well as other defects of the historically developed model of awarding academic degrees, defined the fastest transition of the MGIMO University to a new model of certification. «MGIMO Review of International Relations» discussed the main milestones of formation and key problems of development of the domestic dissertation culture with P. Kasatkin and E. Antyukhova.

Purpose/Thesis: Many countries increasingly use bibliographic databases while devising new scientific policies to analyze and diagnose the state of a scientific discipline. Previous studies on the suitability of data from Web of Science and Scopus databases for this purpose gave ambiguous results. Their authors did not always account for an important issue – the quality of data from these databases. The aim of the article is to analyze the quality of data downloaded in an automated manner from the resources of the mentioned databases.Approach/Methods: The author used a qualitative method of data verification which consisted of automatic acquisition of data about journals from the Web of Science and Scopus databases, and then in their qualitative analysis. The analysis consisted of a comparison of data on journals repre­senting of library and information science (LIS) retrieved from both databases and of the comparison between the qualitative data taken from the studied databases and the data from other, domain focused bibliographic databases; of comparing the acquired data with the information available on the websites of indexed journals and of the comparison of the method used by the producers of the abovementioned databases used to classify the journals as related of LIS, with the thematic scope of the discipline, as agreed upon by scholars.Results and conclusions: It was found that in the case of the examined discipline, automated data acquiring poses a risk of obtaining a low credibility set of data. Most problems are caused by the incompleteness of data and errors in disciplinary classifying journals, articles and authors.Originality/Value: It was shown that, contrary to the claims of the decision-makers of Polish science, in its present form, the studied bibliographic databases have only negligible usefulness for monitoring the state and development tendencies of LIS. Methodological problems created by both databases, presented in this article, may also have an impact on generating a reliable and objective picture of other scientific disciplines. The changes in the sphere of the functioning of WoS and Scopus, apparent for several years, have not dealt with the already existing problems and inconveniences.

To date, the implementation of education in Indonesia could not be separated from the problems of teacher governance, non-permanent or honorary teachers, and bureaucratic reforms that affect the quality of education and the working climate within. In an effort to improve the quality of public services by the State Civil Apparatus (ASN), the Ministry of Education and Culture agrees with the Ministry of State Apparatus Utilization and Bureaucratic Reform, as well as the Ministry of Finance to change the recruitment system for government teachers from the recruitment of Candidates for Civil Servants (CPNS) to the recruitment of Government Employees with Work Agreements (PPPK), which in its implementation still leaves several problems with various parties’ pros and cons. This qualitative research uses data from related stakeholders meetings with Commission X DPR RI on January 2021, supported by secondary data from mass media and webinars that discuss the issue of PPPK teachers’ recruitment to answer the following question: how can teachers’ recruitment strategy with PPPK solve the problems of (1) improvement of teachers’ management; (2) solving the issue of honorary teachers; and (3) bureaucratic reform by improving the quality of public services by the State Civil Apparatus (ASN)? It can be concluded that there is a need for a total improvement in the teacher selection and recruitment system, namely (1) based on need; (2) candidates are produced by Teachers Training Institution in supply to field's demand; (3) prioritizing competence and qualifications.  AbstrakPenyelenggaraan pendidikan di Indonesia hingga saat ini belum lepas dari persoalan tata kelola guru, guru honorer, dan reformasi birokrasi yang berpengaruh terhadap kualitas pendidikan dan iklim kerja di dalamnya. Dalam upaya peningkatan kualitas layanan publik oleh Aparatur Sipil Negara (ASN), Kementerian Pendidikan dan Kebudayaan sepakat dengan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi dan Kementerian Keuangan untuk mengubah sistem rekrutmen guru pegawai pemerintah dari penerimaan Calon Pegawai Negeri Sipil (CPNS) menjadi Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) yang dalam pelaksanaannya masih menyisakan beberapa masalah dan pro kontra berbagai pihak. Penelitian kualitatif ini menggunakan data rapat stakeholder terkait dengan Komisi X DPR RI selama bulan Januari 2021 dilengkapi data sekunder dari media massa dan webinar yang membahas mengenai isu rekrutmen guru PPPK guna menjawab pertanyaan: bagaimana strategi rekrutmen guru dengan PPPK dapat menyelesaikan permasalahan (1) perbaikan tata kelola guru; (2) penyelesaian isu guru honorer; dan (3) reformasi birokrasi dengan peningkatan kualitas layanan publik oleh ASN? Dapat disimpulkan bahwa perlu ada perbaikan total dalam sistem seleksi dan rekrutmen guru, yaitu: (1) berdasarkan kebutuhan; (2) calon guru diproduksi oleh Lembaga Pendidikan Tenaga Kependidikan sesuai dengan kebutuhan di lapangan; dan (3) mengutamakan kompetensi dan kualifikasi.

Legally established criteria for assessing the quality of scientific work of a scientist in Ukraine as well as the obligation to comply with them currently raise concerns of legal scholars. The purpose of the article is to analyze the legal regulation for performance evaluation of scholars, conducting legal studies, to outline the potential adverse consequences of implementing such provisions, as well as to analyze the practice of other states that have already faced similar challenges. Based on the results of comparative analysis, the author scrutinizes types of negative consequences of the use of quantitative indicators to assess the productivity of individual scientists and research institutions in other countries and suggests possible ways to improve the situation in Ukraine. It is stated that the obligation to publish the results of scientific work in a specified number of articles in journals indexed in the scientometric databases Scopus and Web of Science Core Collection, has some negative consequences for scholars in the field of law. Foreign publishers of journals indexed in the mentioned scientometric databases have a limited interest in Ukrainian legal research of national nature. This complicates the publication of results and gives rise to some negative practices of publication in non-core journals, more expensive publishing services, the emergence of "predatory journals". The problem can be, in particular, solved by changing the restrictive interpretation of legal requirements on the need to publish scientific results indexed exclusively in the two scientometric databases. Also, the specifics of law as a field of science of predominantly national importance should be taken into account. It is proposed to expand the list of scientometric databases recognized, as well as journals that are allowed to publish scientific results of scholars in the field of Law.

Starting from the argument-based critique of one of the papers indexed in the Web of Science Core Collection, the article examines if there is a connection between quality of works, journals in which they are published, lists in which these journals feature and indices that list these articles, advertising authors who often do not deserve it. The paper deals with the untoward consequences of such a short-sighted practice and argues in favor of a constant revision of the lists and indices supported by the Ministry of Education, Science, and Technological Development of the Republic of Serbia, thus increasing the relevance of the lists and indexes applied as yardsticks of academic achievement.

A theoretical and analytical study of the national science development as a key factor in the development of society is done. The data published in articles devoted to science and action is shown. The analysis of the principles of supporting the development of science by the authorities is given; their systematic non-fulfillment, which leads to deteriorating conditions for the establishing sustainable potential movement and growth of the pace of development of science, is proved. The dynamic indicators of number of people, involved in science, the cost of the state to the scientific branch and other indicators of state statistical reporting of scientific results. Their insufficiency was noted for obtaining a consensus on the state of science and a proposal was made to expand their composition.The subject-objects of the scientific space of the country and documents reflecting the vision of the strategic course of the development of science, directions, stages and components, etc. are analyzed. Their inadequate organizational, institutional and substantive substantiation, late timing of development and observance is proved.The scheme of the through process of training of personnel potential of science is presented. A key factor in the development of the scientific system is the concept and the strategy for development of science. Their development, according to the author, should be carried out through using models of institutional, organizational, managerial, and structural-process approaches. Their development and implementation will create conditions for the establishing of close vertical and horizontal cooperation and integration of efforts and resources of the authorities and subjects of the scientific sphere to increase the efficiency of the activities in the system of science and whole competitiveness of the country. The general structure of the main components of the alternative project of the national strategy for the development of Ukrainian science is proposed.Future scientific developments in this direction should be the study of mechanisms of multisubjective interaction and cooperation between authorities, subjects and participants of scientific activities in the internal sphere of science and the environment on the basis of cooperation agreements and also taking into account the interests of all subjects of the scientific potential and their resource opportunities.

Russian science is increasingly becoming an applied technological in its character. Hence the list of a prioritized fields of science, active inception of an innovative grant-based principle at Russian Foundation for Basic Research and Russian Science Foundation, technology-oriented segments of a National project "Science", etc. However, it is known that the essence of scientific work is a generation of new knowledge that cannot be quantified. As a result, an extremely dangerous substitution of concepts occurs: “the quality of new knowledge” is replaced by the “quality of fulfilling the state grants”, which is determined by the number of published articles and the journal's impact factor. Accordingly, the system of stimulating scientific activity in scientific organizations of Russia is focused on the growth of publication activity of scientific employees. Economic models are known in game theory, which are allows different strategies of players and allow in the current situation to build a balanced research stimulation system in a separate institute that pursues two clearly defined and different goals - obtaining fundamental scientific results and fulfilling publicationindicators according to the state grants.
