The permanent representatives of the Council of the North Atlantic Treaty Organization (NATO) met on March 27, 1956 in Paris, to consider the Algerian situation; the Council announced that it had been kept constantly informed of the with drawals by France of forces assigned by that country to NATO defense in Europe, and had examined the situation in Europe arising from these troop movements. After noting that France had found it necessary, in the interests of its own security, to reinforce the French forces in Algeria, which was part of the North Atlantic Treaty area, the Council stated that it recognized the importance to NATO of security in this area. After expressing hope for an early and lasting settlement, the Council noted the determination of the French government to restore, as soon as possible, its full contribution towards the common defense in Europe. According to a later news report, General Gruenther (Supreme Allied Commander Europe) declared that it might become necessary to seek other forces to replace those which France had transferred to Algeria; he felt that a re-evaluation of the allied position in Europe in the light of the Algerian situation might be started about the end of 1956 if the Algerian situation had not been stabilized by that time.

Acoustic determination of sperm whale length based on measurement of the interpulse interval (IPI) of the characteristic multipulse sound click was used on a sample of 4000 clicks in 193 click series recorded in the North Atlantic. The analysis of IPI could be done with reasonable reproducibility using a minimum of equipment: a tape recorder, filter, and oscilloscope. Criteria were developed to choose suitable clicks for analysis. In the click sample, 11% met the criteria for analysis, and were contained in 41 click series, of which 22 had a unique IPI. The IPIs in the 41 series ranged between 1.6 and 8.0 ms, and corresponded to a predicted size range of 7–22 m. This is consistent for the size range reported for the western North Atlantic.Key words: bioacoustics, sperm whale, Physeter catodon, size determination, click, interpulse interval

The article contains systematization of principles, peculiarities and procedures for carrying out information and psychological operations in NATO countries. It provides the definition of the concepts of information operation, psychological (information-psychological) operation (PSYOPS), strategic communications, as well as their distinction and functional interrelations in the context of domestic perception of these processes. The following basic principles of PSYOPS are explained: truthfulness, orderliness, consistency, coordination, understanding, timeliness and efficiency, assessment, attribution. The following peculiarities of PSYOPS are mentioned and explained: interaction with other units and components of military operation (civil-military cooperation, intelligence, military public relations, force protection), operational planning, targeting, operation evaluation, and consequence management. It describes the process of coordination, planning and organization of information activities, and also specifies their differences in the context of the domestic experience realms of information and psychological operations. In particular, the main tasks of the PSYOPS planners are mentioned: assessment of the future PSYOPS; assistance in making changes to the general military operation program; determination of material needs, sources of provision and the budget of PSYOPS; mission analysis with changes to the commander's critical information requirements and planning guidelines; participation in the development of courses of action; 6) participation in the development of the operational plan; making changes to the operational plan in accordance with the PSYOPS tasks; review of other functional requirements in accordance with the PSYOPS tasks; determination of requirements for forces (divisions)/capabilities; development of the PSYOPS plan. Among the current developments in the field of information warfare, this article was the first to systematize and adapt the provisions of the North Atlantic Alliance guidelines that determine the procedure for carrying out information, psychological activities.

Competitive groups of humpback whales, Megaptera novaeangliae, were observed in Samana Bay, Dominican Republic, West Indies. Photographs of ventral fluke patterns were used to identify individuals, and skin biopsies were taken for molecular determination of sex. Nine groups contained two or more whales previously identified from different high-latitude areas. In seven groups, males from different feeding grounds were observed to compete with each other, and in six cases the group's female was from a different area than at least one of her male escorts. These results provide further support for the hypothesis that the western North Atlantic population of this species can be considered a single panmictic unit.
