The article analyzes present situation in training of electronics specialists in the USA. The foresight of specialists’ skills in engineering branches in the conditions of a mankind’s gradual transition to the "Fourth Industrial Revolution" is presented. The world rankings of leaders in training specialists in higher educational institutions are analyzed. The list of US higher education institutions with the highest rates in the training of electronics specialists is specified. The current situation of US professional organizations in engineering education and their role in the training of electronics specialists have been analyzed.

The study's relevance is due to the gradual transition of different countries of the world to a post-industrial economy, in which the share of industrial employment is significantly reduced. However, this process is usually associated with high social costs and management mistakes. Russia is not a happy exception to this rule. The article aims to identify the pain points of the Russian labour market and the higher education system caused by the transition process. For this purpose, based on the data of Rosstat, we considered the phenomenon of the educational bubble in the university sphere in 1992-2008 and the reasons for its occurrence. By using Russian and international statistics, it was possible to justify the gap between the sphere of higher education in Russia and the real sector of the economy. The analysis of the macroeconomic (aggregated) sectoral structure of the Russian economy and the higher education system did not reveal the existing personnel imbalances in Russia. This task we achieved by combining an external view of the manufacturing industry (comparison with other countries) and an internal one (study of its human resources potential). The main conclusion is that Russia is rebuilding the employment structure in the direction of the post-industrial stage of development. Still, at the same time, it does not have adequate support in the form of effective agricultural and industrial sectors. Such a transitive model of economic evolution is extremely inefficient and is fraught with the transformation of the country into a kind of “civilized colony” of the world system. To prevent this negative scenario, it is necessary, on the one hand, the most aggressive borrowing by the Russian industry of new technologies (including robots), on the other — the restoration of extremely close ties between universities and enterprises of the real sector of the economy. The model of the reintegration of universities and enterprises is a promising direction for further research.

A special research focus is put on the critical need to adapt performance of higher education institutions to the specifics of global-institutional transformations associated in the first place with modern economic development trends. The core of any higher education institution activities relies upon the readiness of society to develop this kind of activity. To gain strong public support, universities should perform certain social activities (community project funding, provide social protection for employees, caring for the environment, etc.), along with informing society about such activities, thus emphasizing their importance. The research hypothesis is represented by a statement that institutionalization of social responsibility of higher education institutions should be transformed into a process of formalization of socioeconomic relationships which are characterized by a gradual transition from informal links and chaotic (unorganized) interactions between universities to formalized relationship patterns with a clearly organized structure, hierarchy and a regulatory framework. The purpose of this study is to determine the role of social responsibility of higher education institutions as a powerful driver in boosting structural innovative transformations. To attain the objectives set, the following research methods have been employed: an evolutionary method, historical and systemic approach, analysis and synthesis, induction and deduction techniques – to render explicit concept definitions; an institutional approach – to enhance the hierarchical structure and content of the elements of social responsibility of higher educational institutions. The findings have revealed the nature of the institutional approach and the specifics of its application to explore social responsibility of higher education institutions. In addition, an improved hierarchy and the content of social responsibility structural elements have been suggested for higher education institutions. It is argued that the developed principles of the hierarchical structure of social responsibility of higher education institutions will contribute to shaping robust behavioural patterns within the innovative educational paradigm that meet the demands of all stakeholders in the higher education system.

The article discusses the conceptual directions of improving higher education within the framework of the tasks identified in the Address of the President to the Oliy Majlis on January 24, 2020. To implement one of the tasks set by the President for the formation and development of “Higher Education Without Corruption”, the model “Higher Education” was developed without corruption ”and the ways of its formation are shown. A number of conceptual directions of a radical reform of higher education have been developed. They were based on the introduction of strict discipline in higher education institutions (universities), ensuring the compatibility of theory and practice in the educational process in universities, training based on special orders of entrepreneurs, and solving the problem of commercialization of intellectual property. It was also argued that the structure and order of teaching in the higher education system should be changed, that current programs are mainly preparing to become specialists in order to work in some work establishments, in enterprises and in tomorrow's institutions, and not fully meet today's requirements. The issues of gradual transition of universities to academic and financial independence were also considered

Abstract Cluttering is discussed openly in the fluency literature, but few educational opportunities for learning more about cluttering exist in higher education. The purpose of this manuscript is to explain how a seminar in cluttering was developed for a group of communication disorders doctoral students. The major theoretical issues, educational questions, and conclusions are discussed.

Purpose The purpose of this article was to extend the concepts of systems of oppression in higher education to the clinical setting where communication and swallowing services are delivered to geriatric persons, and to begin a conversation as to how clinicians can disrupt oppression in their workplace. Conclusions As clinical service providers to geriatric persons, it is imperative to understand systems of oppression to affect meaningful change. As trained speech-language pathologists and audiologists, we hold power and privilege in the medical institutions in which we work and are therefore obligated to do the hard work. Suggestions offered in this article are only the start of this important work.
