This research was aimed at answering about globalizing challenges citizen, especially young citizen. Teaching and learning in higher education including Citizenship Education is still conventional emphasizing learning process as the process of inculcating the value of smart and good citizen mainly related to the establishment of global competence of citizens. This study uses qualitative approach to explore the meaninful of practices and sciences of Citizenship Education as character education and global competencies of citizens. Practically, this research was expected to provide for practitioners and scientists of education, especially for Citizenship Education as character development courses in college, especially in the formation of global competencies of young citizens.

Humans are social beings who mutually cooperate and interact with each other that have an impact on the changes and dynamics of a complex life, both individually and in groups that may be able to uphold the value and dignity and vice versa, it can be influenced by individual and group characteristics in living his life. The purpose of this study is to describe the application and outcome of character education based on six value systems. This study applied descriptive method with literature review analysis. The results of the analysis show that the character of education based on the six value systems can be applied in various levels of education from basic education to higher education and educational outcomes can have the characteristics of value for use, or benefits for the life of the community worthy both materially and spiritually that can solve the problem, Improvement and change of valuable moral, mental, and spiritual skills.

The purpose of this study was to explore on strengthening character education through e-books for online or distance learning in the times of COVID-19. The present study employs a descriptive qualitative with the aim of being able to provide clear, objective, systematic, analytical descriptions and information, and critical aspect of Character Education-Based E-book for learning during the Covid 19 era in higher education. There were several steps such as collecting the required data, then classification and description were carried out. The sources of data in this study were government policies, books and articles concerning the implementation of distance learning during the covid 19 period and character education. The method used to collect research data is in the form of literary data that has been selected, searched, presented, and analyzed. The application of Indonesian e-books based on character education is a solution that can be done to overcome the problems of character education during the COVID-19 crisis, especially regarding the use of diction and literature. Findings suggests that in utilizing E-book, character values ​​can be inserted in the introduction, materials, and assignments to induce character values to students. Additionally, the e-book was developed based on the curriculum and the values ​​of character education. E-books are provided in online learning and can be studied by students from their homes both online and offline. In order to attract the attention of students, the e-book must be designed to be visually attractive so that the material within can be learned and easily understood by students.

Purpose The purpose of this paper is to explore the role of administration and faculty members in developing character education within public and private universities in Kuwait. It further aims to explore the value of character education in effecting the quality experience of higher education. Design/methodology/approach The researchers employed a quantitative research paradigm, using a questionnaire survey method to collect data from faculty members at major public and private Kuwaiti universities. They used Statistical Package for the Social Sciences to analyze a total of 298 questionnaires. Findings The findings revealed that universities do indeed play a “strong” role in student character education. However, within public universities, it is the faculty themselves who form the key ingredient in the process rather than the administrative body, which is perceived to have a “Medium” effect. Conversely, at private universities, the administration and faculty both merited a “strong” role in developing character education. Practical implications The study will provide leaders with several recommendations to improve the integrated development of universities through fostering character education. Originality/value While K-12 education has received significant attention regarding the moral and character development of students over the last few decades, this study, extends this research significantly into higher education; focusing upon character development at university and comparing its implementation at both public and private institutions.

This chapter introduces a new theory called by “Theory of IRE with (a,ß,?) Norm” which provides an almost complete solution for Higher Education Management (HEM) & Policy Administration in any vast country like India, China, France, Germany, Australia, Brazil, Indonesia, Pakistan, Malaysia, USA, UK, Canada, Gulf countries and others in the world. The “Theory of IRE with (a,ß,?) Norm” is an engineering model for solving HEM problems, basically seven major problems which are about: (i) How To Continuously Monitor The Real Time Progress of Research Work of the Ph.D. Scholars in the Universities/Institutions in any country by a Common Rule of the ‘Ministry of HRD' (ii) A New Improved Method for Recruitment of Teachers in Universities (iii) A New Method for Promotion Policy of Teachers In Universities (iv) How to select the ‘Most Suitable Candidate' for the various prestigious awards/honors in a country (v) How to restrict the publications of bad quality research papers in fake/bad journals? (vi) How to select the true experts for every visiting team of NAAC of UGC? and (vii) How to select the ‘Most Suitable Candidates' to fill-up the reserved quota. It is claimed that if this new theory be implemented by the ‘Ministry of HRD (MHRD)' in all its universities/institutions, then a huge amount of quality-assurance can be achieved in pursuance of Excellence in Higher Education Management & Policy Administration in that Country.
